I've experienced it multiple times where a gang tells a random solo person to leave a lab (sometimes without robbing them, being polite), and 20 minutes later the cops just happen to raid the lab. It would add the possibility for PD to make ambushes on locations where people are planting drugs and would in general give crims more things to do. Make the current drug labs ingredient gathering points that could be controlled by groups who could tax or sell the ingredients to people that need them.
