Another issue is the fact we don't have NPC's, If a cop is bored and they see the first car they've seen in 5/10 mins they are going to pull a u turn or whatever they need to do to go check your plate, check if they can see a .50 clipping through the driver seat or find any reason they can to interact with you, and you can't blame them, there is barely anything else for them to do, no one else to interact with sometimes, and they logged on to play the game not watch youtube shorts sat in a speed trap. If there was another 200 people driving around the server then the people that log on every day would fall into the background, but 1 gang is often 20% of the server pop so you're going to get alot more attention from LEOs than you used to. Over recent years I’ve stopped giving grief to LEOs as I started realising the above, as well as playing some LEO myself. Both sides are just bored. That's it. Cops need to chillax a little, some care way too much, and crims need to stop crying and start being a little smarter. PD shouldn't HAVE to charge stack, let the arresting officer drop some smaller charges if they RP well/don't stall/did something that made the interaction fun. there is ZERO incentive for a crim to go above and beyond the bare minimum in terms of RP standards especially when they're already frustrated. There are way too many problems to discuss on a forum post, and allowing anyone and everyone to come complain about their very specific issues is not going to help. If you want to actually make change, you need a discussion with devs + a few high up LEOs that are staff + a couple notable crims who have been on the server for many years. maybe do that discord space thing where everyone can listen i can't remember what it's called. Because the lack of communication and mistrust between staff/devs and criminal players is crazy. mb for the spam, I’m no good at conveying my thoughts over text. This is one of the realest responses here. I'll also throw in my suggestion. I think it'd be a good idea to cap criminal situations at 5 criminals with up to 8 LEO responding. A lot of scenarios just end up turning into a numbers game instead of actual roleplay, where whoever has the most people online usually wins. Having a limit would help keep things more balanced and encourage people to rely on planning and tactics instead of just stacking bodies. The only exception I'd see is if something naturally escalates, like someone attacking a gang HQ and the members already there defending themselves. I also think if something like this was added, the backup breach rule could probably be removed since group sizes would already be limited. Quote

The "play to win" mindset from PD is diabolical. They're driven by weak egos with a goal to bully and win despite the fact they loose nothing. Going from a criminal to a cop felt like picking up the Mario Kart Super Star! Free super fast car, free unrealistically high armour, huge advantage in script and unlimited supply of guns. When PD loses a scenario, they lose nothing. When a criminal loses, they don't just lose in-game items; they lose 20+ hours of real-life time grinding back impound fees, fines, armour and weapon costs, all while being subjected to a roleplayless prison system that acts as an OOC punishment. Make PD's cars slower, armour weaker, remove fancy guns, force a $50k loss on death and bind them to a 3-hour hospital bed like crims in DOC. If a cop gets shot or stabbed, they shouldn't be back on duty for 2 days. That would give a pinch of OOC balance, but it still wouldn't be enough. Lastly there is huge Admin bias, Admins main characters are mostly all cops. I have never interacted with an Admin who was in a decent gang playing a decent crim. Never. Its not just an issue or change that needs to happen in LEO's but in the server in general. Main thing being rules need to change to better fit what the server is actually doing these days. This is not a serious RP server, hasn't been for quite a while. The common activities people do are hindered so much by this server still claiming to be serious RP when it's not and its so clear people are not invested in the "RP" of things anymore over just getting some kind of action in before they gotta get off to go back to their 9 to 5 or whatever they are doing outside of game. Prime example, I had an rp situation on my prison lifer character earlier only to find out some people were not happy with me LITERALLY roleplaying. Part of that is cause of rules. I require alt rp to do something as simple as pick up an obvious gun in an obvious armory right in front of me that my character found, and the fact that after waiting over an hour, I decided to just roleplay it with the one person that was involved who was okay with it, was not okay with them. They also weren't happy with the demands from my character which i tried to be as easy and reasonable as possible given that my character has life in prison and only cares about her survival and comfortability within the prison. Just let people enjoy what they enjoy doing in the game. Make it a cops vs robbers server with light RP and change mechanics/rules to fit that as thats what most people that play these days seem to want anyway. If this is to continue being an RP server, then actually enforce the roleplay and rules on EVERYONE and be strict about it. Regardless of what you do, this weird middle ground were in is just gonna keep making things look girm as they are right now. Choosing a side and sticking to it will get rid of some people who don't enjoy that side sure, but the ones that stick will be happier for it. This is coming from someone who would much prefer this be a serious RP server, but more so I would much rather the people that play actually enjoy playing over threads like this and forum wars constantly. 6 Quote

Honestly, I am all down for this treatment from PD/SD if I didn't have to lose $40k–$80k (with fines), suspended license and spend 3 hours in DOC. There should also be admins coming into DOC as peds, giving inmates tasks, items (like lockpicks), weapons (like shattered glass) to create roleplay opportunities. I've been arrested over a hundred times, and not once have I been lucky enough to be saved by some "superhero" or gave something valuable. Prison breaks should also happen randomly instead of having to create a ticket and ask for alt RP. They could be done with the help of an admin in ped Last time I've tried smuggling a marijuana before ending up in DOC, the cop just took it while patting me down. Didn't give a single fuck. There should be a cap on how many cops and criminals can be in one situation. Max 5 criminals is enough. Cops should have the same limit too, or maybe 7 at most. It would help with performance, but it would also stop PD from calling GOV, DOC, and basically every LEO department which they all use their own pager as well. Make it possible to loot LEO loadouts. I am a Leo here, and one of the first thing I asked is how team speak wasnt meta, and pretty much got laughed out of the discord on that one. A long time ago on eclipse every one had to use team speak, but there really isn't a need for. On fiveM there some cool ways to do radios where only SD, PD, MD all have assigned freq, and you can hot key them so you switch to their radio and say like PD to SD blah, but doing this adds rp, you kill a cop you can steal his radio and listen in for intel. The next thing i saw many bring up is how powerful /FL is on this server. So I will again go to other servers i did Leo RP on, every police station has an armory certain ranks can only aquir certain things from it. you run out, you gotta restock at a police station, or another officer got to drop you supplies. The next thing, that helped balance was LEO's had to but their own cruisers. then based on ranks they were permitted certain styles and vehicles and had to conform to that. a cruiser always had 3 spikes, 1 repair kit, and 1 tire repair kit, and scene control, evidence bags and markers. but once you used those things you had to go to the armory and get more. so not we get into risk/risk. PD had to buy gear, there cars, armor, ect. but, officers got a (stimulous) from all citations issues. once a week after reviewing the cases and everything was proper. all reports, paper work ect was done in the /mtd in game, not on forums. to use the /mtd you needed to actually have it on you, "Yes that meant if a gang captured a high ranking officer they could clean their record" only happened one time in 3 years, but it was possible. lastly, things like store robbery, and less severe only 3 units (cars) could respond. as things escalated maybe guns shots and officer down you could expand to 5. only the big bank of los santos, and terrorism was all units on duty to respond. This was good for both sides. ((no wiping the force no clearing memory of what happened good for pd)) no giant force for every lil robbery larger chance to maybe get away for crim. 2 Quote

In 2023, the baseline was still at least 200 players. Covid restrictions were entirely gone by 2023, so the pandemic cannot be used to explain the steep drop between then and now. GTA RP as a whole didn't die after COVID; players just left Eclipse to go elsewhere. In fact, GTA roleplay increased after Covid. FiveM hit a record surge from 2023-2024 whilst eclipse shrunk because players consistently complained about PD and Admins. The drop in Eclipse's population is unique to Eclipse. So the argument of Covid is completely flawed Quote

I’m glad this topic is here now, over the years there has always been crim vs cop squabble, but this I believe is an important topic that must be looked over word by word. Why? The server is moving to FiveM. And the server as we currently know it has a dwindling playerbase. Moving to FiveM things MUST change in order to either bring old players back and active, or keep new ones in. 1 - Tasing through windows of a vehicle. This has been mentioned alot of times already so keeping it short and sweet, it’s highly unrealistic, kills off any progressive roleplay for the scenario, and does bring along a need to “win win win” mentality. 2 - Air1 abuse. I was recently told of a situation where a friend of mine and his illegal faction was involved in a big chase with LSPD. The chase prolonged, air 1 was involved. I was told that when the original air 1 needed a refuel, a second helicopter to “cover the chase” was called in while the original helicopter refuelled and later returned. In my opinion, both policing factions are very well equipped with an entire fleet of vehicles to give them the balanced fighting chance in chases. Air1 is OP enough as it is, I’ve never been in any police faction, but owning a helicopter on one of my characters and being able to see what Air1 would see in a chase makes me wonder why there’s even a need to abuse it to an advantage. If Air1 needs a refuel, that’s up to the ground units to lock in and stay on the chase. As a criminal, seeing air1 pull off to refuel and soon return after provides a balanced opportunity to the criminal to “make their move” within the pursuit and try to successfully escape. With the open sky, barely any restrictions and speed of a helicopter, there’s no need to be abusing that. 3 - The seemingly unlimited police response. NLR After reading through comments already made, the NLR being played to an advantage seems to come up a abit. My days of getting into huge gang bang fights with pd/sd are over. There’s no actual gain from it since you can’t loot anything bar gloves and radios, and if you lose your looking at a 50-100k plus loadout gone. But knowing about gangs who have the fighting power to wipe an entire response team and win, only for them to respawn, lock and load and go again seems stupidly crazy. 4 - Cops response. Just logging in and driving around a few weeks ago, I witnessed what can only be described as an ARMY (at least 10+) of cop cars chasing ONE vehicle with 2 occupants. This is just wrong, it’s unbalanced, and not fun for crims, probably one of the many reasons why people are giving up as a crim. As a duo, idk what they did to get into that situation, but let’s say for instance why were caught robbing a ATM or a store? Why do they have a Flecca bank level response on their ass for something so small, with very little reward? A limit of how many cops can respond to a call based on the severity of the criminal activity would solve this. Eg someone robbing a house or a store should have A FAIR AMOUNT, but fewer cops to deal with compared to someone robbing a bank due to the risk v reward. 5 - My personal point. My main point I’d like to push is not just a cop problem, but a crim one as well as I believe they work both hand in hand. Back in the day, playing as a crim from 2021 - 2023, crim felt like it owned the server. Huge OG gangs that ran shit, pretty much winning every outcome with cops. What did that lead to? Cops getting updated, better vehicles, better loadouts etc, anything to even the odds which I’m all for and support. But look at the server now, the criminal world feels absolutely empty, and for the cops, once they gained and gained to be able to fight back, they held their power and never lost it - if anything it kept improving after crims had indeed diminished. That’s the main issue. What do cops do? Respond to criminal activity. For years now with barely any change what does a criminal do to gain attention of authorities? The usual banks, stores, chopping, cooking drugs and a few small things like ATMS and houses. The empty crim world as we know it today, plus absolutely no major new criminal changes being implemented over years? No wonder I’m seeing 10+ cops chasing 2 poor guys who probably just did an ATM, they clearly have a lot of time in their hands. As I said before I believe crim and cops work hand in hand. Once the server moves to FiveM, if cooler, better, NEW criminal jobs came to ECRP, no matter how small or big, that would solve the overwhelming cop issue because their forces will be spread more - actually giving crims more of a chance to make money. The Leo "no fun policy" Honestly the thing which currently makes me demotivated to log in the most is that the both LEO factions from my experience only SD has the "no fun policy". What do I mean by that. Basically prioritising realism over fun. I have experienced numerous times that goofing around is wrong and it cost me departmental progressions into certain areas. I like goofing around and the reason I joined SD was to be the fun goofy cop who will make the RP enjoyable but the longer I am in faction the more I percieve it being "wrong". Once I was told that I should treat being funny and goofy like in an actual job and that those are these boundaries. And honestly I think this thinking is wrong. We are basically raising more and more serious win mentality cops this way. I believe the FUN vs REALISM fight is being lost by both factions. This is still a game not a real life simulator and everyone should be allowed to be goofy without any reprimend. I remember this one time more than year ago calling Clay Thompson (assured) to my traffic stop to scream at the guy so I would have to give him a ticket. This was funny as fuck and still rewatch the clip bcs it was awesome. I dont think he would do it as a Assistant Sheriff the question is why? Its because proffesionalism and realism is more important than fun. And thats the problem. Also bare in mind that this is from an SD deputy perspective the PDs would be way more extreme. The fun and realism comes down even to the play to loose. I wouldnt be able to let a guy go with some good RP without any repriment. Meaning suspension and no progression into the department. And this is wrong too. ITS A GAME GUYS. I think the LEO faction should drop the focus on realism and instead of that focus on people having fun. LSPD Honestly ever since I got onto the server as a crim I allways I didnt like PD and honestly this somehow havent changed after I joined the LSSD faction. I am not a fan of their style of playing. Due to their policies they are focused extremely on realism. And there are people who are extremely win oriented. I usually dont like when Im on scene with PD and see them borderline powergaming and then trashtalking crims. Honestly I genuienly think this faction should be completely rebuild from top to bottom because teh culture I see in TAC on scene is not roleplay friendly. I genuienly think that some of the members are showing hatered towards criminals and are happy for ruining their RP. These are the moments Im happy for being in LSSD because the value for the RP goes right from the top. Either way I can see the PD moving in the right direction the PD we are listening post was sucess and I see everyday changes comming out of that. Its really good direction but not enough yet. Never the less the recent few months old rule which basically with numbers plummiting locks out LSSD investigators etc. completely out of PDs juro (I think it was because our investigators got us more fun and more rp) and with noone playing we are dependent on that one car which goes up north once every hour. I believe this rule completely kills most of RP for SD especially when SD leadership allways valued RP and wanted to make things fair and actually was achieving that. What to do? Honestly it doesnt matter whats gonna happen but some radical steps should be taken. The player base numbers are going really down and the server needs to prepare for migration and needs to start attracting new people. It starts with the player styles and ends with major procedure and protocol changes and rebuilding entire factions. I would like to see friendly interactions being valued over winning and IC achievements. I want to see crims comming up with clever ideas which wouldnt be ruined by cops and I want to see LEOs valuing every piece of RP we get. We are one community not two lets act that way (its kind of responsibility of every single one of us) List of possible changes: Introduce no punishments rule for LEOs playing for loosing Make IA reports dealt with out of the departments by either admin staff or JB Rebuild of the LSPD faction from ground to top (possibly with Admin team assistance) LETS FOR A WEEKEND SWAP OUT JUROS OF LSPD AND LSSD Lets support goofing around if it makes interactions way friendlier and enjoyable instead of ultra realism Lets allow cops be ICly friendlier towards the criminals without any IC consequences (fun and friendliness over realism) Lets introduce some prices for good and friendly RP (credit competitions/money transfers/something to value good RP) Thanks for reading here. Yes, but he is also stating that the population went from 600 down to 60. When the quarantine was removed, the server population didn’t drop to 60. It was still relatively HIGH. There is no way you believe that LEO had zero to minimal affect on the server population, when Lewis is stating 5 hours ago, Lewis said: I receive personally LOTS of complaints on a daily basis, typically about our LSPD faction. Jack Falken Posted 12 hours ago Report Posted 12 hours ago I know I haven't been on the server for nearly as long as some people have been, going on three years this December, but I want to just let my opinion be known and how I feel the issues in PD could be handled from someone who plays a civ/crim. The bulk of the issues with pd are an unenforced loose ROE when it comes to engaging in rp situations with criminals and even at times with civilians too. ROE for anyone who doesn't know stands for Rules Of Engagement and dictate what level of response a situation warrants based on several different factors. When pulled over by police, PD has a tendency to stack an ungodly amount of vehicles onto any traffic stop just incase it turns into a chase which it inevitably will but we'll get into that in a second. There is almost no situation in where I should be getting pulled over for going 95 in an 80 zone and have to wait 5 minutes as 7 police vehicles line up behind me for what will amount to a citation or verbal warning. PD ROE should have 2 cars max on a traffic stop, 4 cars max to a chase, dropping down to 3 if air 1 get's involved which it does not need to every time. Right now, if a chase occurs the first thought in my mind is "I'm now free to do crime and speed till this chase ends" because every single cop in the city will tag themselves onto the chase have an insane numerical advantage over the poor 3 stacked Kamacho who accidently forgot one of the members had an illegal gun or some drugs in their pocket. A police chase quite literally becomes free crime times, I have called pd numerous times for shootouts, robberies, murder, tons of crimes just to get a call from someone going "no ones going to answer your 911 call we're all busy chasing an LC" before hanging up the call on me. This touches on another subject quite a few people have brought up and that's PD automatically trying to find ANY reason to search a car or your persons especially if you're in a gang, unless you have reasonable suspicion there is no reason that pd are pulling gang members out of their vehicles every stop and unfortunately that's one of the things that killed the servers fun for gangs like the souls whom have now all quit the server over targeted harassment from pd. I was talking to their members ooc and they couldn't count the amount of times they'd heard "your with the souls right, step out of the vehicle and turn around" before being taken out and their inventories and car being searched for as little as speeding or taking a wrong traffic maneuver often leading to them not even rping out traffic stops but just resorting to jumping out trying to kill the officer or running every single traffic stop. PD needs not only a stricter ROE but a guideline and the training on situational awareness and making decisions based on how bad a situation is rather than the LEO version of a gang pager hit for every situation, if they pull over a vehicle and have visual on one or more guns then they can call for additional units up to 4 or 3 with air 1 if the vehicle is one that is known to particularly fast or agile. If PD pulls up to a bank and there's 15 bikes out front, yes get all forces to come down to match by all that is holy but for the single Kamacho and two bikes you don't need 12 PD vehicles all armed with carbines and pump shotguns. There should be almost no situation where every available unit is on the same call at the same time it's just highly unrealistic and as I stated before creates periods sometimes lasting a while of free crime time as no other officers are around to deal with other situations. People will say PD/SD has a play to win mentality and while SOME specific individuals do a lot of our cops are just either bored or tired of dealing with crap and want low quality rp to finish quicker in hopes of joining the next chase or active situation. And while some don't want to admit it, rp is a two way street much like a dance or conversation, both parties need to be willing to makes concessions whether that be instead of an officer calling backup for guns they do a quick "/do would I notice the pistol on the gang members side" before rolling a dice and if he loses the traffic stop continues with a ticket or verbal warning, we have tools at our disposal but everyone doesn't want to use them for fear of not being perfect, not having the best outcome. One of the coolest rp situations I ever got in was a man tried to get my gun and I left it up to a dice roll and he won so I handed him my gun, he proceeded to take me hostage and get me to drive him to pillbox in which a medic noticed something was wrong and held him at gunpoint, he tried to shoot the medic and the medic injured him before calling police and I was able to get my gun returned to me and he was arrested, I could've easily just done "/do the weapon would be locked in it's holster" and not allow him to get it but for the sake of rp I made the concession and lost. IF PD/SD can begin making concessions gangs can easily join in the dance and we can see an improvement in rp from both sides. Take that traffic stop instead of the officer losing the dice roll he notices the gun and asks for the gang members ID which comes back with a revoked license, he can then make a choice, escalate the situation right there where a chase will ensue or he may get jumped on by the gang members or he can say he's just gonna run the id really quick go back to his car and call for an additional unit or two for an individual with an illegal pistol. At this point that small interaction is more rp than most traffic stops get right now which is sad to see a serious rp servers standards drop so far. Speaking of roleplay standards I have an opinion I need to get off my chest that will probably get me a lot of hate. ECRP is too dependent on text based rp for it's own good and thankfully lately we've seen some changes that move away from this dependency a bit. Yes, some people in the server are deaf, others cannot speak but text chat and text based rp are completely different things with the server favoring TEXT over INTERACTION, no one interacts and communicates, everything boils down to people standing around writing text based rp which will never fly especially in a 5M server. In most 5M servers people favor interactions over text. A perfect example of this is the mechanics in the city, not one customer coming in could give one fuck about how I'm repairing their vehicle so why am I forced to write a bunch of text rp for fixing it ignoring them completely before they drive away. Quite often I'll find myself not doing any rp but favoring interaction and having conversations with the customers as I work on their vehicle, if they ask what the damage is I'll tell them verbally but otherwise I'm asking an officer what's going on in the city, if they've had any interesting arrests that day, interacting and roleplaying with them instead of ignoring them to writing "/me replaces the air filter" for the 130th time that day. Unless dealing with a deaf person there is no reason a cop cannot verbally say "suspect down going in for cuffs" before attempting to cuff someone instead of copy pasting "/me attempts to cuff the suspect" a half dozen times per interaction. Got a little off topic near the end sorry about that but I have a genuine love for ecrp and it hurts to see it dying quickly when I have so much to say that I feel could help improve the server for the better for everyone. to you all and hopefully we can see some changes and a server turnaround. 1 Quote

Cops have nothing to do other than wait for a pursuit of a 240 car, cause EVERYONE has a win mentality so crims use the fastest cars they can as well, so any small situation you are gonna have everyone there. More variety of things criminals can do would work wonders because that gives cops more stuff to do as well. Only real changes that can and should be made: -Go back to realistic fear for life. If you are one of the last LEOs alive, instead of saying "fuck it ima take who i can" just leave. And then from the criminal side, don't chase people who decide to choose life. Then from there we can lower the "suppression" shit, because from there you make it simple. Groups who let the people leave don't get suppressed, those who chase down and try to kill everyone get the suppression treatment. -The fleet was alright, i think for supercars n things like that its great, but normal GOB cruisers it just becomes a super pain. Changes should be made to that because the same issues still happen, just makes people do work on the backend. -Helicopters are a very good thing to have in the server. Regardless of what people think. I agree, gunships sometimes are overutilized. Standard helicopters have been a thing and will always be one. Shooting out of the side should only be for pre-determined situations, or for crims that decide to hold a 1 way ladder for the sake of win mentality. Its not a guaranteed win especially with the new FM rules that have been put in place. But having a pilot land and go roof to roof with a sniper, yeah that shouldn't happen. -I made this thread with Demonit at one point.. Charges right now are still the same as they were in 2020(don't quote me, could be later, but its been years) I made it a thought, penal code should reduce all charges by 50%, if not more. The fact every single situation puts you in DOC for 3 hours is just, yeah not good. There was a scene today, one person had a pump shotgun, suppressor, and was cooking. Max sentence. I couldn't knock off charges if I could. The 3 hour sentence cap wouldnt be a huge deal if you actually had to do a bunch of shit to get to that point. I believe a 1 hour/1 hour 30 minute timeframe would work very well. Its not to "streamer server" levels, but honestly I wouldnt even be mad if we got less time and more fines. Since this is such an asset based server, make the money a problem, then people will think more about doing a bunch more shit. Those were my few things, theres definitely more to add but - just for one response, I think there should be a limit to how many units are on at a certain time. How that would be implemented, I'm not sure.. one unit per 5 players wouldnt be the worst thing but how do you really keep that for like PD/SD events, etc. Theres gray area. Quote

I can personally think of at least 5 distinct instances this exact scenario has affected me directly, and every single time it is a horrible experience with no counterplay. - Prison time needs lowered across the board. I feel like this is always mentioned and then we are told it happened but it never really has. I think leaving the max sentence time as it currently is is fine, but the actual time that is garnered for individual charges is way too high. From what I remember, just felony evasion alone was an hour jailtime - and usually that is stacked along with other charges and more often than not results in a players sentencing being maxed out. Being charged with enough to receive a max sentence should be a rare occurrence, not the usual. This includes charge stacking BTW, which is a problem as well. - Cops RP standards need improved. Have had too many instances to count where cops are parading around and acting like gang members rather than law enforcement, which makes the roleplay feel tacky. For the most part, this complaint is directed at detective RP, where I feel they are mostly just inserting themselves directly into dangerous situations to kick things off like a shootout/chase instead of gathering information and passing it along to other officers so they can try and keep their cover. - Make cops purchase body armor and have it be an actual inventory item rather than reapplied via /fl Quote

Right now the city feels dead unless you yourself find something to do, and when you do all LEO's who have been waiting for hours for something to respond to will jump on that. If there are more players on the server, LEO response is more diluted which will help alleviate a lot of issues people here are complaining about Right now you're limited to grinding assets, there's some support for AltRP but it's a hassle and limited to gangs The server itself pushes everything towards PVP or asset based roleplay which is bleeding players who aren't into that while we're not getting any more players or encouraging players to stay online. Server needs to get more players to dilute PD / SD response but in the current state, players CANNOT find the server on Rage, the only way to join is through knowing off the server and it seems like no steps are being taken to remedy this via advertisement or being active on social media, and respectfully if you're in a position where you can remedy this but just don't, either step down for someone who actually cares or delegate the job down instead of just closing your eyes like FiveM is going to magically bring players Nor is there anything to encourage players to stay online outside of established activities, you either log in and grind your assets or you log out. Nothing really keeps you or rewards you for just being around, there's nothing non-asset related to do on the server. There are some events but they are too few and too far in between with most other AltRP being limited to the gangs that request them. The staff team handicaps itself from creating fun on the server due to a few select members disagreeing with what others are doing, and respectfully if you're one of them you should consider removing yourself from the staff team or community. You should not be allowing your personal feelings to get in the way of other having fun in a video game It's crazy to me how people will whinge about a staff member playing as an animal or anything fun of the sort, especially when it doesn't involve them whatsoever and they're free to leave. With the lack of unique things happening or players in general, the server feels dead which limits spontaneous interactions and forces players to rely on the script which heavily encourages asset or PVP based roleplay. I will speak only from my own experience in my response. I've been with the server for 5 years. The reason LEOs are overpowered today started before my time (during the council days). Usage of AIR-1 has been a major pain in the neck in my experience, when LEOs pull out this card, it's GG for the crim because the fun only lasts if there is a chance of success. In AIR-1's case, the fate is already sealed, no matter what you do, you cannot escape. Thus leaving no room for the crim to even try and have fun after that. I have literally seen a slow truck like Granger going at the speed of 100 with an ATM hooked behind it and high speed cruisers chasing it with an AIR-1 above, this is unjust to be honest. This is just one example out of many. In all my 5 years, I have never played LEO, just for two reasons; 1). Out-of-game communication on team speak. Although it's part of the server, but personally to me, it has never felt fair. I have a disgust for outside game communication because it actually breaks the immersion. Whatever happens in-game, should always remain in-game. And 2). No check and balance for LEO gun power, they have unlimited supply of guns and ammo, which is also unrealistic. And a lot of the win-mentality stems from this aspect of the game. If LEOs were given an accounted-for amount of guns, ammo and AP's they use (including the gun degradation for every LEO and number of rounds they have used just like the new fleet vehicle damage retention system or something like that), they wouldn't just pull out their guns and start shooting without having to worry that they will be IC'ly questioned for it and will IC'ly be held responsible for it. These are the two main reasons why I have always preferred to support the crim side of the roleplay and myself have never played LEO. The jailtime crims face right now is not as bad because if we were to nerf LEOs, crims better have something to fear in form of prison sentences, the current prison time is good enough for it. My suggestion for changes: Restrict the usage of AIR-1 in pursuits and only allow it in necessary situations such as bank robberies etc. Make LEOs accounted-for IC'ly, about the guns, ammo and AP they use, with every LEO faction member having stats of their own. Just like they need to realistically have their fleet vehicles repaired now. Remove the usage of teamspeak and only allow in-game radio communication for immersion's and fairness' sake. 1 Quote

I have spent years on crim character and one thing I would change is penal code, I think getting jailed for 2 to 3 hours for just evading + having guns is a bit too much. I would lower the jail time by 10% at least. Other than that from SD's side I think everything is balanced and thats why they say SD on top! Quote

The idea that in every situation there has to be a win, has to be an arrest or citation. As much as I've seen this tons in criminal roleplayers, the thing is respectfully, LEO roleplayers hold the power to change your character's whole life, they shouldn't see putting away someone for a crime as some big W, teasing the character etc, instead as part of their IC job to 'Serve' and 'Protect'. I've seen this mentality increase rapidly in the recent years, with even many command and staff officers behaving this way and it simply isn't being oocly enforced as the poor display of roleplay it is. When it comes to needed changes, it's simply just reinforcing the current rules, the repeated tazing in vehicles, ramming and general poor RP standards for the biggest legal factions in the server. And this is somone who was also a mod at one point and is the head if a recognized gang 2. Actually have FM manage the cops.. dont just sit bacj for months and do diddly squat, train the players... Also, - have cops stop their movements when players begin typing, allowing for actual rp. We are long past the servers prime, but I agree hindsight is always 20/20. I will address some of your questions, and provide my feedback. "PD Run the server"? You state this as a question as it is not true... But let's just state facts. The vast majority of top server staff are PD/SD/GOV. What is the percentage of Mod+ who are criminal mains? 20% 10% 2% 1 person? The fact is staff is not criminals, therefore criminals do not run the server, therefore PD run the server. In my opinion, criminals have always been an afterthought on the server. Throughout my years on the server, I have never seen anything to make me think differently. You want to be change, get more crims on staff. "PD are ruining the server" / What is the problem, what could we do to rectify the problem: Now let's get to the topic of discussion. It is a fact that PD/SD is one of the reasons why the server is now dead. Is it the main reason? That is up to debate. But it is definitely one of the reasons. I think there are other bigger issues which lead to everyone leaving, but I will not bring that up to stay on topic. To answer your question, what can PD/SD do better: Number of PD/SD that respond to a situation is far too excessive - Right now way too many police units respond to a specific situation, when that number of police units is not needed. Crims who have at least 2 brain cells get it, PD/SD are bored. But this just snowballs, as more police keep responding, more crims get upset, more crims leave, PD/SD then get more bored, then more police keep responding, and this circle continues. There should be no rule that says X number of police can go to this situation. However, PD/SD supervisors should appropriately monitor situations and make sure that the situation does not have to many police units responding if not needed. Well you might say Irish can you provide an example, sure! As a crim, I drove into Fort Zancudo and trespassed. A simple misdemeanor. I was not violent, not in a super car, I was respectful to the cop and gave him my ID. What happened? 5 police units respond to this situation. This situation should have been handled with the main unit and a backup unit. Well you might say Irish you should have gone the IC route and complained to PD/SD leadership. Well I did on APR/23/2025.. PD/SD response was in brief, "we respond with the appropriate units based on the facts of the situation, but we will bring this up at the next supervisor meeting. " I guessed nothing changed from that meeting.. PD/SD should respond to a situation with the appropriate number of units. A bank robbery, send all of PD or SD. Two gangs are fighting each other with heavy weapons, sure send the whole state. But if there is a small situation like a compliant misdemeanor arrest, that could be solved with one or two units. Supervisors should actually supervise. Tasers by PD/SD while in a vehicle - From reading other people's responses on this topic. Multiple people have complained that PD/SD are using tasers from a vehicle. They did not elaborate if this is from a moving vehicle or not. But if its from a moving vehicle this is against the rules, and staff should intervene. Maybe change the rules to go from "Moving vehicle" to "Vehicle". This is the current rule "Tazers should not be used on players that are moving in a vehicle (e.g. motorcycle) or from a moving vehicle (e.g. police car). Players that are tazed off an e.g. motorcycle at the same point where they begin accelerating away does not apply to this." Police equipment - When I was in PD pre-2024, it seemed like was PD was appropriately armed and crims never complained. I was always using a .50. Now it seems like all of PD/SD are armed to go fight in world war 3. When I was in PD, we were taught that we could only use heavy weapons if X, Y, or Z happens. It was reactive. Now it seems like there is no standard and the police are proactive. Heavy weapons should be restrictive and only be used if X, Y, or Z, happens. These are the main things right now that I have on mind, I might edit this and add some later we will see. P.S. For full disclosure on my background, I have played on the server consistently, starting in 2020 up until recently in April 2026. During that time, I have spent over 3.5 years in PD, and about 3 years in crim. And I even spent a couple months on the support staff. So I have seen a thing, and know a thing or two. I feel like I should say that my opinion is my own and not necessarily shared by the LSPD faction but also, that I haven't really read in depth this thread as I didn't want to find myself trying to defend my faction or for my opinion on things to be altered by feedback. Some of these aren't gunna be completely LEO related but the overall experience. Now that the pre-amble is out of the way, Ill get to my response. While I'm sure that the intentions behind the creation of the thread are positive, I see it as ultimately another one of these situations where people give feedback and it doesn't really get handled with to their satisfaction so they feel like they've wasted their time in doing so, which is probably worse than just not asking. It's also unfortunately a platform for some individuals to give PD a beating. I recognise that while some of the opinions on this thread might not be factually accurate, these are how law enforcement is viewed in the eyes of people sharing, right? It's not really for me to debate the validity of how individual's feel about PD. I can't be arsed typing PD/SD or Law Enforcement every time so I'll just say PD every time, but i'm talking about both. LACK OF DIRECTION It's a big statement but I don't believe PD to be anywhere near the biggest problem on the server. The main underlying reason for the server being in the state that it is in, is the lack of a single cohesive direction in the community and this has been the case ever since COVID. If you ask ten different ECRP players to explain what sort of a server ECRP is or what it should be, you'll get ten different answers. That lack of direction is clear as day in how PD operates, how criminals operate, how the script is developed, how the rules are made, what factions we have, what custom content we make and anywhere else that you can. We're actually all over the place. When I came here 7+ years ago, I could tell you exactly what type of server we are because it was obvious in everything we did. ECRP thrived because it was focused around cops and robbers, it was easy to get involved in and you didn't have to think too hard about it. If you want examples; We introduced a fleet management system for GOV factions. The intent, I assume, was to make GOV factions accountable for their use. Except, the treasury pays for the repairs and there are so many vehicle options that if you fuck one car you can grab another. If the intention was to give the mechanics more things to do, we didn't improve the roleplay experience of the mechanics but we added to their workload. Subsequently, all three mechanic factions have activity issues. Fleet Management does not work as intended, it's just an annoying inconvenience for everyone involved. We have a court system on a server that has limited knowledge or interest in law roleplay, except when it comes to them getting out of charges and not facing the consequences. Court RP overly complicated the role of being in PD for little to no actual benefit. The fun aspect, is the in-game bits. Not being alt-tabbed on the forums doing fictional paperwork. Prison times are essentially rendered useless by VIP anyway. I see people complaining on here about things like tasers from vehicles but then we have crims running around on steroids which are broken and over-powered. If you are to address one facet of balance, you have to address the other. If we consider how tasers used to operate and how they work now, I don't think it's necessarily as bad a trade off. We're moving to FiveM in August and we'll be on a platform with a lot of new potential people but if we can't give them the experience that we had when we joined where we understood what sort of server Eclipse was in the first few minutes/hours/days of being here, they won't want to stay. POPULATION IMBALANCE AND ITS EFFECTS Cops and Robbers is used as a dirty term in this community but in most GTA Roleplay Communities, aside from those try-hard Twitch content servers where everyone is the main character in their own little story, Cops and Robbers is the framework on which most roleplay servers are built. That isn't to say that there isn't room for alternative forms of roleplay and different things but Cops and Robbers is the bread and butter of any successful server. That mentality got us to the dance in the first place. We have a population imbalance in Eclipse. We do not have enough criminals, committing crimes and generating that kind of RP for the amount of PD that we have. We also have too many civilian role-players which when we have a limited player base, makes the pool for both cops and criminals shallower. Why is this bad? If you are a cop and you log into the server and there is nothing happening for 20-30 minutes, there are only so many circuits of the city you can do before you log back out. Cops NEED criminals doing illegal shit for them to have something to do, which is why despite never really being a criminal, I understand the importance of crim. In some timezones, there are too many cops. In some timezones, there are not enough. But why you might see say 10 cops in a chase or 4 cop cars in a traffic stop is because that might be the only thing happening for 20 minutes. Cops are the true antagonists for criminals, so it's important there is enough of them to present a real challenge but not so many that the odds are insurmountable. If you are a criminal and you log into the server during a time-zone where there are a lot of cops online but there isn't enough happening, you will become a focal point for cops looking for something to do. Crims like to paint people like Jason Steel, Cyrus Carver and Samuel Martin in a negative light with regards to how they play the game but actually, I feel the reality is that these guys simply are proactive in how they play and they are simply playing offence. They actively look to make a situations happen where as others within PD may simply wait for a call to come in or be told what to do. But I put it to you that the reason you feel like you are being harassed is because there is less criminals overall for cops to engage with, so the ones that are active end up being the ones getting engaged with. It's a perpetual circle of fuck where the more someone is negatively interacted with, the less they want to play and then because they play less, the ones that do play get interacted with more. If there are 10 active factions, overall the amount you'll be interacted with us by GND is less than if there are 5 active factions. Criminals do not just provide roleplay opportunities for cops, they tend to be the ones causing injuries which means more activity for medics, they tend to get their cars modded or damaged more which means more activity for mechanics and they go to jail, which means more activity for DOC. When it comes to non-Cops and Robbers, while they are still important, they do not quite generate the same amount of roleplay as cops and robbers. The focus on civilian roleplay should be less of a priority than the cop/robber dynamic. Inevitably, because there is a shallower pool of interested people for joining PD, we perhaps have to take chances on people that may not be the best cop roleplayers, because that is simply what is available to us. The quality is in applicant and really roleplayer in the server in general has dropped off. LEGAL FACTION MANAGEMENT This is a controversial one but out of respect for the individuals involved in LFM, I will choose by words carefully. I do not feel that LFM in it's current form, is necessarily best equipped for moderating the PD faction in a way that leads to the best possible outcomes for those inside and outside the faction. When I look through the roster of Legal Faction Management, I do not, see really anyone senior within that group with significant experience of running/leading a Law Enforcement faction. You perhaps argue that HotPipinLeo has the experience but if you look at SD, it was and still is very much Osborn's show. I really feel this is really quite problematic because ultimately, they will not fully understand the nuances of PD is, the needs of the faction and why things operate as they operate. I wouldn't, for example, expect to go to MD as Assistant Chief there and really understand why things work the way they work there, because I have no experience of MD. I think that Legal Faction Management should consider bring Pazz aka Elena Flores into the fold, when it comes to police related factions, because during their time as Assistant Chief and then Chief of Police, the PD faction maintained it's highest standard consistently for around 3-4 years. They made rational and realistic decisions, but also navigated the OOC politics which is especially important. Despite their affiliation with PD, they wouldn't play favourites between PD/SD, they are extremely well respected within the law enforcement community to the point where if they make a decision, people don't really question it and ultimately, you've got someone with a lot of experience to help you make more informed decisions when it comes to dealing with PD. LFM and PD relations, this year especially, have been particularly strained, I would assume because everyone involved wants to try and prevent what seems like the inevitable from coming to pass. I also think that faction leaders should be encouraged to communicate directly more where possible, rather than relying on a third party and Google Forms to resolve their differences. I'd also like to see LFM address when they get involved and when they don't. I feel that they've become too over-bearing and involved in how a faction runs, while being slow to respond and support when PD needs something from them. PHASE MERGE PD/SD AND REDUCE AMOUNT OF COPS OVERALL We no longer have the server to justify having two full size Police Department factions and haven't had for some time now. When the server was on an upwards trajectory, having two Departments was a necessity but we don't have that server anymore. As much as people are attached to their factions, their buildings, their ranks and whatever else, the only thing that really should matter is that the thing they're involved in, serves Eclipse Roleplay in the best way possible. For cops, I have to imagine that being in SD and trying to maintain activity/morale in a jurisdiction where a lot less happens is quite difficult and I understand their desire to come into the city where possible. For PD, obviously the city is where stuff happens now and naturally they don't want outsiders encroaching and taking their situations away. Ultimately though, there are a lot of positives to come from a merge. One of them is logistically, it's a lot easier to organise one group of people than two, which means we can limit the amount of people involved in situations easier. While PD and SD are still separate, they are both trying to compete over recruiting people and I think inevitably it leads to weakening of both rosters overall. Having one roster of active, well-trained cops is a lot better than having a mix & match of two rosters where the overall quality is mixed. Overall, we currently have 189 characters in the two departments but ideally you'd maybe want to get to 110-120. By managing your intake, looking at removing some of the Reserve Officers and through naturally people moving only, you could achieve that within a few months. If you started tomorrow you could probably be halfway there by the time FiveM comes around. You could do it in phases, to allow people to grow into it and obviously it would pinch at first. Everyone would clock on at Mission Row for example, but SD would have access to their uniforms and vehicles in the first phase, before eventually completing the merge later on. No more competing for juros. No more inconsistent levels of policing. FOCUS ON LOS SANTOS IN FIVEM The smart play when we move to FiveM is essentially to leave Blaine County wild, with SD merging with PD but also, Bayview coming back to Los Santos. Not only are you then concentrating overall normal player activity with a reduced overall population to make it seem more populated than it is, which is really important especially for newer players that they can find people to interact with, you also essentially given criminals an entire county's freedom to do illegal stuff. No point having 100 people on a server if they're dotted all over the map. Better to have 50 people in a smaller space for interaction. But in those times you want to hide/do things in secret, space is better. Right now, in the City and the County, you've got PD and SD to contend with but by concentrating things like the chops and labs up north, as we did in 2019, you aren't putting crims under as much of a microscope. They have room to breathe then. CHANGES I'D MAKE Phase a merge between PD and SD, working towards a reduction to 120 people by Autumn 2026. Focus on positioning players in Los Santos and stop trying to make Paleto happen, with SD (and Bayview) moving to LS. Suspend SAJB and the court system, pending a removal. Approach Pazz about joining LFM, as a Law Enforcement Consultant. Encourage faction leaders to communicate with one another about grievances before going to LFM. LFM to scale back their involvement in PD and also, be quicker to support PD when needed. Stop cops tazing from inside vehicles. Stop criminals using Steroids, until such time as they can be rebalanced. 30 Second Grace Period - Cops don't try to end a pursuit within 30 seconds of it starting (30 seconds as a guide, no one needs to using a fuckin' stopwatch) Reintroduce officer discretion for Good Roleplay/Conduct, where some charges would get reduced if the crim went beyond the norm to show good roleplay/conduct, on a trial basis until FiveM launches. A player's charges that are older than say 6 months to a year should no longer be counted on their record, so for example if they wish to apply for firearms or join gov factions or whatever and they currently have historical charges that prevent it, anything older than 6 or 12 months could be ignored on that character. We're at the point in the server now where I just think, if someone can roleplay being a cop well, remove as many obstacles for that as possible. Revise the 5 hour mandatory activity limit back to 2.5, until Eclipse FiveM launches. Why we thought it was a good idea to force people to play double the minimum when the server is in a bad spot, I'll never know. Re-add the No Crime Zones at Police Stations, to put a stop to the troll behaviour. People putting fish in the PD lobby, peeing on the seats, writing FUCK ISRAEL on the walls. All of which happens. Do we really need to be doing that, what are we getting out of that? Ask the developers to change the self-repair stuff at Bennys/Bayview/LSC if no mechanic is on duty so it charges you the same way as a mechanic would. Ask the developers to allow gov factions to be able to repair their faction vehicles at their own headquarters if mechanic factions aren't gunna be active no more, because the fleet vehicle thing is absolute cheeks as it is. Slow down on hosting the events. Dragging everyone to your property for a dance and a raffle might seem like you're bringing people together but take away the raffle and see if they'd show.
