YES I think scamming can be better defined however be allowed with the tools to police and investigators to be able to fully investigate, return or reverse activities.

I've never had poor experience on boats or major desync issues. I don't think it's any worse than your regular desync. There are some visual anomalies with swimming, but haven't seen issues with boats themselves. What do you witness happens that would stop more boats being a thing?

I completely agree. I don't think anyone should be able to 'pocket' a heavy unless there's a significant downside. Like, you can't run, since you're trying to conceal your leg is an AR. A simple fix, would be to auto strip ammo, just to make it a little more complicated. A more advanced fix would be to show a weapon, if in your pocket and not to show it, if it's in a bag, accessible via "I" when you have bags on you.

If not on flat surface, reduce vehicle health and reliability by 1 point every second if not specifically 'this set of vehicles'? Maybe increase fuel usage when no on a road?

I like the timer idea. AR's can be broken down into two parts that are much easier to conceal with the removal of the magazine and 2 pins, 5 seconds. Hmm.. what about the idea of auto stripping ammo as soon as you inventory the weapon? This way the user would have to draw and 'put together/chamber' rounds to fire. I believe that would take just the right amount of time.

It can be considered Non-RP, depending on the vehicle. Law enforcement does have some expectations that are essentially summed up to... Be better at RP then everyone else. Don't break server rules. Don't be an idiot, respond realistically. Find other alternatives first and if available. Do thinks safely that wouldn't endanger yourself or others. Cars that don't have legitimate space in a trunk, (all cars for that matter), should allow you to store bodies or injured friends in the passenger seat.
