-1. I do like some of the ideas here though... The jail time per crime could be tweaked slightly, but I like the idea of offlining jail time as well. This could get players to use or get alternate characters if they want to continue playing.

+1 I love progress, but I think this was a step back. We're not in the 70's Key in hand by the time I get to the car. Press button or unlock in no more than 2 seconds. I guess if you own a lot of things, you may be fumbling with keys? But still, you'd probably have the right key in your hand before you unlock.

+1 I was really disappointed when the organizational tools given by the F4 menu was taken away. Agreed though, there was a lot of junk and they should be purged regularly. Better time spent to purge what's not allowed or not used then govern over a groups in their entirety.

+1 This should be a tool implemented in the baton (therefore not lootable. Also the idea with implementing in the baton is not to make the baton do all these things, but make it linked to having a baton on your person in addition to less scripting). You can use the baton to break the window, use a 'slim jim' to open the door and use a universal key kit or hotwire kit to start the vehicle.

+1 I agree something simply should be written to display what you have the right to. Like the right to live free and right to own property, with the statement that you could lose these rights at any time based on violations against the state. San Andreas is a 'police state', however that being said does not mean the police run the entire state, it only means Law Enforcement has a larger responsibility when it comes to criminal prosecution of criminals and that there are less allowances for citizens, many don't exist even in canon GTA. -- A lot of people ((Including RL)) don't understand the differences in public and private property as well as what legalities police officers have over the city properties. The only areas that are considered and covered under 'public use' are any properties open for public use and under the responsibility of the government. This being only roads, sidewalks and even they can be closed by government or authorized workers for any reason. See the government as its own entity and it owns the entire state of which it allows its citizens to sublease property within. The government and public property covers any property without ownership or claimed and responsible of a citizen or citizen entity. These other areas besides roads or sidewalks are often protected property, not public use and you can be seen as trespassing if you are entering an area that you really shouldn't be in or have no legitimate or legal reason to occupy. Common procedure is to inform a citizen the property is off limits and they are trespassing. If they refuse to leave, you would give them a verbal, direct warning that if they don't leave they can be charged with the following crimes. Depending on violation extent and ongoing situation, the citizen could lastly be arrested or detained pending investigation. Now, since the government, governs the entire state of San Andreas, law enforcement agencies have been given the authorization to protect all properties within. They have been given the authority to make temporary suspensions to access in the goal to protect the state, it's citizens or its employees in its entirety. Just because an area is publicly accessible, does not give you full right to do whatever you want on the property. Even if you own the property, the government has permitted you to claim, use and protect that property at your own discretion, however the government still governs over you.

For every offense a defense is created. Here are some pointers. Create a math formula for a different frequency every day. (I'm going to regret suggesting this one.) Create code names for every location in the city of interest to your group. Make someone else set your frequency, so you don't even know it. Buy the radio set it, then remove or damage any channel indicators. (I don't believe we have an "official" radio design, so get everything from nobs and screens to buttons.) I do agree though, radios and communications in general can be improved a lot. 900 frequency's should all be secure for government usage only. Public Frequency should be 1-899 and 1000-9999, or more. You should be able to buy a 'scrambler attachment' you can use a code with your radio to secure your frequency.

Hmmm I was going to disagree since you wouldn't be able to resist.. however I see your point. Maybe make it so once /stabilize # is initiated, they can't be picked up until stabilization complete? Other situations, those friends may just have to get after the person who just picked you up without RP. Overall then, I guess it would be -1, mainly because you're injured and wouldn't be able to resist. If you don't believe someone is doing something realistically you could report for NonRP.

Suggesting more dead body ideas. /bagbody - move the body into a bodybag so it can be carried or not visible. Bags would show in the trunk instead. /trashbody - move the body to a large trash bag, of which is marked on the map and could be picked up by garbage job. May need to add the ability for everyone to be able to move garbage bags. When garbage truck is dumped, there is a chance the body would fall out instead of get 'deleted'. /recoverbody - remove a body from a bag. Make the foundry double as an incinerator where you can drop items or bodies to dispose of them. Only allow government workers to enter MD while carrying a 'dead' body. Allow the Hearse to carry a body. (does it? I actually haven't tried.) Allow the grainger the ability to carry up to 5 bodies +1 driver (depending on occupancy?) Since the grainger has various government vehicle variations already in-game in addition to civilian, this would support 'coroner's'. Add the cemetery as a body dropoff (dead bodies only). Add a body dropoff/revival at Sandy. Add more information to dead body examination. "You would find identification of <name>" or "((This body belongs to ###))" Maybe only IDs for /ldo's.

Nothing really since if you're released on parole you could do this. You could create a time to complete or get additional charges and add a GPS anklet restricting them within range of the prison and a call pings the GPS if they leave this area without completing the work.

+1 Extra fines for violating paroles? But I agree, it should probably be an automated system in some form. Maybe require a player to work a civilian job without pay for so many hours?
