It's because your specs simply aren't good enough, I have problems with buildings loading in and I've got 16gb of ram, i5 6600k and a 460x

Well your suggestion is going from one extreme to another, GTA doesn't have enough distinguishable face features to make it easy to recognise people like IRL so I don't think it would work.

You could also flip the coin and ask why are criminals getting into gunfights in the first place? Surely if you actually cared about losing 40k worth of stuff you wouldn't engage in a gunfight where the police could get involved? You could try being more discreet about it.

What an immature response dude, he's giving a genuine response and you're putting it down. Cops are supposed to be much stronger than gangs. Gangs have numbers, cops have government funding.

With the amount of gun crime that does occur in Los Santos it would make sense to have massive restrictions on guns, but people choose which parts they want to be realistic so I doubt it will ever be stricter than it is now.

PD website would be cool. Could be a good place to post press releases or events for PD, say a fundraising event for a local charity.
