+1, it should be available once approved by head admin, backed up with a deep and interesting storyline displayed through writing on the forums. Upon CK, the character would be deleted, freeing up a slot, with the assets (including bitcoin assets) transferred to another character of your choice

This argument is extremely reductionist. Im assuming you're speaking from an outside perspective, so I'll tell you this, being a criminal absolutely does not make you big money by nature. A lot of the times criminals will hunt or fish for their income, and even if they attempt to make money via illegal means, there is significant costs (cooking, arms dealing) or risk (chopping, bank robbing etc). The most interesting criminal RP is typically the type that doesn't pay out at all, and I think I speak for most here when I say that playing crim is more about the fun/rp. Additionally, crims typically lose thousands of dollars as a consequence of their gunfights (more often than not, 50k+) due to the cost of heavy weaponr and armour. 15% is most certainly not a small percentage, If someone has 1mil, then they could lose 150k for comitting a crime, for doing what their character is meant to do. Now that doesn't sound fair at all now does it? "it was more where I saw it" refers to another server, on another game (you mentioned samp right?). You have to realise that this is not samp, nor is this any other GTA RP server you've played on. Criminals already get punished enough, they can recevied upwards of 19 hours in jail, even after providing amazing rp for the officers that catch them. Spending multiple hours of your life in a lifeless virtual jail cell is already enough ooc punishment, and I don't think taking away more money from criminals will improve anything. I tend to agree that it's not good rp for crims to be out in the middle of the street with heavy weaponry, and that gangs should be more elusive in their identity. On the other hand, you have to realise that charges and fines are often excessive. Many officers WILL charge stack you or slap you with the book simply for chatting back at them or getting a little bit cheeky; they HATE it when you do that. This is an idea that would make the server objectively less enjoyable, unless you're an oocly toxic cop that cooms at the idea of putting people in a virtual jail cell for 10 hours of their life. You have to remember that we're all here to have fun, and balance between crim and PD is long overdue

The year and a half wait time makes it an ooc matter, it's honestly absurd. I respect that this is an RP server, I do a lot of RP myself, but it is still a video game at the end of the day, and such lengthy time restrictions can ruin people's experiences.

Remove "You don't have the keys to this vehicle" from PD vehicles

+1, managing to steal a PD vehicle, or even find one unattended is incredibly rare/difficult, so I think it wouldn't harm anyone to let them have the vehicle as a reward; some of the most fun I've had on the server was when I stole cruisers. Additionally, stolen vehicles can offer a lot of RP opportunities for both sides, where PD attempts to track down the vehicle. I also think that PD and SD shouldn't be able to despawn vehicles unless they've taken it back to their respective stations. There's nothing worse than haven a stolen cruiser, only for it to disappear from under you. Also, it makes no RP sense for 'Betty' to come take it away whilst it's stolen: 1). Crims usually remove the gps, so Betty couldnt track it. 2). How would this hypothetical tow truck even manage to get the cruiser if theres a criminal driving it? -
+1, there is currently not many options for people trying to RP as a solo criminal, or even in a small group of friends. Players shouldn't have to be a part of a large faction to enjoy crim

Having a shit ton of colours for EVERY clothing item would require devs to go and create thousands of new textures, which is absolutely not worth the effort for what it produces. It would be interesting however to see more clothing added to Eclipse from Storymode and Online, such as the masks

+1, having people's xp and names on the player list leaves too much room for metagaming and severely limits the options of players that wish to RP being hidden/secretive/undercover

+1, hard enough for streamers to get monetised on such a niche game as GTA RP, the rule you propose would make it much easier for Eclipse streamers.

It's not against the rules to commit crimes here, this is a complete misinterpretation of the robbery rules. Crimes committed in these areas are supposed to be well thought out and rp'd to a high standard, with a good IC motive, robbery rule does not equal ncz.

There's no such thing as a partial NCZ, and it wouldn't really make sense. Would the guards just turn a blind eye to any crime but lockpicking?
