  1. No, I don't think faction leaders should partake in choices they are inherently biased in. Obviously ask for our opinions though, but ultimately I should not be the deciding factor of something that effects the Rooks organization ICly. And I agree, people will always want to join the top factions. I think the solution they are proposing is designed to create more 'top factions' than 2 or 3. Im not sure how the transitional phase will be when others are limited to 40 and everyone above 40 attempts to maintain members for long as possible, but were going to find out it seems lol.

Your main three points explaining the issues with 'The Ruined State of Criminal RP' are New robbery and crime limitations Faction Management Criminal Faction Member Cap I think the new robbery rules made more Meaningful crimes by eliminating many of the petty meaningless crimes. It was at the point where gunshots next to the bank didn't get any attention, because it was nonstop and people were desensitized. Now crimes carry more 'impact' socially when done because they are not happening constantly. Its much more relatable to real life. Personally I confused as to why you would even list the faction management team who spends a ton of time out of their days helping us and the community. Official factions need regulation and proposing that their regulation is an issue... is an issue... The new Criminal Faction Member Cap will hopefully spread out some of the veteran RPers and allow for more official factions than we currently have. It will also give smaller criminal organizations a chance against the will of a 120 man alliance with script support. In MY opinion the two of the largest issues with the state of Criminal RP is: Lack of potential crimes low level criminals can do to interact with police/criminals to initiate shootouts (99% of the people here just miss shooting) Lack of detective RP for high level criminals to interact with. (There isn't much interaction/interrogation most the time its cut/dry.)
  3. If you are choosing not to record it and call the police that is your characters choice. If you cannot get a firearms license to make a citizens arrest that is again a by product of character decision. It is not the other characters fault your character exhausted his reasonable options. Your characters only option is to use his illegal firearm to rob the money back and maybe kill him for revenge. That is not something you would want to do in a public place surrounded by witnesses in real life. This is a text book example of "That guy stole my weed, but i cant call the cops because its weed.. fuck". You got got, move on lol.
  4. I do not understand where people are getting "this rule is meant to protect civilians". I am under the understanding that this rule, like all ECRP rules, is meant to make our RP in the server better reflect what occurs in real life. In real life when guns are pointed and people are put on their knees the civilians all around call the cops. They don't first check to see if the person being robbed is a criminal as well.
  5. Great leadership builds great teams. For the second time you created and stabilized an infrastructure that went on to have large impacts on the server ( AVL / WCA ). That something to be proud of. Thanks to all of WCA for the time and effort put into this faction and thread! Its genuinely going to be sad not seeing matte green around the city.

  7. If you are pulling up to a backup call and see someone on the edge of the shootout shooting towards your allies 'Real life common sense' says to run them over as well. (As demonstrated in the video linked above) I think the argument people WANT to make is that you should not intentionally insert yourself into the middle of a shootout carelessly. But currently the argument being made is that during an active shootout, no one can use a car as a weapon. And that defies logic and should be looked at on a case to case basis.
  8. -1 I think this should be looked at in a case-by-case bases! What real life physics stops someone in a car from hitting you? The only limiting factor is the drivers fear of life, but driving into an active shootout while you are the target of the shots is already against the rules. I would argue that people don't take getting ran over seriously enough. FAR to many times people get rammed at 100+ and they just get up and keep shooting like it didn't matter, because they are not injured scriptly. When a car is coming at you to run you over; get out of the way instead of shooting at the driver while continuing to stand in the middle of the road hoping to 'dodge' last second with a combat roll.
  9. +1 This could also be done in text to make it easier, but physical item would be best /Takelicense [ID] - takes the victims ID /Showlicense [ID] (license #) Show one of the license' you have to the target ID. Others are suggesting that you still wouldn't have your license after death. That would be a massive -1 for me if that's the case. You should receive a new license automatically when arriving at pillbox on re-spawn.
  10. I think changing radio frequencies should remain on the FearRP list, however I am in favor of a 2 second timer and /ame. Telling an injured person that they cannot move and/or cannot think clear enough to prioritize their frequencies is power-gaming in my opinion. If you do not want someone to be able to move at all then finish killing them or put them under fearRP.
  11. +1 To all these I would like to see other script things like territories that force gangs to interact as opposed to the same ammo manufacturer.
  12. Detective Shadow Part 1: To find a shadow you must first cast a light. In recent times Dmitri Leroy and his close associates have been the target of investigations resulting in the tracing of their phones and the presence of detectives on their radio frequencies. Multiple Rook members, after encountering overzealous law enforcement, reported back to high command of the bribes they had received from detectives attempting to gain information into their organization. Dmitri awoke one day from Pillbox hospital with a hazy memory and significant limp to his walk. Upon arrival to one of his vault houses he noticed the front door had been smashed in by something blunt and bright yellow police tape across the front door... His heart sank and he recalled the contents.. It wasn’t until he picked up a radio from one of his other stash houses and got back with his associates did his largest fears get confirmed. “The Detectives hit your house. They were talking to us on the frequency and confirmed it” “The.. the fucking pigs?! How did they....” He was cut off by Brandon Fitz. “I don’t know how, but they confirmed it alright” Dmitri paused to envision some smug ass detective standing over his hard earned blood soaked hardware. He felt empty as he envisioned this image.. and image that burned into his brain and would not soon be forgotten. It was decided at that moment that the detectives of Los Santos would have to answer to their actions and someone would surely be paying the price for this. Somehow they had gotten into one of his secure Vaults and raided its contents. Somehow they had followed him.. This was not the time to delegate. This was not a job that could be done cleanly by just anyone. It would require planning and perfect execution to be in and out without a trace. Not to mention he wanted to be there to witness it, he wanted to Feel and see the detectives pain. Dmitri is typically all business, however on this occasion.. This was play. After laying out his plan Dmitri went through the process of collecting materials and setting up ways to gather Intel on his targets. He needed to get them alone, away from fellow law enforcement, and out of their vehicle. He put his gloves on to eliminate fingerprints, changes his clothes to not be identified and purchased an illegal untraceable scrapyard car from the local junkyard using cash only. He quickly got to work setting up his camera system for better information gathering. He placed two cameras; one viewing the front side and one viewing the backside of mission row. He was sure to be out of sight of any government cameras as to not get caught. It would take multiple weeks of surveillance for the right moment to come requiring him to replace the batteries and check up on his setup almost daily to ensure operation. It took patience and determination to keep up with the daily maintenance of surveillance while waiting for the perfect moment to strike. However he knew it would be worth it in the end. It was a standard day much like any other. Dmitri was watching, following, and tracking the movement of detectives around the clock for a week straight now. He had gathered a sort of pattern for a few of them; detective shadow being one of them. Detective Shadow was once again without a patrol partner as was usual for this time of day and all Dmitri had to do was wait for the right moment to strike. He was probably doing paperwork for the last few hours.. Would today be the day he was caught slipping? If not, Dmitri would just be back at it again tomorrow determined to get the information he's looking for: Do we have a snitch? Dmitri was getting angsty. It was almost Shadows lunch break. Would he skip it again in favor of paperwork or worse, actual police work? ‘Let’s hope not’ he thought. “There he is” Dmitri mouthed under his breath with a hint of excitement in his voice as he put his phone away pulling himself from the video feed of mission row to look up at the real thing. It was time to follow shadow and see if tonight's the night he could finally make the move. Disguised inside the unregistered scrapyard car Dmitri began to follow Shadow looking for his moment to hit and abduct him. “Where was he going?” After a few minutes of tailing him at an unnoticeable distance the detective pulled to a casual stop outside of a nearby general store and went inside undoubtedly to pick up his food for his lunch break. Dmitri repositioned himself closer seeing Detective Shadow drinking water outside of the convenience store fully exposed. ’NOW’S THE TIME’ he thought. Standing there alone with a bottle of water in his hand Detective Shadow was at gunpoint before he could realize what had hit him. Dmitri used a disguised voice the entire encounter as to not give any notice to his identity.. The man was a Detective after all. He was quickly searched of his belonging and parted from his phone before being forced against his will into the trunk of the scrapyard car. Dmitri was not playing games and was not wasting time. He had a fleshy source of information in his hands and planned to squeeze it for what it was worth. “They took too much from me and I aim to take it all back.” - Dmitri Leroy

  17. Introduction Dmitri was raised single handedly by his father in a middle class environment. He was taught to show respect and pay attention from an early age. Over the course of his childhood Dmitri moved between countries 5 times due to his father changing jobs. This allowed him to become fluent in Russian and Japanese. The lack of long term friendships caused by these moves made him cold and unfeeling socially. Despite not succeeding in social environments he did very well academically. At the age of 19 Dmitri parted ways from his Father in Japan to pursue a business and marketing degree at a top school which took 6 years to complete. Throughout the course of college Dmitri became tired of the boring everyday life and needed some action. He debated joining the military to satisfy his need for adrenaline and a purpose however he couldn't justify fighting someone else’s wars. He heard about a city with hundreds of millions in illegal funds and did not hesitate to capitalize off it. He made the flight arrangements and was officially headed to Los Santos. Making a name for himself Originally coming into the town Dmitri wanted to make a living washing funds and managing business accounts for wealthy individuals. He also knew that he wouldn't just stumble upon any illegal organization worth his time. He had to get his hands dirty and make a name for himself first. His first prison sentence was given for a failed store robbery his second day into town. He was officially a criminal in Los Santos without a chance of going back. A few months after entering the city and being solo he was picked up after being recognized and offered a position with the Los Calaveras. They were a hectic bunch, but he found out very quickly in a police chase that the Los Calaveras had his back. They were Loyal to him so he would be Loyal in return over the coming months. WARTIME After Loyalty was earned and a family created things in the city took a turn for the worse. The Irish mob and The clowns declared war on each other leaving Los Calaveras in the middle to pick a side. The Irish being LC's main ally at the time was the obvious choice and it was made with a heavy heart. The Zetas choose the side of the Clowns leaving the city in a chaotic state for quite some time. It was a brutal wartime with no quarters given. All of the streets were flooding with blood and there was no dull moment. You had to watch your back at all times. Some engages were won Most of them were lost They held their ground, but with the relentlessness of Los Zetas the end of Los Calaveras was looming. The deportation of LC’s leader, Gregor Smith, caused the Los Calaveras to officially fall apart leaving Dmitri alone in the streets without someone to watch his back. The next few weeks were dark and lonely, but he held his head up and did what had to be done because he was running solo. Family is made For a very long two months Dmitri Solo cooked LSD lab becoming an expert at making money fast while simultaneously building connections with the larger gangs that rolled through. Eventually Dmitri was comfortable with the bank account he had built up and looked to join one of the three groups that had given him offers over that period. The Rooks had approached him about joining a few times and they showed professionalism each time. Dmitri met a Rook named Mack Tylar, unknown to him at the time, in a peculiar situation and spoke to him about joining. He was quickly recruited by a known face Al Romano. Putting on the new uniform felt like he had a place again. Having created many connections in the city while running solo for a few months it was natural that Dmitri had tight relations with many of new Rooks recruits and soldiers and earned their respect. This allowed him to act as a leader and give direction in situations where it was needed. Dwayne Donovan, the leader of the Rooks at the time, made Dmitri into an enforcer. Over the course of a few weeks he became extremely tight with his new family and had their backs at all times like they did him. After some time of contemplation Dwayne Donovan decided to step down as Leader of the Rooks and transfer that role to Dmitri Leroy. Al Romano and Mia Donovan stepped down alongside him leaving the upper leadership missing and Dmitri left to stabilize the large organization. He very quickly got to work promoting some of the key members, getting rid of problem ones, and recruiting Loyal soldiers. From that point on it was a group effort inside the new Rook leadership and Dmitri could not have done it alone. Currently Dmitri is currently the Rooks Boss. He is running the money laundering operations of LaSpada while simultaneously ensuring Rooks high command is operating effectively. He remains in the background more and more often and is difficult to get into contact with for his own security. He is constantly wearing a mask, gloves, and has his phone off to avoid detection of the LSPD. He is working closely with his most trusted members to expand the Rooks and their operations to a respectable level while remaining off the radar.

    -1 Gangs don't need panic buttons built in. Street knowledge and city experience should reign supreme.

  22. -1 I would suggest a timer shorter than 10 seconds (more like 2), however that would cause to many situations where people start changing it then get put under fearrp during the timer and cant/dont stop it. I think its being implied here that switching a radio frequency is like undoing a bike lock with dials that need turning to a number or something. Not everyone is typing /radiofreq xxxx in these situations, because most bigger gangs PRESET fake frequencies to switch to and ICly hit a single button on their radios. Very Very similar to a panic button for PD. To set them: /Bindradio 1 xxxx /Bindradio 2 xxxx To change between them: Shift+1 Shift+2 If you don't have fearRP on the person why wouldn't they switch frequencies? If you have a gun on them then report it. Why couldn't an injured person change their frequency? Imagine police not being able to hit a Panic alarm while injured. To say they couldn't would be power-gaming and deciding their injuries for them. If someone is falling to their death and has time to think about changing their frequencies good for them. Its not like they can call a loved one for a conversation. The least they can do is save their loved ones from getting compromised. After giving my location protecting my gangs freq is #1 priority when i get caught by the cops, because my gang is the ONLY thing that can get me out of that situation and they need a clean freq to do it. Same thing with Panic Alarms - It should be a cops #1 priority when caught because its the ONLY thing that will get them out. Both ICly are located on the Radio and require the same effort to do.
  23. -1 on plastic surgery. +1 on CK. As far as im aware CK requires some sort of approval, so you could easily make the /clearaliases command an admin thing done at the time of CK to prevent abuse.
