mfw police using expensive vehicles is worse than petty criminals with hundreds of felony charges owning multiple supercars and hakuchou drags. Not to mention the gangs who literally own businesses in high profile places. (AKA, Zeta Store and Wanted Gas station). Don't get me wrong, I'm not necessarily saying we should change this, but I find it ironic you're complaining about the police and bringing up ''realism'' when gangs on this server are rich as fuck, own businesses and have super/sports cars.

IC'ly it is already against the law to wear a mask and can carry a fine of 500 or worse if people are using it while committing another crime. From an OOC prespective, a lot of things done in this server are unrealistic, but then again I think it's an environment cultivated from the current laws in place and people in the city, so it should be handled IC'ly. P.S. Since wearing a mask is technically illegal it would also technically mean that it breaks the NCZ rules if used at the bank. However, I am fairly certain admins don't enforce it as a rule breach.

-1 and +1, I don't like restricting otherwise bad RP decisions (choosing to drive off-road) to server rules. However, if you do choose to drive off-road with a shitty non 4x4 car then you should be having a VERY hard time, which is why a server-side driving script should exist. Do you want to drive your car off-road? You better believe that shit's gonna break quickly, unless you've modified it to do so. (Example: Not having a lowered suspension and off-road tires should have an effect on the script to make the car more viable off-road, of course, these modifications would most likely have no impact on sports car unless you allow sports cars to have lift kits or something)

Not an expert, but we've seen tons of servers on ArmA, , MTA, Gmod use custom branded vehicles. Not sure if they easily got away with it or if they were met with legal issues.

I have a couple of questions as well as a few criticisms. So scamming doesn't break NCZ because it might be ambiguous whether or not the scam was at the bank or somewhere else (Example: when the player decided to bail out of the NCZ). However, does this mean that players who scam others for cars at the bank (where the transfer of the money and vehicle is all done at the bank inside the NCZ) are breaking the No Crime Zone rules as the scam is undoubtedly done inside the NCZ? Why aren't there two separate rules? One covering situations that are ultimately done away from the bank and therefore don't break NCZ and another that covers scamming (in its entirety) inside the NCZ ? Secondly, why hasn't this been added in the official rules? As of right now this directly contradicts the following rule: 8. No Crime Zones (NCZ) A no crime zone is an area where players may not commit any actions considered crimes. Finally, I think one of the biggest issues that have given rise to the scamming of cars, in particular, is the lack of space at High-End. It isn't that players want to avoid tax (although I am sure some do), but rather the lack of space in the market. Why not add more space ? Why not allow players to complete a purchase from another player with the tax anywhere (i.e. there would be /transfer but also /sellvehicle where 5% of the money paid to the seller would go to the government) At the end of the day, it seems that a good amount of the scams happen because of the lack of slots in High-End which in itself is unrealistic. You want to sell your car or property in real life then you should be able to do it anywhere, with the proper documentation and taxes, etc... Having this restriction at high-end leads to people getting scammed. I doubt a lot of people would complain about the act of scamming knowing they got scammed because they were committing fraud, as opposed to getting scammed because a dealership is full and there is no other easy way to sell your vehicle legally. Add a way for people to legally sell their vehicle via a command (to avoid this ''you give me first and then I run away like a mad man'' mentality) and also add a script that allows Law Enforcement Agencies to reclaim vehicles after a contract has been broken (either from a purchase or failure to pay loan) As for the suggestion overall +1, I have no idea why people are making major announcements and changes to the rule book without updating the official document, it makes it very hard to have all the knowledge of the rules if everything isn't in one succinct area. -
How old school do they have to be ? Are slamvans accepted or you looking for 50s style cars ?

+1 Add boats. We already have the super rare jet ski which can't be bought. I see no issue with giving people the ability to own boats. It would also give PD an opportunity to use their boats seeing as they never get used.

Can't really give a +1 or -1 right now. I think something should be done to encourage Civilian RP, but I also recognize that the cost of being a criminal vs being a police officer is very unbalanced. As an officer, I am given all of my equipment, fully loaded (actually more ammo than a normal gun at around 140 rounds for the pistol), vehicles (which I can repair at any point at no cost) and the consequences of me dying or having an RP situation not pan out is essentially nothing (in terms of monetary value or time-wise either). Now, don't get me wrong, I am not pointing this out to say that there is something inherently wrong with how PD works, but just an observation that criminal RP seems to have a ton of consequences and frankly very little to gain from it.

We currently have three law enforcement agencies, DOC, PD, SD. A nation guard wouldn't be a bad idea, but as it stands it is a big -1 from me. The way I saw it implemented in NGG and other SAMP servers was justified seeing as criminals were much more of a threat with huge gangs, copious amounts of heavy weaponry and RP scenarios that impacted entire cities. If we had 500+ players with multiple gangs (with a lot of active members) and were more lenient with access to weaponry then I could see a use for the national guard (Imagine a gang taking over a government building, a bank robbery involving a huge number of people and heavy weapons or a gang war), but as of right now, SD and PD (and their respective SWAT units) are enough to deal with the criminal factions of the city. Maybe this might change in the future.

Something that would fix this, seeing as admin jail is completely OOC is just don't allow the banned player to log in to their account for the time they are banned for. As for the 5 mins warning, I think that's fine. Could see a few issues where people go full retard and Mass DM after finding out they are being jailed, but assuming that isn't an issue then giving a bit of time to return work vehicles and wrap up RP doesn't seem like an issue to me.

+1 For 911 calls, but maybe leave backup and panic alarms for both. As SD is starting out if there are any emergency situations with an officer and they press their panic, they most likely won't have time to contact PD through /dep for backup if they are solo, which happens a lot at the moment.

+1 if this isn't too intensive as others have mentioned. However, if this gets implemented then remove the automatic parking in bank parking lots, etc... and actually have PD and Mechanics tow cars with no parking tickets.

Essentially, is there any way to add elements of this update to the server? P.S. I have no clue how rage works, what version we use, if DLC can be implemented, etc... So apologies if this suggestion is obviously impossible to those who do know about Rage. Edit: How the new casino looks from the outside.

I don't disagree with you in theory, but this isn't pragmatic, very rarely will people do something and then think to themselves ''what I just did is bad I should stop''. Formal complaints are how you deal with these situations, otherwise, everyone in the server should know how to play and RP and there would never be any rule breaks ever, but we know this isn't true and sometimes the way to punish/inform the person breaking the rules is by reporting. Not only that but it serves as a way to create a paper trail about a certain faction. How do I know that you are telling the truth? It's a valid question and although I don't personally think you are lying, from an outside perspective it looks like someone complaining but not reporting, which can lead people to speculate about the validity of the claim. Staff and High Command can't change things why quoting X,Y and Z person with no evidence. However, if they look at 10 reports of officers acting in a way that isn't appropriate then that is something tangible that can be used as proof to change something. Do you disagree?

If you believe the way someone was conducted is wrong you can file boh an IC and OOC IA report on the situation and it will be investigated, nothing will change if people complain but don't bother to report. Additionally, this past weekend was when the LSSD opened and we had quite a few units on, it is expected with the summertime coming as well as it being a weekend, but this amount of units on is definitely not something that is ''normal''.

I've already given my thoughts on the situation, just wanted to add that although reporting everyone might be hard when it comes to people that are in the staff team or an official faction it is worth reporting these issues (preferably with evidence) as they can have a significant change. 10+ random civilians can be hard as OP described and it would take hours to complete all the reports, but even one or two well written and substantiated reports on a PD/DOC/EMS/Staff member and that would go along way to not only leaving a paper trail showing this type of behavior exists but also making sure that some action is taken to make things better. If not OOC reports then an IC report through IA with regards to harassment by Police would also go a long way, I've been in PD for about 2 months now and I've only had good experiences with the people here, including females, which is why reading your statement comes as a surprise. Not to say that this isn't true, but it might be something that isn't noticeable exactly because I am not a female and therefore don't have to deal with it, which is why I encourage you to report it.

-1 I am for solutions to increase RP, but I don't think Law Enforcement is the issue. Prior to LSSD, PD had around 10-13 members on at peak hours and around 6-7 at any given time, PD might have a lot of members, but the number of people online is nowhere close to that number. After the unlimited time in jail update, we've still had plenty of pursuits, drug lab raids, 24/7 robberies and random 911 incidents involving criminals, which is why I find it strange when you say that ''LSPD has nothing to do and there is 10 units responding to every single small call'' The point of LSSD was to add some more active law enforcement to the northern part of Los Santos seeing as LSPD tended to stay towards the city, allowing Farmers to get robbed and not be able to respond in time as well as an abundance of 911 calls about 24/7 robberies up north. Now, I do not personally know whether the plan is to essentially split PD into two factions by keeping the numbers more or less the same or if the plan is to increase the number of law enforcement officers in both factions that is something we will have to wait and see. All in all, I've seen a reduction in crime as intended by the unlimited jail change, forcing criminals to be smarter and not rack up a ton of charges because they have ''already reached the max''. I've also been on duty daily since the update and have still been able to get a consistent stream of 911 calls from knife attacks to 24/7 robberies to multiple individuals with heavy weapons, perhaps this is hard to see if you are not law enforcement ? I've recently put in a suggestion about gang turfs as a way to add some gang RP and activities, I am all for such suggestions, but at the moment I do not think that the jail update and PD are a problem, perhaps I will change my mind given some more time.

I wasn't aware, how did it work ? Was it chaos or was it just scrapped in favor of a new system ? Do you see this being implemented in addition to the current system if done well ?

Dear Eclipse Community, After spending around 3-4 Months on the server I've spent a lot of time as both a civ and now a police officer. Something I always here from civilians and gang members is the lack of things to do. Well hopefully this suggestion can bring some fun change to the server. DISCLAIMER: I am looking to increase RP with this suggestion, it is not perfect and some aspects might not be fully thought out, so take everything written bellow as WIP and feel free to contribute with any constructive criticism Gang & Faction Turf System Outline: A new feature for the server that allows gangs to claim and own territory (not physically, but reputation-wise). The way this would work is Law Enforcement agencies would have their HQs as unclaimable turfs and the same would apply to Gang HQs (The exception to this could be an admin sanctioned massive event where one gang takes over a rival gang's base, etc) In order to maintain a standard of RP and prevent people from spending all day gunning each other down, there would have to be a set period of time to be able to claim a turf. (Example: A gang claims the mount chiliad turf, that turf is now unable to be claimed for a [Insert Reasonable Time period], turfs would take [Insert an adequate amount of time] to claim and during that time both gangs would have to fight for superiority and ownership) [WIP Addition], maybe add perks so gangs have an incentive besides recognition, to balance this out gangs with inferior numbers would be given certain handicaps (Like reduced cap time or x0.10 increased damage) to discourage big gangs and encourage smaller or equal numbered gangs. Commands: /turf command could be used as a toggle to show currently owned turfs on your map, similar to GTA SA's turf system /captureturf to starting capturing territory and /secureturf to defend it from a gang trying to capture it. This is the rough outline, leave suggestions bellow and preferable keep in mind an increase in the quality of RP and not such how much fun this suggestion could bring, as mentioned before my goal isn't to have gangs running around shooting each other over turfs and then not doing anything else on the server.

With the 2 hour max we noticed that criminals were using that information to go all out. Essentially, if they already had a couple of reckless driving charges and other small crimes that hit the limit they would then instigate shootings with PD or other criminals not caring about jail as they know they've already reached the max possible time. The point of no max jail sentence is to encourage players to think smart and not try and rob every living person they see anywhere on the map. Plan carefully in a secluded area and chances are you will make it out.
