Not sure if the things i write will effect anything or provide anything good but it is worth a shot. So, I've played many type of RP servers from FiveM, to SAMP to Rage and such. All are different but something that have always made me realize that FiveM do have more fun scenarios is the fact that cops don't have the same win mentality there even if they have to get new guns for their lockers and tazers and cuffs, They really don't care if they lose a fight against people as hard as we do here on Eclipse even when the server don't have a locker storage system. Houses and let the RP continue and have fun with it This ties into the first thing I said with "winning", on most FiveM servers that are there they allow you to have fun with the whole "oh you where inside a house and did a house robbery, let's listen to them not frisk them and make a roleplay-scenario with them." An example is many times I've went and said I was working on the house fixing stuff up inside the house and woke up the guy on the bed by banging a bit loud on the wall, which Eclipse do have "floating /dos" and let you talk your way out if you're a good talker and tell them that story or something else similar to that. I know scriply the guy instantly stands up and calls 911 "someone is robbing my house". Yes that happens but cops needs to make it fun and let people be able to get away with funny stuff like a story, different clothing and so on. You don't instantly need to cuff, frisk and arrest them basically "winning" the situation it's quite sad how all that happens. (Also when you call if you're house have been robbed they always have to frisk, see keys and so on which is also wrong and boring as it is just unnecessary to do so). Also an example is "oh my grandpa called that someone was robbing it and blabla". There is a lot of fun things Chop cars and aliases and fake ID's Same goes for chop cars for RP and the fact they always gets reported stolen after 3-5 minutes, If they do see you drive one and ofc all chop cars have the same model in the end and looks 99% of the time it adds no fun to the whole "show me your license, let me call the driver" and you get arrested and stuff. Cops never really do anything fun with it and act like that was a miss call from the driver or that they can't prove it is not a "NPC" car. The chop goes a bit with this also, Fake licenses ofc they have us remembered and /aliased which is really poor RP as a fake license should over-write the fact someone automatically got /aliased by showing their real one 2-3 years ago before this was added. Asking for masks to be taken off and all those things makes this system not work at all and makes so unbelievably un-fun as you can't do some different RP with the cops there either. Tazing from cars and instant cuffs with script. And like many people have brought up, Tazing from cars is way too far and too much used. I feel if someone wants to escape on a bike after having a good chase and all they should not get tazed from someone sitting in their car and instantly get cuffed by that PD/SD person. It makes it so much un-fun and I have had some funny moments evading on a BMX from getting tazed by someone who can't accept I have a chance to escape and have fun with a BMX. There is a tackle system for a reason. Also the fact you can't resist the cuffs after you are tazed it is quite bad to see as cops always instantly taze and auto cuff with CTRL+E or what button it was now again making even the criminal leveling tree useless which has the ability to make resisting cuffs easier, I feel that there should not be a taze to cuff thing where you don't get the spacebar and just allow them to do that untill they fuck up makes it more of a challenge for the cops and criminals, and im pretty sure if you do some weed and use steroids that it slows down and makes it easier for the criminal but just is not there if u get tazed and instant cuffed. It is not hard for Paulius/Osvaldon to remove instant cuffs to fix this issue. Guns on their back and AP and free stuff Also the guns that cops use and have, walking around with a shotgun on your back you NEVER see that from a normal police stop in real life, They always have a AR/shotgun in their trunk if not authorized to grab them from either shooting before, and so on. It is like we are playing cops and robbers with cops having all type of guns on their back and such you don't see a cop getting repair at a mechanic shop or standing and talking to X person with that on their back. Also snipers instantly and during situations is really sad to see. There was a scene with Bratva which I was included while being outside of the DOC and shooting from the toll-booth, I saw people with 4-5 snipers and 100+ AP and such. Yes, it is possible to take them down but it is near impossible if there is that many snipers that are hidden up on hills and all that yes it do happen IRL also but in the end we are all here to have fun and not get sniped instantly when we go out and cops running around with a sniper like its Call of Duty is just not how it should be used since it is a HEAVY gun that weights a lot and needs to breath in to shoot and makes you tired down overtime. Also the talk about how there is a limited amount of body armor in cars, there should be only 1 extra that is a 50 AP in my opinion as criminals needs to carry them or have them in trunks which takes weight, cops can just do /factionlocker or what the command is now and get one without effecting their weight and having to carry them. Also when they are free, criminals if they were to want to have 100+100 AP and a gun it would cost them a total of 40k for the AP and guns 25-40k depending on what they bought it for. If a cop really wanted to spend exactly $0 they would even take the free radio which is there for I think 3 hours? might be less but you can clearly make it cost 0 for a PD as a whole which don't contribute to the servers economy at all there should definitely be a consequence for taking out heavies, AP and such. And yes you can say "oh they lose from faction bank." Admins deposit there anyway back if it goes low, there is no RP with that as a whole. An example is we are on a good path to fixing it, cars need fuel and repairs now. But now we need to focus on cops getting free salary while not getting effected with they bring shotguns, APs and just lose their stuff in general there need to be something to care for like criminals have to do. They don't even get a salary every hour on-duty and get salary still when they died. This is the problem with it as a whole which many criminals have issues with. Just something small like 2k per 50 AP, 4k for 75 AP, 6k for 100AP and so on. Make them be a inventory item instead aswell so if a cop decides to have 2-3 APs on him for a scene let them switch from their inventory instead of doing faction locker. This can also add so criminals can get AP that have logos of PD/SD on them, which also in the end could add a repair system with the crafting system that was planned. Guns should be costing here are some prices shotguns 4k, AR 7k and ammo can be around $500 per 100/200 Like with the APC that SD got, I was told by my friend they shot over 700+ bullets into my car which idc about but just that they can open faction locker get a free undamaged gun and ammo is just not it. Could just have to so cops have to buy new guns when they are broken and the health on their guns gets effected and can jam as it gets 100% all the time. And makes a reason to replace them Hostage situations Hostage situations and PD saying "oh that is a criminal let's go in and shoot". and the whole ordeal with that, No one does hostages at banks anymore because if it is found to be a "friend" or a "person they know" or a "gang member". Cops always end up going in and shooting, there is no respect for the fact that there is not that many civilians and you're limited to taking hostages per server rules. There needs to be a thing that FiveM have where you should allowed ANYONE in ANY SCENE to be a hostage, no need to take their license or see their face. PD/SD needs to start accept that there is a limit to 80-100 used to be sometimes 200 players on the server you know everyone by now and if you're PD you know exactly whos a criminal and all that, And one example I can use is the Bratva scene at DOC again. It took bratva a whole 2-3 hours to be able to negotiate and be able to reach the front desk then there was another time where they started over the whole thing again making it unfun and I would assume it to go for another 1-2 hours to just them exiting and PD/SD just blasting down every bratva member without any good RP from their side, stuff happen from both sides but I know for a fact Bratva would of ENJOYED the car chase and such but it all ended up in everyone getting injured and no fun was there at all. TL;DR on the Hostage thing is make so ANYONE can be hostage even if a criminal. Let it RP out instead of shooting instantly and let them evade with it. And make the hostage scenes faster as it is always cops that have to win with it and setting up spikes. Cops always have to win these situations. DOC scene a big example of it and there is videos of the spraying as well and them shooting the guards aswell. PD/SD have to just accept the fact that there is not enough players to just say "go in and shoot there is a criminal in there". And have to just think of them as a normal person in the end, maybe not allow a gang member be a hostage for their own gang but if Bratva takes a Waterfelon that should still be counted as a normal hostage. Helis and AIR-1 usage. AIR-1 and helis, Not sure how it is RP to fly over the lab close to Pillbox/Bussing job around 20-30 feet over the lab with the fast heli and telling people "leave the area or get shot". I have videos of this and can be provided it is so NRP and unrealistic to even fly that close to the road and shooting people from it. AIR-1 should be for scouting and maybe sometimes shooting if there is a roof scenario and some other things. and seeing them fly 50 feet over the high-way at high speed is just not either good for the servers health with cops using this asset all the time. There is also another scenario where a report got denied when someone flew a heli infront of Container lab close to foundary. Which the person was not punished and people shooting from the heli hovering over there. I really would love to see a scenario where this is done in real life and just not punished by admins. I think everyone that was it was dissapointed in how it was handled and how it was "fine". Stores and limit cops responese. Also something that FiveM servers have and we really need to adapt to as it will be a server issues in the end. They always have a limit on how many cops respond on scenes like some examples are In a store robbery max people that can do one is 4 (in ECRP it is not profitable with more either which makes this rule for PD/SD fine) Store 4 criminals to 8/10 cops. Banks 8 Criminals+2(look out/getaway drivers?) for 16 cops Maybe it is not good how I thought here but cops can always ask and see on CCTV (if not cut). "Oh they are only 2-3 criminals, maybe we should not pull up with 12 cops against them. This makes it more fair and fun for both parties as criminals dont have to worry about getting chased by 9 cruisers x2 stacked some. Radios, and department radios and TeamSpeak. e. Why are cops still USING TeamSpeak for joint freqs and TAC-1 J-TAC1 and so on. I really thought we have evolved the stability on radio and in-game voice even now when we are going to FiveM which is way more smoother and every single server have TAC/J-TAC ingame, where people have to bind using shift 1-9 for that. It really needs to be realistic here as we have added Radio Encryption thing I should be able to join TeamSpeak then and listen in, but if I do i get banned and punished for that. Why is that a thing still with TeamSpeak. It is also OOCly talked in there many times (i know since i have been in DOC, MD and other things). We need to move away from OOC system and use the in-game voice as it is stable nowdays. Zero-Day usage and cops removing GPS's and knowing about Zero Day's. I think cops should NOT remove GPS from their car if 2-3 banks are being hit as they would have no KNOWLEDGE of there being Zero day's in the city UNLESS they find one on a suspect of a scene. Sometimes when we even do a single bank and have NOT done one before that they remove their GPS. For example if they hear over radio that they have comped "oh use a zero day". It is 100% fair to remove some GPS, but EVERYONE IN PD DOING IT? When also speaking over "TAC/J-TAC" to remove it and we can not hear it when using both of the zero day's. And if someone gets fucked and gets arrested by PD/SD and they find it on them go ahead again remove some GPSs for scouting and looking around. This also fucks up if another gang is planning to do a bank 30 min later and cops have this mentality to remove the GPS makes no sense. Cops while at banks alone/solo, and getting out-runned by 10 people I remember doing a bank with Bratva when I was with them, We all decided to storm "RedHot". Sorry for name dropping this one here but I have to say which one and what scene it was as it was paused by him, 10-15 Bratva members running out, many without guns and him being there alone. We still had 2 guns no ammo but for a fact it was used to point and he did NOT know that. We decided to tell everyone on the radio to run out at the same time as he was ALONE and cannot taze/shoot us all as we have showed no threat towards him. It all got paused and it was "reset and apperently we were under fear RP by ONE PERSON with a gun. Make no sense whatsoever. And as well as me and Jordan had another extra Zero day to pop, and cops are supposed to be at their original place and not drive. They all drove closer as we saw it and was at bar close to DOC as this was at the freeway flecca bank. I'm not sure how a single cop can hold down 10-15 people that already did the crime and know that they are getting arrested, tazed and worse things. And it "restarting". It was quite un-fun and winning mentality there from that. Bratva in the end just said fuck this in /f and just surrendered against 1 with 8-10 of them getting arrested, The FEAR-RP rule needs to be taken a look at in these situations and not just be a rule-play bullshit thing here. I respect RedHot this is not some attack against him as this have happen with others cops and gangs as well. This is just one memorable situation with Bratva that we still talk about and meme about. Pausing scenes and Moving. Stop pausing scenes. I think we need to stop pausing scenes from the better, as the scene up there could of been handled after and not "reset" a scene based on video and letting cops/people move. I can say myself, in a scene that is paused I have moved a bit to make it better outcome for myself. We are all 99% guilty of breaking this thing. Pausing makes it so much unfun and unnecessary issues which can be handled either IC and/or OOC. Some stuff like let's say the X gang goes and shoots all cops before they arrive and speak fair, pause that and do stuff needed. but in a mid situation like the one right above this one it was not needed and destroyed the mood of the entire robbing party and they just gave up and knew that PD/SD had to win that and with us using Zero day seeing people move closer, The original position before all that was Chumash area/city. I hope something is done, Usually these gets a lot of comments and people write their things and issues. But in the end we don't listen and don't care about it. And it gets swooshed into the wind. The amount of times Eclipse RP have done these things is way too often for what the out-come is from it. I said this before and someone told me about stuff getting lost, either add so they stay on MDC by script or make it so PD/SD write it on forums. This is the wrong place but I rather get it out there as FiveM server do restart every day, some 2 times a day. Rage is not stable to have it on for 2 months. Apartments bug out, things ingame bug out. For what? MDC and bolos to say. Just want light on this also!

Bolo's don't lag the server when it's literally a text. He's not saying it lags the server, however a restart will reset the bolos to blank. If they persisted throughout restarts it would be better. A while ago the bolos was one thing mentioned when daily restarts were asked for in a suggestion.

Recently there have been situations where officers pull over random players with very weak or unclear IC reasons only to ask them to step out and search the vehicle or person. The issue is that, OOCly, everyone knows many criminal players carry illegal weapons or items in their cars. Because of this, some officers use extremely broad suspicions to justify searches even when there is no strong RP evidence this creates unfair gameplay because * Criminal players can lose their entire RP situation from random stops with little roleplay scenario * Officers can always create an after the fact IC reason when questioned by admins. *It encourages on guess that criminal have iilegal stuff on them instead of meaningful investigations. *Players feel targeted simply for driving around. In real life, police do not stop every person and force searches only because they might be suspicious. Especially on a roleplay server with a limited player count, repeated random pull-overs become frustrating and damage the criminal RP experience. Stronger Reasonable Suspicion Requirement Police should need clear and visible IC indicators before forcing a player out of the vehicle or conducting a search. *Matching suspect description from an active situation or same car license plate that evaded or seen in active shootout *Visible weapon/drugs/blood. What is not acceptable for example saying We suspect you from another situation” without any ongoing RP evidence not going to pull over everyone in game because you suspect them or using OOC knowledge of player reputation to justify searches Police should not be allowed to stop players mainly to see if they have illegal items. RP should be based on evidence and interaction, not guessing. Undercover Detective RP & Drug Lab Currently, detectives are able to heavily abuse undercover Roles by dressing exactly like criminals, using normal civilian vehicles, wearing masks, carrying heavy weapons, scouting labs, and waiting for criminal players to expose weapons or activity before instantly calling large police backup units the problem is that this creates unfair gameplay and removes meaningful criminal RP Criminal players often cannot realistically identify whether someone is another criminal,a random civilian,or an undercover officer this means detectives can intentionally bait reactions from criminals without giving players a fair chance to roleplay the situation properly and honestly there is big different High Risk for Criminals and No Risk for Police, jail time, losing weapons ,losing armor, losing money materials, losing cooking progress , losing access to labs, and losing hours of RP progress. Meanwhile, police players usually lose almost nothing if they die or fail the operation. This creates an unbalanced risk reward system because even criminals win a quick fight before more backup comes they can't even loot cops guns as rewards for losing Armors that cost 20k import price without gang tax with 30% chance to win the fight. Most players already know the limited drug lab locations OOCly because the server population and available locations are limited and additionally many police players have criminal alts or previous criminal experience meaning they already know What criminals how to defend themselfs and where to hide or bike setups in evading they send units to bike setups before even bike was setup there, Because of this undercover investigations sometimes feel less like organic RP and more like using OOC awareness inside IC situations. Some undercover detectives intentionally behave like criminals near labs to provoke reactions and create easy arrests or raids Detectives should not be allowed to: *fully imitate active criminals with masks and heavy weapons *intentionally bait armed reactions *camp labs waiting for technical violations. Undercover RP should focus on investigation and evidence gathering, not trap gameplay Detectives should need stronger RP evidence before shutting down labs or conducting raids long term investigations controlled buys,witness statements,active surveillance with documented RP,confirmed criminal activity. If criminal organizations can lose large amounts of progress from raids, police operations should also carry meaningful consequences for failure,This would encourage more serious and tactical RP from both sides instead of disposable raid attempts. POVS: Police Helicopter & Criminal RP Balance At the moment, police helicopters are being used to scout criminal activity from extremely high altitudes where criminal players cannot realistically hear or notice them. Officers then follow players leaving labs or illegal areas for long distances until they eventually reach stash houses or other important locations before conducting raids or arrests.This creates unfair gameplay because criminal players have almost no realistic counterplay against helicopter. Main Issues to criminals helicopters Can Scout Without Risk Police helicopters can stay extremely high in the sky where criminals cannot hear them,cannot see them clearly,and cannot react to them.This gives police nearly perfect tracking ability with very little risk of losing the suspect vehicle,Meanwhile, criminals on this server do not have access to helicopters themselves, making the situation heavily one sided, Instead of stopping suspects earlier using ground units, helicopters often silently follow players from labs directly to stash houses or important criminal locations, If police suspect a vehicle leaving a lab, they should coordinate with cruiser units to make a stop earlier rather than silently tracking the player until larger raids become possible,Drug labs already have limited locations that many players know OOCly When helicopters are allowed to scout these areas from extreme altitude, it becomes too easy for police to monitor criminal activity with almost no effort or risk this hurts criminal RP. Helicopter should not be using for driveby from heli because its not fair for other players that cannot react to it and 100% losing fight This feedback is not against helicopter RP itself. Helicopters are important for: pursuits,major police operations,search missions,and active situations. Police Teamspeak Usage & Radio Fairness regarding the current communication balance between police factions and criminal factions during RP situations On the server, most players communicate ICly using in-game radios,phone calls,or proximity communication. Criminal groups especially rely on radio frequencies for coordination. These frequencies can sometimes be discovered by police through RP, informants, or confiscated radios, which is completely fine and can create good RP, However, the issue comes from police officers being able to simultaneously use in game radio frequencies AND external Teamspeak communication at the same time during active situations. This creates an unfair advantage compared to criminal players. Main Issues When police discover a gang frequency, officers can listen to criminal communications in game while still communicating instantly through Teamspeak.Meanwhile, criminal players must manually change radio frequencies relay information through nearby players or temporarily stop listening to one frequency to speak in another. Criminal players are generally not allowed to use Discord external voice apps,or OOC communication during IC situations because it counts as metagaming.But police effectively gain similar advantages through Teamspeak communication while treating it as IC coordination This feels inconsistent from a rule fairness perspective. when police got criminal freq they should leave teamspeak or mute atleast to play fair way not listen to his teammates in teamspeak and listen in sametime to gang freq. Taser Usage & RP Fairness regarding police officers using tasers from moving vehicles during active situations.Currently, some officers use drive by tasers from police vehicles to instantly stop fleeing suspects. This often gives criminal players almost no chance to react, continue RP, or create meaningful evasion situations,While tasers are an important police tool, using them directly from vehicles creates unfair and low-quality RP interactions. No Realistic Chance to React When officers taze someone directly from a moving vehicle the suspect usually cannot react cannot continue evasion and cannot create further RP This removes tension and interaction from pursuits Drive by tasers often feel less like roleplay and more like using mechanics only to secure quick wins Instead of coordinatedchases,vehicle blocks,spike strips,foot pursuits,negotiation, Police Already Have Major Advantages helicopters multiple cruiser units,spike strips,radio coordination,air support,and backup units.The issue is specifically the use of drive-by tasers from vehicles, which often removes meaningful interaction and creates one sided situations. officers want to deploy a taser they should exit the vehicle first establish proper line of sight and engage on foot. Undercover Identification and Combat Balance and using modification on weapons Another concern is the increasing use of heavily disguised undercover police characters who visually and behaviorally resemble criminal players to the point where it becomes almost impossible to distinguish whether someone is law enforcement or an actual criminal. Recently, some undercover officers have also started using weapon modifications commonly associated with criminal factions, including suppressors on rifles and sniper weapons. Combined with criminal style clothing, unmarked behavior, and hidden positioning, this creates situations where players cannot realistically identify who they are interacting with until the scene has already escalated into a fight, The issue is not undercover roleplay itself, but the level of advantage and imbalance it creates during combat-focused situations. Currently, the punishment and risk levels between both sides are heavily uneven. Criminal factions face permanent losses and jail time after failed situations, while law enforcement lose nothing and this need to stop to be honest because its unfair. NOTE: This feedback is not against police RP. Good police RP is important for the server. The goal is simply to prevent low quality searches and create more balanced enjoyable RP for both criminals and officers. 1 5

Ahh, whoever said that from a PD/SD side is an idiot then . If a bolo is older than 1 hour it does fuck all, and if it's less than a hour ago, it can be reapplied. At the end of the day, I think both cops and crims want the same thing: more roleplay. I try to create as much RP as I can myself, whether that's using bobby pins, hiding my phone, or throwing away my ID before committing criminal acts. Because of that, there are a few mechanics that I think work against RP rather than encouraging it. Identification after arrest One thing I don't agree with is officers being able to instantly identify someone the moment they're cuffed. If I've gone through the effort of roleplaying hiding my phone and throwing away my ID before committing a crime, that RP should matter. Instead, an officer can simply identify me without any RP or in-character explanation, effectively making everything I did pointless. If an officer genuinely cannot find my ID, that should create more RP instead of less. They could transport the suspect to the station, process fingerprints, and identify them through police records. At that point they could also check for BOLOs or outstanding warrants. That entire process creates additional interactions for both police and criminals instead of instantly skipping to the end. Tasing from a moving vehicle Personally, I don't think officers should be able to fire a taser from a moving vehicle. This ends so many situations before they have a chance to develop. Foot pursuits are some of the most enjoyable RP for both sides, but all too often an officer in the car seat simply fires a taser and the entire situation is over within seconds. I've even had officers message me afterwards saying they were disappointed because another officer ended the RP before it could develop. To be clear, I'm not saying every officer does this, but it happens often enough that it affects the quality of RP. Fear RP and heavy firearms Another point is Fear RP when heavy weapons are involved. If a criminal points a heavy rifle at an officer, there should be genuine fear for both sides. Too often it feels like some officers already know they'll survive because they have body armour, backup is arriving, or they simply expect to win the situation. That mindset removes hostage negotiations and many other RP opportunities. I recently received a report after shooting three officers. During that report, Daxu mentioned there were other ways to resolve the situation. With all due respect, from a criminal perspective there often aren't. Many criminals have experienced situations where officers refuse to negotiate or surrender under any circumstances because they're determined to "win." If officers know they will win, even when heavily outgunned, then negotiations lose their purpose and criminals are pushed towards using force instead. I'm not saying every officer behaves this way, There are some of officers who create fantastic RP and are enjoyable to interact with. However, the current mechanics and the mindset of some players often reward "winning" over creating an engaging story for everyone involved. At the end of the day, I don't think either side wants constant shootouts. Both cops and crims benefit from longer interactions, investigations, negotiations, pursuits, and meaningful consequences. Waiting for backup during traffic stops One last point I'd like to bring up is something I've experienced multiple times. If a criminal gets pulled over in an off-road vehicle by a police supercar, there shouldn't be a five to ten minute wait while officers call for backup or switch their vehicles just so they have the perfect setup for the stop. From a criminal's perspective, it's incredibly frustrating to sit there waiting for several minutes while the situation is put on hold. RP shouldn't have to stop simply because the responding units didn't bring the right vehicles. Personally, I think if suitable backup can't arrive within roughly Four minutes, the officers on scene should continue with the traffic stop using the resources they have available. Sometimes that means accepting that the suspect may escape, and that's okay. Not every situation needs to end in an arrest. It also comes down to how police resources are managed. If the city has off-road capable units or motorcycle officers available, those units should already be on patrol rather than only switching into them once a pursuit or traffic stop requires it. From my experience, I rarely see bike officers or off-road capable units patrolling unless they're specifically changing into those vehicles because the current situation calls for it. At the end of the day, I understand officers want to give themselves the best chance of succeeding, just like criminals do. However, making one side wait five to ten minutes so the other side can prepare isn't enjoyable RP. The story should continue naturally with the officers who are already present, even if that means the outcome isn't always in the police's favour.

Communication and transparency is key here 3) Gunships shouldn't be a thing 4) Heli should not be used to patrol, and they should also not be driving it out of range to the point where a player cannot hear or see it - that's unfair and there's no way to combat that. There should be no excuses with this one either, if you do it once take away their heli licence. 5) Stopping people for the sake of "investigation purposes" or "we dont need to tell you why its a lawful order" - all this is doing is causing frustration. Have a reason, or don't stop them. 6) The dreaded pager - you're either online or your offline. Bringing people into the game to have more of a chance of getting a W isn't fair, either let the other side do it too or don't do it at all. 7) Gang HQ's - Cops shouldn't come here looking for trouble, just as much as a crim wouldnt enter PD/SD looking to start beef. 8 ) - /FL ... As much as it is said that people do not do this mid gun-fight they do. Take it away and as Harley said plan for your load out before you leave. 9) If a crim dies on their crim char they should not be able to then log on to their cop alt and take part in that activity. Get's messy and creates frustration. 10) Prison hours need reducing, 3+ hours AFK in DOC is not fun for anyone and when we move to FiveM you will see that this isn't something their playerbase will be used to / will put up with. Takes people away from the gen pop of the server, makes them go AFK and play other games, there's no positives to keeping someone in DOC for that length of time with the current playerbase. 11) Having detectives enter active labs in tshirt masks and speaking in text chat to the players inside asking what they are doing or "can i just roll a blunt" and then using this as their excuse to raid. Not even sure why they are allowed to do this but again, personally i don't feel that this should be allowed. 4 6

I have 3 things to say in this discussion which I hope is read at least for insight into some issues. 1) MENTALITY: Issues with cops vs criminals has been an ongoing for many years now with some adjustments but not any real long lasting fixes. No one wants to lose its just natural how the world works. With the agreement to play GTA comes a give and take especially when someone decides to be a cop in any form, in my opinion the server needs to realize that criminals should be "losing" 60% of the time while the ratio isn't preferred by most criminals it is necessary for balance of the server which i think most will accept. Its the manner in which the criminals are "losing" and the cops are "winning" that i believe people have issues with. The instant 0-100 tactics by some PD/SD is just embarrassing to see so many tools at their hands but they would rather shoot it out and move onto the next fight. In my opinion, nothing will change unless the mentality or removal of some officers in LSPD/SD. Not going to call them out cause that would not be helpful in this form. Situations that call for a few units with a 2 stack vehicle DO NOT need to be met with SD/PD with helicopter with armed officers ready to shoot overhead just for a original "traffic stop" Lately the Heli has been used to be SUPER HIGH in the air to the point where no one can hear it or see it, not evening knowing its there. In what world would this realistically happen? Maybe through Military operations? Not the city PD/SD. 2) SITUATIONAL ISSUES: I want to say in no shape or form am i picking on anyone's specific decision this is just examples of what I have witnessed and dealt with. - Simple traffic stop was ordered on my by PD while they were chasing a vehicle and slowed down so they didn't hit me. Instead of continuing the chase after i had passed the officer decided to pull me over for a suspected weapon seen on my back. I would understand if I happened to be on a bike however i was not. Even though he apparently seen my barrel of the gun he initiated a traffic stop on me instead which is fine. HOWEVER the issue comes when I attempt to evade especially late a night lots of cops have been getting shot and wiped which is another thing that needs looked into on both sides. I haven't initiated a shootout straight at a traffic stop in all my time on the server (since 2019). While flipping around and attempting to evade, the officer decided to instantly take my tires giving me no chance to drive anywhere and initiate a gunfight with 3-4 officers around him while I knowingly had 7-10 people waiting to rescue me if I happened to get caught. In what world is the practical and RP positive? - Another situation which happened very recently was a raid on one of my criminal factions warehouse. Evidence was collected as we were gathering items from our supplier, PD/SD moved into the area which is understandable. I am not complaining about the actions they took pulling in an attempting to have law and order. However when OVER 75% of your faction was dead after 10 minutes of a fight by 13-15 criminals still alive, why would you turn around as a group of 2-3 and attempt to round them all up? This is simply not their goal, they wanted a gun fight or didn't want to let the "WIN" go which ever it was. Instead decided to grab an insurgent which is pretty much impossible to shoot the officer out of just to follow us around while actively getting shot at my multiple rounds, when this failed a GUN SHIP was ordered to come in against the 13-15 criminals by 3 officers. After the situation seemed to clear out we came back to the area, only to find the SAME officers who we killed and KNOW we killed were actively patrolling the area around it. When before they had never been patrolling such routes only trying to gain another "RP scenario" that they know would turn into a active gun fight yet again. 3) SOLUTIIONS: 1) Remove the gunship from being deployed unless its the NATIONAL GUARD. 2) Require all PD/SD to be in law enforcement clothing, no more "I have a PD/SD vest on" while dressing like a criminal. 3) Remove "meta based" vehicles from PD/SD the use of undercover Elegy RH7, Kamacho, Terminus meta vehicles should not be utilized like they are now, Only divisions that should be using these are the SWAT/SED parts of PD/SD. Everyone is driving these around constantly. What happened to the Scout, unmarked crown vic? 4) Set a limit on number of faction members allowed to respond to the pager. If criminals cannot pager or have some sort of "group text" then neither should PD/SD. (in my opinion the Pager is just being abused constantly for gunfights just to get the good shooters from PD/SD to log on) 5) Listen to criminal factions: If MULTIPLE factions have complained and given proof of certain officers/deputies overstepping their role and ruining their RP experience in the server. Chances are high that the community feels the same, why are they still allowed to continue their tactics and attitude on the server to represent the factions top officers? In closing I just want to say LOTS of PD/SD are good people and they just want to have fun and have a good time. Its when i turns into a PVP arena with the shit talk and OOC banter in /B that it must and has to change. IF they want to act like criminals so bad there is plenty of lanes to go down to become one instead of using the "free kits" PD/SD provide to them just so they can act/do criminal like shootouts and verbally insult people on the server. 4

The reason being that cops aren't the problem and creating this thread or even like a thread where people can complain about criminals, isn't the answer. It's not to say there aren't some valid or fair complaints in here, it's that PD isn't the problem, it's the setup. You're not fine with tasers being shot from cars but you're fine with steroids being abused. You're not fine with too many cops on a situation but you're fine with crims hunting down cops in low pop time-zones. You're not fine with cops using meta cars but you're fine with crims using meta cars. Tasers were considered too OP as they are in GTA Online, so we changed the way they worked. That suggestion came from me, a cop. K9 was considered too OP because there was no way to get away from it, so we made it a dice based system. The gunship was indestructible from gunfire above 400ft so we made a rule we'd have to operate it from 400ft when we fire from it. If you actually care to look at the facts, there is a clear pattern of PD wanting to play fair and a lot of it isn't coming from LFM or the staff team, it's coming from us. We bend over backwards a lot and when we want/need support, we get ignored or shafted. On some real shit, the stuff we add to the server, it does feel sometimes like we just make half this shit up as we go and there is a lack of understanding or thought about how adding something for one section might effect another, either in the short term or the long term. We're just doing shit to do it. If something creates a good experience for PD but creates a shit experience for crims, it's a shit addition. Same thing applies if it's good for crim but a shit experience for PD. Both crim and cop being a more exciting and dynamic to play is the way back for the server. Respectfully, you aren't supposed to roleplay as a criminal character to wipe PD. Yes there will be deaths from situations or the occasional large scale gunfight if there's an operation and believe me, from PD's side at least, we're fine with not winning. Some of you may not be able to comprehend that because we're W mentality drones in your eyes, but that's the truth of it. Maybe it's me but criminals shouldn't have the desire of hunting cops, attempting to wipe them all or bait them in the early hours of the morning because they know there aren't many around, for a small dopamine hit. Isn't the whole point of being in a gang to try and build it up and become the strongest one around, meaning you fight other gangs to establish dominance? LEO's need criminals on the server and as Bala mentioned above, as a member of PD Command, we do restrict a lot of things from PD and take action when we see dumb stuff happen. It's not us vs the server and believe me, if you've even given PD a chance, you would know that. There have been well known gang leaders / co-leaders that have joined and thoroughly enjoyed the experience as an LEO and changed the perspective on their criminal alt. Criminals need to do better and accept responsibility. How do we fix things? This won't happen but I feel it's an idea worth mentioning - A fix that would improve the criminal side is to allow them more freedom outside of the city. With the active player count diminishing day by day, I feel we can no longer justify having two LEO departments, plus GSB on top of that. If there was some sort of compromise where PD and SD merged (this won't happen, just an idea), we could allow more gang fights and lab activity up north where the gangs operate without cops patrolling those areas. Furthermore, it would increase the amount of activity in the city by bringing down all LEO and legal factions down south. Even with a lower amount of players online, it would feel more populated as the RP hotspots are all in one condensed area. This isn't to say that Cops couldn't patrol the highways still or venture up to Paleto, but the juro is open a lot at the moment anyway with a lot of units up North coming down to find activity. Finally, if you're upset with the taser or the use of batons, look inwards because some of you people responding to this thread have been tased more than 5 times in a single foot pursuit and never RP'd the effects. Tasers should NOT be deployed from vehicles and that is in our internal policies so if you see it, please bring it up to someone in PD Command so it can be dealt with. We want things to be fair so speaking on behalf of Command+ in PD, we will get something done about it but we can't if you don't bring it up to us and instead rage on the forums. If you don't want these cars deployed, stop evading in your HSW credit cars that go 240 everywhere. These cars are heavily monitored and locked behind certain rank progression already. High speed requires a cert which less than a quarter of PD have. If you can't drive against these cars, then don't evade. They are not meta. 4) There is already a limit to the pager; it's limited to SWAT and DB. If you don't know what you're talking about, then don't say anything. 2

While I'm sure that the intentions behind the creation of the thread are positive, I see it as ultimately another one of these situations where people give feedback and it doesn't really get handled with to their satisfaction so they feel like they've wasted their time in doing so, which is probably worse than just not asking. It's also unfortunately a platform for some individuals to give PD a beating. I recognise that while some of the opinions on this thread might not be factually accurate, these are how law enforcement is viewed in the eyes of people sharing, right? It's not really for me to debate the validity of how individual's feel about PD. I can't be arsed typing PD/SD or Law Enforcement every time so I'll just say PD every time, but i'm talking about both. LACK OF DIRECTION It's a big statement but I don't believe PD to be anywhere near the biggest problem on the server. The main underlying reason for the server being in the state that it is in, is the lack of a single cohesive direction in the community and this has been the case ever since COVID. If you ask ten different ECRP players to explain what sort of a server ECRP is or what it should be, you'll get ten different answers. That lack of direction is clear as day in how PD operates, how criminals operate, how the script is developed, how the rules are made, what factions we have, what custom content we make and anywhere else that you can. We're actually all over the place. When I came here 7+ years ago, I could tell you exactly what type of server we are because it was obvious in everything we did. ECRP thrived because it was focused around cops and robbers, it was easy to get involved in and you didn't have to think too hard about it. If you want examples; We introduced a fleet management system for GOV factions. The intent, I assume, was to make GOV factions accountable for their use. Except, the treasury pays for the repairs and there are so many vehicle options that if you fuck one car you can grab another. If the intention was to give the mechanics more things to do, we didn't improve the roleplay experience of the mechanics but we added to their workload. Subsequently, all three mechanic factions have activity issues. Fleet Management does not work as intended, it's just an annoying inconvenience for everyone involved. We have a court system on a server that has limited knowledge or interest in law roleplay, except when it comes to them getting out of charges and not facing the consequences. Court RP overly complicated the role of being in PD for little to no actual benefit. The fun aspect, is the in-game bits. Not being alt-tabbed on the forums doing fictional paperwork. Prison times are essentially rendered useless by VIP anyway. I see people complaining on here about things like tasers from vehicles but then we have crims running around on steroids which are broken and over-powered. If you are to address one facet of balance, you have to address the other. If we consider how tasers used to operate and how they work now, I don't think it's necessarily as bad a trade off. We're moving to FiveM in August and we'll be on a platform with a lot of new potential people but if we can't give them the experience that we had when we joined where we understood what sort of server Eclipse was in the first few minutes/hours/days of being here, they won't want to stay. POPULATION IMBALANCE AND ITS EFFECTS Cops and Robbers is used as a dirty term in this community but in most GTA Roleplay Communities, aside from those try-hard Twitch content servers where everyone is the main character in their own little story, Cops and Robbers is the framework on which most roleplay servers are built. That isn't to say that there isn't room for alternative forms of roleplay and different things but Cops and Robbers is the bread and butter of any successful server. That mentality got us to the dance in the first place. We have a population imbalance in Eclipse. We do not have enough criminals, committing crimes and generating that kind of RP for the amount of PD that we have. We also have too many civilian role-players which when we have a limited player base, makes the pool for both cops and criminals shallower. Why is this bad? If you are a cop and you log into the server and there is nothing happening for 20-30 minutes, there are only so many circuits of the city you can do before you log back out. Cops NEED criminals doing illegal shit for them to have something to do, which is why despite never really being a criminal, I understand the importance of crim. In some timezones, there are too many cops. In some timezones, there are not enough. But why you might see say 10 cops in a chase or 4 cop cars in a traffic stop is because that might be the only thing happening for 20 minutes. Cops are the true antagonists for criminals, so it's important there is enough of them to present a real challenge but not so many that the odds are insurmountable. If you are a criminal and you log into the server during a time-zone where there are a lot of cops online but there isn't enough happening, you will become a focal point for cops looking for something to do. Crims like to paint people like Jason Steel, Cyrus Carver and Samuel Martin in a negative light with regards to how they play the game but actually, I feel the reality is that these guys simply are proactive in how they play and they are simply playing offence. They actively look to make a situations happen where as others within PD may simply wait for a call to come in or be told what to do. But I put it to you that the reason you feel like you are being harassed is because there is less criminals overall for cops to engage with, so the ones that are active end up being the ones getting engaged with. It's a perpetual circle of fuck where the more someone is negatively interacted with, the less they want to play and then because they play less, the ones that do play get interacted with more. If there are 10 active factions, overall the amount you'll be interacted with us by GND is less than if there are 5 active factions. Criminals do not just provide roleplay opportunities for cops, they tend to be the ones causing injuries which means more activity for medics, they tend to get their cars modded or damaged more which means more activity for mechanics and they go to jail, which means more activity for DOC. When it comes to non-Cops and Robbers, while they are still important, they do not quite generate the same amount of roleplay as cops and robbers. The focus on civilian roleplay should be less of a priority than the cop/robber dynamic. Inevitably, because there is a shallower pool of interested people for joining PD, we perhaps have to take chances on people that may not be the best cop roleplayers, because that is simply what is available to us. The quality is in applicant and really roleplayer in the server in general has dropped off. LEGAL FACTION MANAGEMENT This is a controversial one but out of respect for the individuals involved in LFM, I will choose by words carefully. I do not feel that LFM in it's current form, is necessarily best equipped for moderating the PD faction in a way that leads to the best possible outcomes for those inside and outside the faction. When I look through the roster of Legal Faction Management, I do not, see really anyone senior within that group with significant experience of running/leading a Law Enforcement faction. You perhaps argue that HotPipinLeo has the experience but if you look at SD, it was and still is very much Osborn's show. I really feel this is really quite problematic because ultimately, they will not fully understand the nuances of PD is, the needs of the faction and why things operate as they operate. I wouldn't, for example, expect to go to MD as Assistant Chief there and really understand why things work the way they work there, because I have no experience of MD. I think that Legal Faction Management should consider bring Pazz aka Elena Flores into the fold, when it comes to police related factions, because during their time as Assistant Chief and then Chief of Police, the PD faction maintained it's highest standard consistently for around 3-4 years. They made rational and realistic decisions, but also navigated the OOC politics which is especially important. Despite their affiliation with PD, they wouldn't play favourites between PD/SD, they are extremely well respected within the law enforcement community to the point where if they make a decision, people don't really question it and ultimately, you've got someone with a lot of experience to help you make more informed decisions when it comes to dealing with PD. LFM and PD relations, this year especially, have been particularly strained, I would assume because everyone involved wants to try and prevent what seems like the inevitable from coming to pass. I also think that faction leaders should be encouraged to communicate directly more where possible, rather than relying on a third party and Google Forms to resolve their differences. I'd also like to see LFM address when they get involved and when they don't. I feel that they've become too over-bearing and involved in how a faction runs, while being slow to respond and support when PD needs something from them. PHASE MERGE PD/SD AND REDUCE AMOUNT OF COPS OVERALL We no longer have the server to justify having two full size Police Department factions and haven't had for some time now. When the server was on an upwards trajectory, having two Departments was a necessity but we don't have that server anymore. As much as people are attached to their factions, their buildings, their ranks and whatever else, the only thing that really should matter is that the thing they're involved in, serves Eclipse Roleplay in the best way possible. For cops, I have to imagine that being in SD and trying to maintain activity/morale in a jurisdiction where a lot less happens is quite difficult and I understand their desire to come into the city where possible. For PD, obviously the city is where stuff happens now and naturally they don't want outsiders encroaching and taking their situations away. Ultimately though, there are a lot of positives to come from a merge. One of them is logistically, it's a lot easier to organise one group of people than two, which means we can limit the amount of people involved in situations easier. While PD and SD are still separate, they are both trying to compete over recruiting people and I think inevitably it leads to weakening of both rosters overall. Having one roster of active, well-trained cops is a lot better than having a mix & match of two rosters where the overall quality is mixed. Overall, we currently have 189 characters in the two departments but ideally you'd maybe want to get to 110-120. By managing your intake, looking at removing some of the Reserve Officers and through naturally people moving only, you could achieve that within a few months. If you started tomorrow you could probably be halfway there by the time FiveM comes around. You could do it in phases, to allow people to grow into it and obviously it would pinch at first. Everyone would clock on at Mission Row for example, but SD would have access to their uniforms and vehicles in the first phase, before eventually completing the merge later on. No more competing for juros. No more inconsistent levels of policing. FOCUS ON LOS SANTOS IN FIVEM The smart play when we move to FiveM is essentially to leave Blaine County wild, with SD merging with PD but also, Bayview coming back to Los Santos. Not only are you then concentrating overall normal player activity with a reduced overall population to make it seem more populated than it is, which is really important especially for newer players that they can find people to interact with, you also essentially given criminals an entire county's freedom to do illegal stuff. No point having 100 people on a server if they're dotted all over the map. Better to have 50 people in a smaller space for interaction. But in those times you want to hide/do things in secret, space is better. Right now, in the City and the County, you've got PD and SD to contend with but by concentrating things like the chops and labs up north, as we did in 2019, you aren't putting crims under as much of a microscope. They have room to breathe then. CHANGES I'D MAKE Phase a merge between PD and SD, working towards a reduction to 120 people by Autumn 2026. Focus on positioning players in Los Santos and stop trying to make Paleto happen, with SD (and Bayview) moving to LS. Suspend SAJB and the court system, pending a removal. Approach Pazz about joining LFM, as a Law Enforcement Consultant. Encourage faction leaders to communicate with one another about grievances before going to LFM. LFM to scale back their involvement in PD and also, be quicker to support PD when needed. Stop cops tazing from inside vehicles. Stop criminals using Steroids, until such time as they can be rebalanced. 30 Second Grace Period - Cops don't try to end a pursuit within 30 seconds of it starting (30 seconds as a guide, no one needs to using a fuckin' stopwatch) Reintroduce officer discretion for Good Roleplay/Conduct, where some charges would get reduced if the crim went beyond the norm to show good roleplay/conduct, on a trial basis until FiveM launches. A player's charges that are older than say 6 months to a year should no longer be counted on their record, so for example if they wish to apply for firearms or join gov factions or whatever and they currently have historical charges that prevent it, anything older than 6 or 12 months could be ignored on that character. We're at the point in the server now where I just think, if someone can roleplay being a cop well, remove as many obstacles for that as possible. Revise the 5 hour mandatory activity limit back to 2.5, until Eclipse FiveM launches. Why we thought it was a good idea to force people to play double the minimum when the server is in a bad spot, I'll never know. Re-add the No Crime Zones at Police Stations, to put a stop to the troll behaviour. People putting fish in the PD lobby, peeing on the seats, writing FUCK ISRAEL on the walls. All of which happens. Do we really need to be doing that, what are we getting out of that? Ask the developers to change the self-repair stuff at Bennys/Bayview/LSC if no mechanic is on duty so it charges you the same way as a mechanic would. Ask the developers to allow gov factions to be able to repair their faction vehicles at their own headquarters if mechanic factions aren't gunna be active no more, because the fleet vehicle thing is absolute cheeks as it is. Slow down on hosting the events. Dragging everyone to your property for a dance and a raffle might seem like you're bringing people together but take away the raffle and see if they'd show. It kills the activity in the server when it gets done. Was working on my own lengthy reply but I'm glad I decided to read the last page before finishing mine. My thought were mostly the same, couldn't have said it better than you. The only difference being on the example you gave about tazing out of cars being justified because some crims use drugs to run faster. While I agree with this at it's core to match a counterpart, just like getting vehicle/weapon/whatever X to match X, except for that these "tools" also get used on people that are not using their criminal counterpart, which is where it becomes frustrating and it feels like you just get dcked down around the clock by PD with no possibility of getting out of it. And often this is layered too, it's not one thing or another being utilized obviously. The above has been growing over the years, as more crim things and their PD counterparts were added, every cop has (almost) every counterpart, but obviously not every criminal has every initial said thing. This feeds into two things: 1) Your point of: "It's a perpetual circle of fuck where the more someone is negatively interacted with, the less they want to play and then because they play less, the ones that do play get interacted with more.", I feel like I've been an example of this as it's just not as fun to play crim anymore. 2) The widening of the clove between PD and crim as a community standpoint. Aside from the weekly nerf pd posts, I see so many replies about these issues coming from having no things to do, while in 2018 this server was so fucking barebones, though we would peek in weekends around 100-140 players and the gameplay felt so much more exciting, fun and engaging (IC and OOC) with only 3 real server provided criminal things to do. Lastly I want to empathize on focusing on Los Santos, lets try and make one place feel alive, instead of trying, while not being able to make two places feel properly alive 2

I really appreciate the time everyone who has contributed positively has taken to respond to this. I just want to make things clear, the wording in my original topic was poorly written and this isn't me saying there are specific issues with JUST the LSPD faction, there are a number of items which have been validly brought up. We will discuss internally and go through any changes. I will also be posting another thread related to criminals and some other small points soon. I just want to re-iterate, we have already had a Faction Feedback Form which has existed since January. This is intended for constructive feedback regarding experiences with factions. Feedback is then reviewed by the Game Affairs team and used to identify trends, improve clarity and support healthy roleplay across all factions. Do not use the form for reporting rule-breaks, these will continue to be handled through either an in-game or forum report. Also - this form should not be used for IA or JB matters, please continue to post this through IC means. Thanks, Lewis 1
