  1. I get it, but apparently you do not. Regardless of whether it's 10k, 40k or 100k. If it's how you describe then it's useless. Either buff it like @Hoxton_Curry said and keep the price or remove it entirely if its kept like it is. I wouldn't pay 5k for it, under them conditions.

Expected behavior: Well, if the limiter is on, then it should be regardless of whatever else you do in the server, until you switch it off. Evidence, notes worth mentioning, steps to replicate: Place limiter on in a vehicle. Leave vehicle and go use a menu like the 24/7 Menu or Clothing menu. Go back to your vehicle and drive.
  3. You just said that the armor doesn't save on logout and you only get a small amount of it. Reducing the price to 10k still makes it a terrible purchase.

If they wanna reduce the price by like 5-10k then fair enough, but most of the gangs these days are millionaires anyway so what is 40k to them?
  6. I'm not an angel by any means, in fact as far as OOC conduct goes, i'm on very thin ice. But I don't think any cop looks at that video that you posted and thinks that it's acceptable, at all. Even though it's in-character, there's no place for stuff like that in my book. As for his position or place in the faction, it's not my call and selfishly, I just worry about myself and what i'm doing. On the subject of Reefer, you don't have to worry about Internal Affairs if you report Reefer, because IC and OOC he just answers to Ballin. The concerns raised about IA and how they handle reports isn't present with Reefer. Like any of us, if you submit evidence of wrongdoing and it's legit, then people get punished. Reefer did something that broke an OOC rule and got punished for, I believe by Ballin, OOC. It's pretty simple. This might be off topic but indulge me in a Dr. Phil moment. I can't understand why we don't get the faction leaders of each faction that matters together, in one place and discuss issues OOC, like adults, with the higher administration and how best to resolve them. Instead, we make threads like this or we report each other and we draw the battle lines throughout our factions, every time a situation happens that one side thinks is bullshit. Lets be honest, no one ever really learns anything from those outcomes and nothing really ever changes, does it? How many of these threads do you see on the forums every week? PD complaining about criminals. Criminals complaining about PD. Criminals complaining about Criminals. You can't fix every single problem, but we could save a lot of time spent pissed off if we took responsibility and worked together to not only improve faction relations but also the roleplay standard, which frankly across the board isn't good enough. I come on Eclipse to enjoy myself, not to forum report people or feel like i'm wasting my time.

Commissioner Carter - not corrupt. What i'm trying to get at, is that you didn't see graphite on the roof because it's not there. Maybe Palmer and Reefer RP was too much for some of you. But the KGB PD is a circle of accountability. I have bosses, those bosses have bosses and those bosses have bosses. Ultimately the PD isn't lead by Reefer, it's lead by Ballin. The same Ballin that is ultimately responsible for all of us. So if corruption still isn't allowed and those people above are still in their positions, then surely we should trust the person that is responsible for all factions ultimately to decide what is legit and what isn't, no? I know i'd be more comfortable taking the word of someone that doesn't have any agenda. You completely misunderstood my point about other factions. PD is held to a high standard but the factions that WE have to deal with, don't share the same passion for fixing THEIR faction issues that they are come on the forums with about PD. Again, I hold my hands up and say PD needs work, but who from the other factions is doing the same? I'll gladly sit here reading people criticising my faction, even the cheap shots, because some of the criticism is correct. But I cannot and will not in good faith, agree with anyone that says Reefer is corrupt or the PD is corrupt, because Reefer shot a sniper on a mountain two weeks ago.
  9. In terms of corruption, I've been in LSPD for almost 9 months and was told from day one, that corruption is an absolute no-no. Partly because if it's allowed, people go too far and partly because PD isn't on the server to be dirty, we have the illegal factions for that. I think that some of the complaints that get brought up are valid and I choose to spend parts of my day answering threads, full in the knowledge that some of you won't respect my opinion. But I do that because I feel like the only way that there is at least a little trust and respect between us out of game, is if we talk to one another. I'm certainly not going to score any points with my own faction for responding. That being said though, if you think that anyone that takes PD seriously is happy when threads like this get made or when incidents happen which embarrass the faction as a whole then you're very mistaken. We've had some corrupt cops, we've had some poor role-playing cops and it is entirely possible that we still have some of both now, it's a 100+ person faction and you can't moderate people all of the time. That's where forum reports and IA come into play. You just have to do the best you can. We get criticised for being like robots. We get criticised for adding some colour to our role-play. We get criticised for not doing enough. We get criticised for doing too much. - - - What annoys me is that PD is held to a different standard than everyone else on this server. We are all role-players, we all log on to enjoy ourselves, we all contribute in our own ways to the server and community and we all have to more or less abide by the same rules. I see Reefer brought up in this thread, the guy has been Chief for five months. He's been high command for a lot longer than that and he was punished for ONE situation, which now people keep bringing up. Let me honestly ask you, how many of the illegal faction high ups have that kind of record? I see people calling for members of the Police Department to be removed, because of rule breaking or mistakes they've made IC? Let me ask you, how many of you illegal factions have glossed over rule breaking members and kept them in your factions, even when to do so negatively impacts the impression of your faction? It's easy for some of you to sit in judgement on the Police Department, but meanwhile, we have chain-robbers, stunt-jumpers, head shavers, /b essay writers, persistent rule-breakers, factions hiding out in no-crime zones, factions resorting to ooc reports as a way of waging war etc.. If the emotes didn't get removed, this post would almost certainly get a feelschromosomeman reaction. I'm open to personal criticisms, i've shot my mouth off and done some really stupid shit in the not too distant past but I'm also willing to accept that the PD has work to do to improve as well and that standards have probably slipped. That being said though, these root issues of non-roleplay, powergame, fear roleplay, keeping people in factions when they break the rules.. how many of the illegal factions have those same problems?

  16. He means punishments need to be harsher for cops, I think. I think it's a dangerous way to look at things, in my opinion. The punishment has to just fit the offence. I'm not going to suspend someone over a wrongly placed ticket for example, that would be ridiculous. On the other end of the spectrum, there have been cops that have had more chances than they deserve. In some timezones, we have too many cops for the amount of crime we have. Like for example, like 5pm UTC is flooded with cops but not enough situations to keep them occupied. Then there are times, usually in the early hours where the swing is completely different and we don't have enough for the situations. That's not an easy fix, because you can't hire people just based on timezones, nor can you tell people when they can play either. Reefer as an example is from the UK but plays the US timezone, we have quite a few people that that applies to. As for SD patrolling the city, if there is a situation where we require backup, we call SD and vice versa. There have most likely been a lot of situations recently. As for your comment about us continuing to grow, I don't know if you read my previous post but PD loses members on a weekly basis so our number stays pretty consistent. The problem however is that we are replacing people leaving supervisor and command positions with cadets. This as you can imagine will naturally have an effect on how PD runs itself. I've been in the PD for 8 months, after a couple weeks I was pretty much set to the point where I probably don't need to be paid every again. I'm in the PD for the roleplay, the action and the people. Not sure anyone is joining PD for the pay to be honest because you have 4k an hour as a Cadet. You make more in almost every other legal faction. I don't know what the turn over of IA reports has been like, but like I said we have just recruited 2-3 new people to it (myself included) so I'd appreciate you giving us a little bit of time to get to grips with things and we'll see. Can't stress enough though, Internal Affairs isn't there to fire police officers.. it's there to access the evidence and make a fair and balanced decision. Whether that is correct or fair is obviously going to be a matter of opinion, but it is also our prerogative. If a Triad fucks up in your faction IC, how would you respond if someone from outside that group was telling you how to handle them? You'd probably tell them to mind their own business tbh. In IA, we can't do that, we have to listen to both sides and be diplomatic about how we respond. For me personally, winning is nice but it's the entertainment value that matters the most to me. I play this game for fun. What is fun to me is taking down criminals, police chases, investigating situations and the back and forth with criminals. I love all that shit. I said it before but PD is going through a bit of a transitional phase right now in my view, so there's going to be ripples in the pond. The only thing I can do is look after myself and if I'm aware of situations that aren't right IC, I'll sort it. You can ask Al Romano, Lancaster and Vince about that when they got WONGLY placed charges and me and Dunbar got them removed.

Unfortunately, I had quoted a lot of the posts on here and spent like 30 minutes writing replies to people but the editor messed up and voila, so I'm unfortunately going to have to give the TLDR version. Masks/Identifying The law states that you have to remove your mask and identify yourself. If you are wearing a mask in a No Crime Zone, it's a crime. If you are in Tequilala basement and you are masked, you are classed as meeting so again you have to identify yourself. When it comes to Facial Concealment, I don't think in it's current form that it's practical to enforce since nearly all the criminals are masked. You can't ask Guy A to remove his mask and not ask the rest of the alphabet. Wearing masks inside the NCZs should be against the server rules, the exceptions should be Tequilala and Yellow Bell. Non RP to go into a police station, hospital or the bank masked. Allow criminals to wear their masks in public but they only have to remove them when being actively questioned or part of the immediate group that's being questioned regarding a crime. Example: You could ask everyone in a vehicle to take their masks off, but you couldn't just go up to a group on the street and ask them to all unmask. Personally, I only ask people to remove their mask if I need to question them or if they are in a no crime zone anyway. - - - Reason for Stopping or Identification First? Los Santos is a city where the violent crime rate is through the roof. If you get pulled over, you might very well just going 75 in a 70 but we need for our own safety and others, establish who you are, whether you are wanted for something and whether you have legal ownership of the vehicle you are driving. If you refuse to identify, you are breaking the law and that's jail regardless of whether you were innocent before or not. - - - Internal Affairs The division has increased in size recently to cope with demand but we can only pick from officers of supervisor ranks or above. The majority of cases are for issued citations. There is also so difficult with people providing IC evidence in the correct manner. You need /me's of the recording starting and stopping. You need time of day too. You can't just toss us a streamable link and say fire this guy. There is probably a reluctance to fire people right off the bat, unless they have done something that goes too far or there are too many instances of that person making those kind of errors. Internal Affairs needs to be fair and just, not just for the reporters but also those being reported. I wouldn't feel comfortable giving someone a pass that didn't deserve it anymore than I would feel comfortable punishing someone more severely so it looks good to outsiders. Unfortunately like with admin punishments, whether or not a decision is fair or not is often subjective and you can't please everybody sometimes. - - - Dip in Police Standards I have to agree that standards have dropped a little in the department and I'm a little disappointed by it in truth. Something I learned from playing both cop and criminal is that neither side has a complete understanding of the other, you have to have or at least have had a foot in both worlds to understand the struggles of both. Sheriffs Department and Spreading Cop Work thin. I feel like the start of this dip came about when the Sheriffs Department was formed. I don't blame SD at all for wanting to do ttheir own thing and I think they've done well so far with it but we actually lost not just key members but very experienced people Osborn, Wallace, Hamilton, Harry, Lukas, Serthon, Lewis, Chloe all left and even now I still don't think we're back at full strength. We expanded to Paleto Bay and spread people out but the server population hasn't really changed. A significant amount of the big criminal activity happens at the drug labs and the chop shops. Those locations are lost to PD now and I feel after Sheriffs came, the job of being in LSPD has changed. There are periods during the day where you are waiting for 20-25 minutes for a proper situation. People might level the "well its an rp server, not cops and robbers" but to those people I say, imagine they open another mechanic shop now or they open another taxi company. The server population has stayed more or less the same, but we have gone from 120 LSPD cops to 143 PD/SD cops. On an excitement level, I'm not just here for the shootouts and chases but for your average cop you need that. We are having situations where we have 8-10 cruisers in one pursuit because that's been the only situation in half an hour. It would be like the gangs have little to no one to rob. It does get boring. The subject of boredom ties into the allegations that cops are focusing on things that are seen as petty. We're having to make our own roleplay because there is nothing to do. Continuing to lose Key Members of PD. Even after SD was formed, we've lost quite a number of the experienced high ups that made the faction what it was originally. We're losing influential and experienced members like Daniels Shelby, Josh Paige, Edward Sharp, Ilai Daniels, Kristofer Avens, Jason Steel, Hugo Romano, Marco Davis, Enzo Bozzuto, Ryan Torres etc.. These are guys that were either in big positions in the faction or they were at least around the faction for a long time and knew how things worked. It would be like taking a bunch of the big hitters from Zetas. You lose your way a little bit and you can't rush people into positions because they need to learn the ropes. Ultimately the quality does suffer as a result. There are a number of important positions vacant, I think some people are doing more roles than they probably should through necessity and PD is in a bit of a transition right now. I don't think PD is as bad as some of you are making out but at the same time, it could be a lot better. - - - Prison Sentence Cap You know when we were talking about taking the cap away, the arguments for it were so compelling and it made so much sense but in my view, I don't think it's worked out for the best at all. Before, criminals were being far too reckless with their criminal activities but now in my opinion, it's often times not worth it for them to commit crimes. We have the same number of people in the server but a lot less 911 calls. I think to a certain degree, the sentence cap was a little bit of a safety net for criminals. They knew that no matter what they did or what they thought PD was doing, at most they'd go to prison for two hours and that was more acceptable to them. Clearly some of you really don't have a lot of faith in PD, some of that is fair and some isn't but I think a good concession on our part would be to bring the sentence cap back with the provision that Command+ could ask for an admin for more time, in extreme circumstances (where someone commits a lot of murders for example). But your average prison arrests would be capped again. - - - I feel like I have a little bit of a reputation for being pretty fair with criminals and my attitude towards it is, it's your job to do the crime and it's my job to try and stop you. But in order for me to do my job, I need you. If someone shows me the out of character respect of roleplaying with me and giving me something to roleplay back with, I'll always look at maybe giving them less time. A bunch of Triads the other day shot at PD/SD and I killed Jerome I believe. He didn't even ask for Death RP, but since he'd roleplayed well, I offered it to him. If someone starts non-rping or they start going off on a tangent OOC, I'm gunna do everything with the rules to make the arresting process as painful as possible. The reason why I took the time to respond to this thread is because I agree with some of the points you guys raised. That being said though, I do find it disappointing sometimes that everyone in PD seems to get tarred with the same brush. There are a lot of good cops and some great people in LSPD and I don't want negative experiences with some of them to ruin that. We ain't gunna get nowhere as players or factions or as a server or even as a community if we don't listen and compromise when we need to. I don't need to fucking win lmao, but I do need to be entertained when i'm playing.

    I don't think barring/locking the doors would be a practical solution but I quite like the idea of no crime zones being adaptive to the time of day, that's a pretty slick idea.
  19. I said this in PD discord, but I like my game to look as vanilla as possible. A lot of mods including PD skins always tend to stick out and for me personally, it lessens my immersion. I feel like modding your game should be a personal choice. There are some nice mods there, but they aren't for me.

Alex will know the reasons why I was initially sceptical of the faction, but WCA has been a consistent player for a few weeks now and it shows in what you guys are producing on a weekly/daily basis. Personally, the interactions I've had with WCA members, whether on my cop or criminal have been interesting because it feels like there should be boss fight music every time you guys appear. Zetas carry it like they just know they have the server on lock and they do. Wanted are pretty laid back and relaxed about stuff. Triads are a little aloof and elusive where you think you might know them but probably don't. Rooks are just your straight up thieves, in a good way. You guys though to me have almost like a prison gang vibe, where it's like you're constantly ready to go at a moments notice. There is a intensity to what you guys do and I fuck with it, it's a different energy and you need that. Smaller Gang numbers but a Big Gang mentality. I was tempted to leave some feedback and be like 'it would be cool if you were more approachable to people other than the big gangs' but honestly, i'd just keep doing what you're doing because it sets you apart. Just my personal opinion and experiences of course, but still, I like it the way it is.

  22. I know there has been a few turf map suggestions in the past, but I wanted to share my own ideas on the thread and see how people felt about it. Why do we need HOODS? I think some of the more negative behaviours that come from our criminals, stem simply from a lack of things to do and also, from having the structure. I feel that we've created an environment where gangs do rule the server but at the same time, there isn't enough there script wise at present to keep them switched on. 'Turfs' is a physical embodiment and reward for dominance in San Andreas. What does it achieve? Well, for one, it puts the illegal activities in the server in the hands of the gangs, it's under their control and they can organise it as they wish. They're fully responsible for it's operation and security and also, whether it sees profit. I feel like this would be a more practical successor to the 'Non-Aggression Tax' that smaller factions have to pay Triads and Zetas right now. You'd be paying them to use their facilities, you could risk it by using them without paying but I don't think that would go well. The other thing I feel it achieves The Basic Idea There are a lot of Neighbourhoods in Los Santos and we'd put the ones where gang activity makes role-play sense up for capture by the official illegal factions. The chop shops, the vehicle scrapyard, the drug labs, drug drop-offs and the weapon order pickup locations would no longer be static, server run locations. The neighbourhoods would be in both Los Santos and Blaine County. They would be gang created, gang funded and gang ran operations. Each neighbourhood would have a different value to it, depending on what sort of location it was i.e. housing areas wouldn't support chop shops but industrial areas would, you'd probably have to suspend a little disbelief to make it more of a game but still. Example. Chamberlain Hills would probably support a drug lab as it has a lot of project housing, but maybe not a chop shop. Controlling a neighbourhood would allow you for a fixed price to set up a chop-shop, a drug lab, a scrapyard, a black-market (guns) depending on if the area supported it and the gang would then be tasked with controlling that location themselves. There would also be a limit on the amount of drug labs/chop shops/black markets in the city. to encourage gang interaction but also, to give enough freedom where factions could compete with one another on a business level. Example. Triads set up a chop-shop in their hood and Wanted set up a chop shop in their hood, Zetas wouldn't be able to set up a chop-shop in their hood as we'd already have two. They'd have to use one of the chop shops. In terms of enforcement of using, that would be ICly run, so if you had to pay tax to use a chop, that's up to the gang controlling it. How to Takeover All turfs would start neutral and to take-over a turf, there would be a certain capture point within that location, where you could /taketurf The more people from your faction that /taketurf on that location, the quicker it is captured. Just as an example, if it's thirty minutes to capture but you /taketurf with ten people, that's three minutes to capture a turf. Like the chop shop, if you leave the capture area for whatever reason, your contribution to the take-over is paused. Once a captured neighbourhood is 50% captured by another faction, it becomes neutral. It doesn't belong to someone until they have 100% ownership. Each neighbourhood would only belong to one faction at a time but the amount they have captured would save. Example. If Zetas tried to capture a Wanted turf but gave up after like 65%, the turf would be 65% Zeta but 35% Wanted. Capturing it later would be quicker for Zetas than Wanted. Assets There would be a few static locations within each neighbourhood to place the assets (drug labs/chop shops etc..) - This would just be practical from a script standpoint. Assume there is 12 of the neighbourhoods were chop shops are viable, you'd go from the current amount of 7 chop shop locations to 24 potential chop shop locations. The rank needed to deploy assets in your faction controlled neighbourhood would be a faction leader decision. Setting up assets and breaking them down could be done by the controlling faction, but would take time to do so. Rival Illegal factions and Law Enforcement would be able to use script methods to destroy assets if they were discovered. Taking over a neighbourhood with an asset in place will switch asset ownership to you, i.e. Wanted take over a neighbourhood where the Triads have a drug lab, it becomes their lab. The exception to this would be if Wanted already had a drug lab, in which case the newly tookover neighbourhood's deployed asset would be destroyed. There would be a fixed cost for each asset and buying the asset would be RPly.. buying the items for a drug lab, the mechanic staff for a chop shop, the storage unit for a black market etc.. Asset Limits 2x Chop Shops 2x Drug Labs 1x Drug Buyer Location 1x Scrapyard 2x Black Market [Illegal Gun Pickup] New! Self Storage Self Storage would basically be like a small rental storage unit where you could store your most precious items, we're talking like glovebox size storage. You would rent a storage unit for a fee and you'd receive a PIN code and you'd use that to access that inventory using /mystorage [pin] If someone knows your pin, they can access your storage using /storage [id] [PIN] Law Enforcement would be able to raid the inventory if they had a warrant (same as houses right now) The idea behind this and the next part is that all in-game player items in the world should be steal able. The reason why self-storage might be important is because of the next part. New! House Robbery In short, add the ability to break into someone's house with a crowbar. If you were inside their house, you could find their house inventory and steal their personal belongings for yourself. In addition, as a side job of sorts, you could /stealitems inside the residence if you didn't have keys for it and you'd receive "Stolen Goods" which would be RPly general items from the residence. It would take longer to break into a more expensive house than a cheaper house. You could then take the "Stolen Goods" to the Black Market and sell it off for cash. The amount you recieve would also depend on the classification of the house you robbed the item from. The "Stolen Goods" inventory item would be identifiable if you were caught by Law Enforcement, so they'd know where it was stolen it from. Houses could be robbed every three OOC days and the doors would remain broken for one OOC day unless they are locked by someone with a house key before then. If you buy a house alarm for your house, you will be notified that your house is being broken into if you are online. If you are offline, you will receive a notification when you log in that your house was robbed. There is also a very small possibility if you have an house alarm installed that the local Law Enforcement (SD for Blaine, PD for Los Santos) will be alerted that someone is breaking in. Neighbourhoods Both Blaine County and Los Santos neighbourhoods would have access to all the assets, but LS would have more drug locations where as Blaine County would have more gun locations since they fit both areas. - Blaine County.     @Chebbidy I think PD could take a more active role in policing a high traffic area like the Bank for sure but the no crime zone removes the need for that (or at least it's supposed to) which is why I felt scaling back the bank NCZ to the bank interior itself would be a good idea. We have a situation at the moment with the Bank and Zetas where you can murder someone on one side of Clinton Avenue and on the other side, you can't even punch them lmao.

    I think OP that you are expecting for things to be different, or perhaps more realistic. I've not long been involved with criminal role-play myself but I had the same kind of expectations, that factions would act a certain way and it took some getting used to. We have a criminal system in this server where almost every criminal faction does things that would finish them in real life. I'm going to choose my words carefully here because I don't want to insult someone by accident but they hang in the same places, have their criminal discussions out in the open, they don't actively try to avoid law enforcement and they are openly displaying assets that would lead to quick prosecutions in real life. I don't think that it is much of a surprise that a faction wants to meet you at arguably besides a police department, the worst place to commit a crime on the entire server. I think it's just something that has developed naturally over time and has become the way things are done, all in all. You just have to kind of figure out the IC rules yourself. - - - As for the Bank itself, I feel like Bank No-Crime Zone should be restricted to the interior of the bank building. From a realism standpoint, banks don't give a shit what you do outside their premises. I also think that having one of the biggest areas where people meet in the server have restrictions on what role-play can be there is limiting. No crime zones get abused. People park their vehicles in them, knowing they can't be robbed. People go there to hide from other factions/people because they can't be killed. People also openly discuss and transact criminal deals in those locations as well. The simple fact is that, the no-crime zone at the Bank doesn't work. If people are dancing on cars, or doing any of the other non roleplay shit that you see there, they should get admin jailed with the quickness and I guarantee people would stop. But unless you report it or an admin sits there, it just continues. Bank is a total nightmare. As a cop, I try to avoid it because at times, it's like a zoo. Just an excuse for people to scream and shout and non roleplay to shit.

    12.11 "Taxation and Representation" - - - "Dear Don Vincenzo, The more I learn, the less I feel that I know. I have been in the city for a couple of weeks already and I realise that becoming established here means compromise. It's important that we stick to our value of course but it has become clear that we must play by their rules, at least for now, in order to survive and to do business. We are few and they are many. This week, The Rooks made their move and we agreed a percentage deal in principle but as we've learned through many lessons, even the best laid plans can go astray, especially when dealing with the unknown. Triads remain in the wind, hard to contact but perhaps that is as it should be. Zetas are the opposite, they are confident, abrasive.. cocky even but that comes from their grip on the city. It seems that everyone accepts they run the show here in Los Santos. The Wanted continue to show nothing but respect and kindness when dealing with us, I have a lot of time for them as a group. We still haven't encountered the Russians yet, I was told to check the Bank but no sign. Tensions with WCA are present, I made an attempt to reach out to their boss but he was not around, will keep trying.
