The issues are as I see People playing the rules, instead of their characters. People using the rules and report section to further themselves, their faction or their agenda. Factions that have a potential future as official factions are fighting factions that don't. The rules that are supposed to keep people role-playing, are actually limiting criminal factions from doing the sort of things that criminals do. Some of the rules are encouraging non-roleplay behaviour and rule-play, as opposed to stopping it. I'm talking about things like driving at 70 away from another faction, because you know they can't issue demands. Driving past a rival faction, trying to bait them because you know they can't hit you. Factions aren't really fighting FOR anything, Council/Wanted was and WCA/NLA is basically, a war of attrition. The goal seems to be to beat the other side out of the server, which in the short term is fine, but long term, you're only as good as your opposition. Possible solutions? Add the ability for faction management to force disband factions that have a negative impact on the criminal community. This is just being practical, if you aren't going anywhere, then you aren't focused on doing the right things as a faction and don't need to be a part of it. It's your decision to be that way. Add the ability for faction management to temporarily suspend hostilities between factions for a short period of time. This would be used if things got ridiculous in game with the violence or it was becoming too much of a toxic issue OOC. As a last resort basically. Classify Gang HQs and Illegal Locations as black zones, where the rules of engagement/violence would be lessened. Example, a faction comes to your HQ area looking to start trouble but as it stands, they have to fulfil certain criteria to be killed. I'd want that removed, because if you are coming to a rival faction HQ, you know what you are there for. It's a choice, it's not something that you accidently do. It's realistic as that if you go to an enemies territory, things will get bad quickly. The same applies for the drug labs, chop shop etc.. -- If you are there, you aren't in public and you're outside the law. If you flee a black zone, you take the role-play with you. So if you are being shot at inside a black zone and you leave the zone, you can still be shot at provided the situation is still connected to when you were getting shot at i.e. the group is still pursuing you. Add in a non-scripted roleplay driven turf map, which gives faction wars more context and purpose. Every illegal faction with faction handler gets to participate and gets their HQ as their home turf. To capture additional turf, you would have to show roleplay in that area for a period of time. For example, posting screenshots of you hanging in that area, actually role-playing with whatever is in that area etc so it's roleplay driven, not violence driven. There aren't necessarily any advantages but bragging rights but it's something more AND as a plus, means the developers don't have to script anything. Can literally be a forum post that gets updated. The beauty of it is also, that it's in-character so it can drive additional roleplay through meetings and things of that nature. Inter-faction politics can be more diverse and interesting as a result of this. Alliances, betrayals, trades etc.. Below is just an example of what i'm talking about. The screenshot below, you've got green, purple and yellow gangs all with an interest in the areas of Del Perro and Vespucci. The South of Del Perro/North East of Vespucci is controlled by the greens, but the Yellows have a strong presence in the South. The Purple gang doesn't really have much influence over that side, so maybe they want to expand. What do they do if they want North Vespucci Beach? They start roleplaying in that area. Maybe that creates friction between all the factions, maybe green trades with purple, maybe yellow and green team to drive purple out, maybe yellow and purple team up to drive green out of the area. If you start adding stakes beyond just basic survival, then things can get more interesting, for every faction and because it depends on ROLEPLAY and not killing, the way to advance is to be smarter than just 'chase me, chase you'. If people like it I can do a full suggestion about it.

The flip side of that is be a criminal smarter, which 90% of the criminals on this server do not do. The mentality of your standard criminal on this server is that they acting like getting caught is no thing but when you catch them it's everything to them. PD is not perfect, not going to lie and try and convince people that it is, but we get it right almost every time. Mistakes do happen and they do cost people dearly, but they are still minority incidents.

Never ever works, on any server. Again, people don't really want a court system in that they want to roleplay everything out. They just want the get out of jail free card.

I'm not sure with the crosshair that any kind of sight is needed period, least of all for PD to be honest. Just for the record, no one in LSPD asked for crown vics to go the speed they do. The devs were playing sheriff characters and they got their cruiser buffed so we got ours buffed. Not gunna turn down improvements and i'm sure no criminal would be worrying about that shit either.

Now with the inclusion of other civilian factions, the situation has gotten worse. More back and forth reports, more examples of rule-playing and out of character toxicity and if this is left unattended it's going to get worse and people are going to end up getting more and more punishments. It's not my place to make judgements or decide who is right or wrong in this but considering there has been at least 7-8 new reports in the past 24 hours, if this is ignored, it's just going to make things worse for the admin team, the factions involved and also, the server in general. I think it's time that faction management stepped in decisively and got their hands around this thing before it gets worse than it does, regardless of my affiliation with WCA, this issue isn't specific to any faction but is becoming more and more common as more people are getting away with it. @Archaeah @Lewis

I didn't say it to be funny, I said it because it was true. You can scroll back through the pages and I liked the direction this faction was heading. You shouldn't allow people to dictate the path you or your faction takes. If other people are doing something wrong then the solution isn't to go down the same road, it's to be the example. Just to be clear, my signature might say WCA but i've spent a max of three hours in WCA. I don't have anything personal against your faction or anyone in it. I'd just like to see more of the NLA that was at the start. You can choose to ignore what i'm saying because of my affiliation or appreciate my comments or you can argue it but I've said my piece and i won't be commenting anymore.

A few months ago, I posted that I really liked what this faction was doing. I feel like that's been lost somewhat, but I think if you can get back to what this faction was at the start then it can be good still.

I think it would make roleplay sense for DCC to have their own, as they have dispatch IRL but I'm not sure why a news company would need their own frequency. What I think would be better in those cases is having a 'group chat' feature on your phone, like whatsapp that you can invite people to.

Let's not get distracted from the topic of discussion, this isn't about the validity of someone's style of roleplay. It's about people on Eclipse playing the rules instead of playing the roles. I'm sorry that mentioning NLA is uncomfortable for some of you, especially those currently involved in that faction. I just have to go on the examples that are currently in play here. Didn't want to name drop the Wanted or the Russians but again, they are examples. WCA is probably not without it's issues, no faction is BUT to me there is a fine line between having issues and being an issue. The reality is that unless the staff team address this kind of behaviour, it will continue and will negatively impact the server. Might even say that it would disrupt server operations. I'm happy to discuss my issue with any staff member and recommend solutions. Not one of these people that complains for no reason and offers no alternative.

See this post right here is EXACTLY what I'm talking about. It is not a fear of losing or dying, it's a fear of doing something that is going to get you punished out of character. The rules should act as a safety net, in case someone crosses the line. But some of these rules, it's almost like it raises the bar too much and seems inevitable at some point you will almost be forced into breaking a rule. That scenario you mentioned, what is realistic about that? If we are talking in role-play terms, either your rival is going to try and engage you or they're going to duck you. We have a cop-baiting rule in this server, because without it, people do stupid unrealistic shit in front of police to try and get them to chase them. It's not specific to law enforcement, people do stupid shit in front of rival gangs right now, safe in the knowledge that unless they do x, they can't be touched. That's bullshit. If you are my mortal enemy, your gang has killed my gang and I see you, surely the realistic thing is either for me to attack you or to flee. I'm representing my faction, you're representing yours. To quote Rick Astley, you know the rules and so do I. So why wouldn't we fight it out there and then? I mean I can draft something up that doesn't require script implementation. Something with my original situation about areas where the rules of engagement would be looser and like a faction HQ area for each faction in the city for example. I don't know if the admins would make changes to things based on a thread but it costs nothing to try I guess. What you described in your post, does happen. If a gang claims an area as their hood, that area is sacred. If rival gangs don't want the smoke, they should never go in that area. If you are in that area then quite clearly, you're looking for a fight. Once again, it comes back to laws of the street, not laws of the server. I say this as a member of the Los Santos Police Department, but it's like Zetas new spot. It's secluded and almost like a fortress. If individual cops are going down there with Zetas then to be honest, I think Zetas should be able to handle things a little differently but the rules don't really support that. There is a no-crime zone at the LSPD because it makes no roleplay sense for people to commit crime next to a building full of cops. By the similar token, a small amount of cops going into what is now a gang fortress without legitimate reason makes no fucking sense either. Zetas aren't a company of philanthropists, they're criminals, sometimes cop killing criminals so you should give them a wide berth. But if Zetas engage cops down there, then they are likely to be punished. I think on a practical level this makes sense. If both factions are up for it and there is roleplay to support it, then why not. If it gets people in game, keeps them in game and lowers the reports then why would you not? Same thing goes with calling a ceasefire or ending a war. I feel like the Council v. Wanted war probably could of been handled a little differently. The reasons for it starting are IC but on reflection, seem valid to an outsider but as a result, we've basically lost an entire faction because of it's nature. That doesn't really benefit anyone because it ends the story of the Wanted and since then, Zetas/Triads have just kinda chilled as well. This also effects the LSPD and the LSSD as there is less obvious crime for us to respond to, it effects DOC because they have less prisoners and it effects MD because there are less people needing medical treatment. I'm not saying turn Eclipse into a deathmatch server but I think factions being able to set out their own rules of engagement with a faction handler mediating would stop a lot of the toxicity and out of character stuff. It would also give those involved the opportunity to enjoy the action without worrying about whether or not they will get the next punishment. We talk about roleplay and the rules trying to serve the roleplay, but The Wanted don't roleplay don't RP together no more. Whatever the IC motivations, OOC we've lost a big active faction and that particular story ends. The goal with roleplay in general is to keep things moving and flowing. This. Basically if you aren't hunting someone, you are being baited by someone. There isn't really any passive roleplay going on when you are at war, it's either about the action or the reaction.

It's not necessarily reserved for NLA, but in general. I'm not sure what the criteria for pulling support for a faction from the faction management team is, but I'd assume that it's when the issues aren't resolvable. My personal opinion on NLA is limited to be honest, i've not had many interactions with them personally, good or bad. When I had my mafia for two weeks, I was approached by Faction Management to start setting things up and I politely declined because I didn't want my faction to get official. There is a clear difference between not wanting it and not being able to get it. My concern is that continuing to have factions in the server that don't have any future, could potentially effect those that do. In the case of NLA/WCA, it would actually be better for both factions AND the server if both factions were both on track for that official status because ultimately they are always going to want to show the best of themselves. If your faction is told that they aren't going any further, there is going to be some bitterness and resentment towards factions that are and ultimately, it comes out of game onto the forums and discord. The entire point of my post is that sadly, the community has created a culture where you HAVE to record your gameplay to prove your innocence and if you have enemies, they are not just fighting you in game, they are fighting you in the reports section. Doesn't matter what faction, whether you are a Zeta or LSPD or NLA or whatever. It's really fucking sad that there are people in this community that want to fuck you over in the reports section but don't want to fight or roleplay with you in game. @FatherOsborn made a post in PD I believe talking about playing your character, not ruleplaying and it's like.. this is literally how people play. We're at a point now where the rules don't just encourage roleplay, they encourage ruleplay too. Roleplay is about continuing your own personal story, as a part of the bigger picture. People win, people lose. There are actions, there are consequences. But some of our rules in my view don't account for where the roleplay can lead and that is a problem.

I want to start by saying that these views are my own, and don't represent either of the faction I'm currently involved with. Now that being said, very recently returned to criminal role-play by joining Alex's WCA faction. The reasoning isn't important but what has become obvious to me is that there is something very, very wrong with the criminal set-up and also, how certain rules operate in regards to that. Rules that have been introduced to supposedly bring more, higher quality role-play to the server. Yet playing my WCA character today, I was concerned. I wasn't concerned that i'd be caught by the cops or that WCA's enemies would kill me because in all honesty, that all a part of the game and it's all role-play. What I felt concerned about was breaking a rule. Shooting someone when I don't quite have the permission to. Driving off when I'm not supposed to. Hell even using my radio or doing something as simple as going to the Bank. The consequence of breaking a rule would not just impact my WCA character, but also my PD character as well. If I ended up being judged to have death-matched in two situations, I'd be permanently banned if I'm correct in understanding that right. I'll be honest with you, being in PD is a bit of a safety blanket when it comes to the rules. It's a lot more straightforward and easy to keep yourself from trouble because it's like, if it's ICly justifiable then you probably did a good job. Someone attacking, you put them down. Someone doing something they shouldn't, you punish them. Playing criminal is waaaaaaaaaaaaaaaay different. WCA and NLA are currently locked in a feud right now. A feud that has seen quite a few deaths on both sides but is ultimately a tool for keeping activity in both factions going. WCA are hopeful of getting official status, NLA don't seem to have faction handlers anymore and it seems like they're not going to be considered to be official. Maybe an admin can tell me different, but that seems like a no win situation to me. You have one faction trying to do everything it can to get official and the other has literally nothing to lose but they are both in the same conflict with very different prospects. The problem is that once you take away someone's ability to do something, there is a strong urge to say fuck it and just do whatever you want. So then instead of it just being an IC war, it spills into the reports section. To be clear also, this is not a WCA/NLA issue. This happened when the Russian conflict was happening, this happened when the Wanted conflict happened. Shit you could probably go all the way back to the days of Vice and Los Calaveras and there would evidence of it. It is DRUMMED into us to respect other factions always and to keep things in-character and yet it is so blatantly obvious that the forums, the report section and worst of all, the rules are used as an OOC method of conflict in this community. You report my friend, I report yours. People pick sides, people get divided and things get toxic. Some of the rules that we have set-up in this community such as the Fear Roleplay rule and the Deathmatch rules were installed to create roleplay but they've unfortunately and unintentionally created a culture of ruleplay. People don't exploit them to win IC anymore either, they exploit them to win OOC. A rival faction comes to YOUR hood and is clearly trying to lure you to attack them so they can ambush you but you can't engage because it's not past a certain point. Where is the roleplay in that? A rival faction hiding out inside a No Crime Zone all the time they are on, because you're killing them. Where is the roleplay in that? Gangs calling the police or flagging down cops to protect them. Where is the realism or the role-play in that? If i aim my gun at someone in a car with an engine on and they then flee, I can't shoot that car to try and stop it. Where is the roleplay in that? If someone has tried to kill me or is my mortal enemy, why do I have to give demands before I kill them? That is limiting the possibilities of what actions I can perform through roleplay justified means. - - - So what could help? In terms of factions that the Faction Management team see no future in, they should be force-ably disbanded. A certain SA:MP server used to employ something similar back in the day where a collection of people couldn't congregate anymore or they'd be banned once the decision was made they weren't going to get official. We have some good factions in this server but interacting with bad people unfortunately brings you down to their level. Plus those with nothing to lose, they don't have to consider how their actions effect others. In terms of engaging rival factions, I think designating certain areas of the map as conflict zones would be a good start. Drug labs, chop shops, gang headquarters, gun pickup areas, drug dropoffs are all illegal off the grid places and I personally believe there should be a different rule of engagement for rival factions in those areas. All it takes is for someone to make a map of those areas, post it up and then everyone that plays the criminal game knows how it is. Imagine I'm a zeta, I'm roleplaying with my gang at my HQ and a rival gang comes to my hood to HQ and starts trying to start shit. I should be able to engage those people at will because I'm defending what is mine. There doesn't need to be a demand, you came here to start something so I'll make it something. There is a key difference between fucking someone up at a drug lab and fucking someone up at a clothing store. Keep the existing rules if you want around public places but if you going into gang hoods or you're at illegal spots, all bets should be off. At the same time, gang colours should mean something too. If you are in a gang and you are sporting your usual gang clothes in public places, that's sending a signal and looking for a fight. If you're looking to be passive so you aren't constantly at war, wear some civilian clothes and drive a civilian car. A clear IC distinction should be made between people who are wanting a fight and not wanting a fight, gang colours is an excellent way to achieve that. In terms of the violence, conflict in moderation is actually healthy. Just as much role-play comes from fighting as it does from any other source. How boring would those Council meetings be if they just talked about paying tax and the weather. You discuss your enemies or the events that have transpired. That being said, understandably, you don't want people constantly killing each other so much so that people stop playing. That being said, there is no reason why the admin teams can't call timeouts for faction conflict if it gets to a point. Having that down time would allow passive roleplay between your faction, as well as not having to be on alert constantly. That is the sort of measure that prevents roleplay. Finally in terms of the rules, I think that the admin team should look at some of the rules and consider how some of them are being implemented. Are they preventing old negative behaviours or encouraging new ones? Faction Warfare should stay in game, it should not be on our Discords or our forums.

I saw another thread talking about alarms and such, but for me I don't think that securing your car is necessarily the right way to go, I think that just changing how you steal it is. This server isn't really one to add skill levels so i'll leave out, we'll just assume everyone is a experienced car thief. Breaking into a Vehicle I'd like for vehicles to have a 'lock integrity level' that persists like it's fuel does. The level would depend on the type of vehicle (supers would be higher level, jalopies would be lower). Every time someone successfully finishes their lockpick attempt, the lock integrity decreases until finally it breaks. Once it breaks, the doors are open. The RNG element of using bobby pins is very frustrating, because there is no logic to it and it's the equivalent of doing /dice and waiting to get the right number. With this proposal, with each attempt you are closer to getting into that vehicle. - - - Lock Integrity Once the integrity of the lock is destroyed, in order for it to be repaired, one of the following situations would need to occur. If it's chopped, Mors Insurance will replace the lock integrity for free, as part of their fee. If it's impounded, the city will replace the lock integrity for free, as part of their fee. If neither of those two things happen, you will need to take it to the mechanics and either Bayview/LSC mechanics will be able to fix it for a nominal price. - - - Screwdrivers I'd like to suggest adding screwdrivers for not only increased lock-picking durability but also, for the next part of the suggestion. Screwdrivers you could use quite a number of times but eventually they too would break after enough use. Bobby Pins are one-shot and broke. Screwdrivers could be assigned a numerical value with the amount of uses on it (like we have for weapon ammo in your inventory). In roleplay terms, the screwdriver would wear and eventually wouldn't function. Screwdrivers due to their size and weight on a person would be heavier to offset their more convenient use over a bobby pin. If a radio is 5 weight, then perhaps a screwdriver is around 3-5. - - - Hotwiring a Vehicle The final part of the suggestion involves the starting of a vehicle's engine. You get into the now unlocked vehicle, sit in the driver seat and.. what now? If you have a screwdriver, you can use that for a quicker hot-wire attempt. Using a bobby pin in the ignition, would take longer to finish the hot-wire attempt. Pressing Q in a vehicle would start the hot-wiring process. First press of Q - This would require one bobby pin or at least go left with the screwdriver. This would remove the cover on the steering column of the vehicle and give you an short action bar. This would set the hotwire status to 1. Once that first action bar is complete and you pressed Q a second time, this will pull out the battery wires from under the steering column. Short Action Bar. This would set the hotwire status to 2. Once that second action bar is complete and you press Q a third time, you'll strike the battery wires together and spark them. This would set the hotwire status to 0 but start the engine. If the vehicle has no gas, you can't hot-wire it, obviously. If you bail mid-way through the hot-wire process, someone else can take it over. So if someone is robbing a car at Chilliad and you interupt them mid-hotwire, you can force them out and hotwire yourself. Leaving the vehicle with an action bar will however not update the hot-wired status and it would remain on whatever it was last left on. - - - Vehicle Lock and Hotwire Status Inspection If you were outside the vehicle (similiar to /checkparkingpay) you would be able to inspect the health of the lock using /checkkeylock. The more damaged it is, the more damaged it will appear i.e. Pristine Lock, Slightly Damaged Lock, Badly Damaged Lock, Broken Lock etc..) If you are inside the vehicle you will be able to check the hotwire status, using /checkhotwire This would add to stolen vehicle role-play when encountering law enforcement. Sometimes when we find vehicles unlocked, it's not always because they have been stolen so it gives us a little more to work with in terms of roleplaying with that car.

I think something that has not been brought up is that street robberies like this probably wouldn't happen if Criminals had more to do than they currently have. Criminals haven't had a juicy update in ages and are long overdue one. If you are relying on people to branch out and find their own roleplay, then of course stuff like this is going to happen. Yes okay, in roleplay, the streets would be full of civilians but it's a 250 person server. If no player sees you, you got away with it more or less. Street robberies suck for the person getting robbed but like i said, someone has to be the victim. There is a real problem with not just this server or roleplay servers, but society in general. People can't seem to handle taking a loss. The strong prey on the week, that happens in the streets, that happens in nature. If we were to wrap players in cotton wool and put more restrictions on how criminals can interact with them, what is there left for criminals to do really? You don't want to get robbed? You can do one of a few things. Get something to try and protect yourself. Join one of these groups. Join either PD/SD to try and stop this happening IC. Don't get careless thinking because no one is around you that you are safe.

Date and time (provide timezone): 24/12/2019 - 19:00 GMT Character name: Dezzy Bala Issue/bug you are reporting: When you have your speed limiter on in your vehicle and you use a menu, i.e. the 24/7 menu and you get back in your vehicle, the vehicle limiter is no longer functional, this is an issue particularly around speed cameras as people are carrying on thinking the limiter is keeping them under the speed limit. Expected behavior: Well, if the limiter is on, then it should be regardless of whatever else you do in the server, until you switch it off. Evidence, notes worth mentioning, steps to replicate: In this case, I had my speed limiter set to 85. It was correctly switched on and working, as I could only travel at 85. I headed into BellasBites 24/7, opened the menu and bought a phone charger. Closed the menu and went back to my vehicle. Unlocked my vehicle, got inside and started the engine. Started driving and I could go above 85. Pressed the key to limit the speed again, and I got the display that I had toggled it off. So it seems that there is a disconnect between the status of the limiter and it's application on the vehicle.
