Why not make an OOC rule then that inmates are not allowed to attack and/or take guards hostage when there are less than 5 guards online? and an OOC command should be added to support such a check /guards for ex. and if 5+ guards are online no need to ask for admin permission, and if less than 5 guards are online guards can safely interact with players and roleplay without worrying about being outnumbered (which is not realistic in most cases as a prison wouldn't have 1 or 2 guards at any point)

I agree with you, there must be some rule about robbing, robbing someone in an RPly populated street in the middle of the city is nonsense and should be considered nonrp.

That's a suggestion I was planning on making in the future, security modifications just like mods and different levels of security.

1. I don't disagree with you that chopshop money might need to get increased but that's irrelevant to my suggestion since it wont change anything except give the player who jumps into a car a cooldown before he just arrow up and bolt. (no success/fail chance, just a timer of T seconds like food and water) 2. I'm in SD and I play actively and we never ever patrol Chop Shop locations we have an OOC rule about it, we only discover Chop Shop locations by IC means not OOC knowledge of the locations (IC means can be 911 calls, people reporting their vehicles stolen and providing us a location,etc.. but mostly 911's), however let's not divert the discussion to an offtopic.

So a 30 seconds timer with an /ame generated above your head with a 100% success chance is too much that you need chopshop money increased?..- it doesn't change anything except that nobody can just hop in your car and drive away instantly as if he had keys waiting for him.

It happens a lot that while you are unparking your car somebody is standing nearby and once you unlock he just jumps in, engine on and is gone on his way before you can even react despite no key being in the car ICly...- which is not realistic at all. My suggestion is to make cars in need of hot-wiring if you wanna turn on the engine and you don't have a key, the hot-wiring shouldn't be fail/success like pick-locking but rather just a timer (say 30 seconds) If the person later on engine off the car and tries to engine on again he will have to hot-wire it again. (while hot-wiring I suggest an /ame is generated just like when someone frisks a downed player)

It's a nice idea but not locations where you can just drop somebody, make it jobs for a very few selected people or perhaps just give some MD members OOC corruption perms and provide a scripted command through which they can revive someone (however should be role-played fully)
