    So next time when I get arrested without evidence, I can ask the cop to release me because it's making me feel a certain way OOCly? Either we separate IC and OOC, or we don't. There are a number of things people can do to affect you ICly, that should stay IC. GTA V is rated 18+.
  2. As the organization grew and set quite strong roots in its corner of the city, the council convened and asked for their dues, which were promptly given. The terms were in line with the previous attitude from the council: very kind towards the still new organization. War broke out between the Council and the Russian Mafia. WCA proclaimed from the very beginning that they would not make a move against the council, not now, not ever. However, the Russian leadership was persistent to the point of pestering, and we decided to send them a message. We met with the triads and planned a setup. A meeting was set with the Russian Mafia leadership, and the Triads were informed, and they informed Zetas. The combined might of the council was about to rain down on the Russian Mafia. However, the Russian showing was anemic and Jay took great personal pleasure in pointing that out to the beleaguered Artyom. It wasn't long before Russian members called the police in an attempt to outsmart the council, however, there was no amount of law enforcement that could tame the beast that awake in them. Jay spoke down to Artyom, and told him bluntly: "No one will stand with you, only failed gangs. Your only ally is the police, and we're about to show you that they can't protect you either.". Shortly afterwards, the streets around Benny's Motorworks were red with law enforcement blood, and the message was clear: No one will be able to help the Russians. The following day, law enforcement overplayed their hand once more, and found themselves massacred by the combined forces of the Council, Rooks and WCA at the golf course. It seemed clear as day that police will not be a reliable ally to the Russians, no matter how many times they called upon them. As the war raged on, the streets continued to talk about the organization, and it's new home in Vespucci, which prompted new interest, and the fitting joined the ranks. Outcast remained unorganized and their standing untenable. It seems that what was left of their leadership completely left town. During the meeting of a possible new addition to the gang, the Russian Mafia decided to overplay their hand and attacked a cluster of our members. Some losses were sustained on our side, but the entire Russian contingent was wiped out. The group regularly partakes in joint efforts to stop the fleeing Russians, everyone in the city, with all of the friends of the council, and the council themselves. Very little seems to stand in the way of a promising future for the new group, as they bought up apartments in Vespucci, and achieved a long-term goal by purchasing a nearby club. -- To be continued as events unfold in-game --
  3. The Gang met up with the Triad High Command and the council seemed to be united in understanding and attitude. Bruce was positive beyond expectation, and it felt like we were speaking as equals, even though they could crush us at any time they chose to. We embarked on the long journey with a positive step, and with communication channels wide-open. We decided to take advantage of the glorious momentum and start approaching drug labs in the hope of finding outcast, unmet groups or random drug makers. At this particular site we managed to apprehend the latter, and they were promptly relieved of their valuables. Not wanting to relieve any pressure off the Outcast, a yellow Phoenix was pursued with great ferocity all throughout the city, until he finally surrendered and was similarly relieved of his belongings by their group. The good relations with the council and regular incursions into drug laboratories and chop shops created somewhat of a buzz around the group, and numerous prospects approached the gang for membership. Only the best of the bunch were allowed to enter on a trial basis, and the growth had really kicked off. It was in this state of affairs that the group found itself pitted against law enforcement for the first time. Cops were pacified, but not before losses were incurred, and emergency treatment was required for at least half of the participants. The Tavern posted advertisements about a party, and knowing the ownership of the club, and the likely attendees, the leadership believed this to be a great opportunity for both strengthening of relationships, and entertainment, at the same time. The amenities were pleasing as well. As the aforementioned buzz continued to carry the gang's name throughout the city, The Wanted became aware of the organization, and a meeting took place in Stab City. The leader of the Wanted Jamaar was much more brief in his welcome to the city, but it was none-the-less positive. Similar to how the Council taxes non-council organizations, the Rooks tax other organizations. Following a high command vote however, they decided that WCA would be exempt from the Rooks' taxation in perpetuity, regardless of numbers. The forbearance was due to our group's policy of quality over quantity, that would likely produce a worthy ally to the Rooks'.

At the request of the Faction Management team and numerous community members, I have decided to summarize our history since coming into town, and the notable events from screenshots and other media. I will try my best to remain factual and lean less on fantasy compared to certain other organizations. As with all posts in the OOC section of the forums, none of the contents should be taken In-Character. The city of Los Santos is home to a wide range of organizations, criminal and otherwise. The most notable ones being the members of the alliance dubbed "The Council", which was formed by the two largest and most organized criminal syndicates in town: Los Zetas and The Triads. Los Zetas are the oldest criminal organization still active in town by far, and they have been through a large number of wars and law reforms, they weathered a lot of storms, and it made them into the strongest group in town. Triads are relatively new compared to Zetas, however they should not be under-estimated based on age. They are a highly effective group of individuals that do not hesitate to strike, in large numbers, and with specialized equipment, against both law enforcement and criminals alike. Wanted are a relatively large racing crew that more than occasionally engages in arms dealing and the operation of chop shops. They will out-drive you, and kill you, should you provoke them. They are otherwise relatively friendly towards most individuals. Rooks are the newest of the large organizations. They are a re-brand of the old Irish Mob and Los Calaveras; they have grown into their own identity, which has so far strayed far away from the mistakes of the organizations that they outlived. Russian Mafia are a small to medium organization that prides itself on their bright white vehicles, and bright white suits, which contrast with their black skull masks. Outcast are a small organization with seemingly no leadership capable of conducting diplomacy or otherwise lead their conscripts. DeAndre, Trey and Marlo settle in the new city, and before long they learn a great deal about the underground world. They decide that the most prudent course of action would be to approach The Council themselves, rather than wait and get approached. After a short amount of time asking at a particular store, Jay Gamble's number was obtained, and a meeting was set. Depending on who you asked on the street, Jay could be described as reasonable, unreasonable and everything in between. However, when they met, Mr. Gamble was nothing but polite, and seemed to be genuinely interested in WCA's well-being. He explained that all criminal organizations that operate within the city must pay a tax to the council, to cover for lost income as a result of their non-aggression and to disincentivize mindless recruiting. They said that tax will not be collected until the new gang settles into their own. They also put us in contact with the leadership of the Triads. They met up with a man that goes by "Ace", he also unironically refers to himself as "Big Ace" but has so far convinced no one to call him that. To celebrate the start of a good relationship with at least half of the council, the group decided to visit the inauguration of a strip club in Paleto Bay. As a result of club policy, no weapons were permitted inside, and bodyguards would search everyone that goes inside. The group placed all of their guns in a gang vehicle, and went inside together. As they walked outside, they caught a man wearing yellow clothing attempting to steal their weapons out of the vehicle. He was promptly held at gunpoint by Ace, who stashed his pistol in his own car, and he was brought to a nearby alleyway, where we attempted to give him a haircut as punishment for the attempted stealing, he resisted, and was shot. The Outcast was put on the hit-list, and they began to get hit, everywhere. We then used our momentum to recruit several rather quality members, and placed our claim in Grove Street. DeAndre received a text from a man named "Artyom", who claimed to represent the Russian Mafia, and asked for a meet. Unfortunately the meeting was attacked by still unknown perpetrators, suspected to be the goal-challenged "Daniels gang". Most of the people involved were sent to the hospital.
  5. You have provided two dubious links and one from the netherlands which has no bearing of how officers behave in the united states, or specifically, California. I suggest you look up confirmation bias.
  6. The fact that it's in the handbook is not a sound argument. The handbook can be wrong. It makes no sense for an off-duty cop to send people to prison. Regardless of what your handbook says.
  7. If people are shooting you for no reason, they are breaking a server rule, and you have a relatively easy way to approach that. I don't see guns needing to be more strict.
  8. You can already check if you're wanted by doing /payticket near any cop, or at the LSPD.
  9. If everyone would disable a system if given the choice, its probably time to analyze the issues and perhaps rework it.
  10. Something that I personally advocated for since the beginning of the fight for the unlimited prison time was offline jail sentence serving. The idea is the following: A criminal, let's call him Joe gets arrested for shooting cops. It doesn't make sense for him to be out in two hours shooting cops again. However, let's say that the same Joe gets arrested and under the unlimited prison time, receives a sentence of 6 hours. Now that's pretty lengthy to serve, especially without any AFK. The solution: Joe logs off for the day, perhaps goes onto an alternate character, and the prison time goes down twice as slow. (12 hours) This way Joe does not go back to shooting cops within two hours, there are consequences, but you also don't keep Joe in the desolate prison for 6 hours. I feel like it's the best of both worlds.
  11. There are reasons to re-visit the prison sentences, specifically the removal of the AFK timer, but this? Affecting your OOC relationships? No. "hey wanna go out" "sure" *close game* ??? No one is forcing you to do the prison time all at once, you can make those 4 hours by playing for 10 minutes a day for 24 days.
  12. Because you shouldn't be doing that. We should not add script support for bad roleplay. I can not imagine a single scenario in which an off-duty cop would realistically jump into a cruiser and then be like "alright im off-duty but I witnessed it so let me charge this guy, get him sent to prison and fined for 20k". Communicate with the officers there and create some roleplay with players. Give your testimony, and see what they do with it. That's the good approach.
  13. It's you that doesn't understand the issue. I'm saying that the cop doing that right now is pretty bad roleplay and it shouldn't be further supported by the script. You can be detained by a civilian in what's colloquially called a citizen's arrest, however, you can NOT be charged by a civilian.
  14. This is such a huge double standard it's not even amusing. 4. Is it the High Command's responsibility to manage the impound? No. Is it the High Command's responsibility to ensure that the LSPD does everything it's supposed to? Yes. I won't even talk about IB cause that's just thrown in there randomly. Like it or not, the LSPD and SASD are responsible for the impound lot. Yes, responsible. If a vehicle is not released in a timely manner, that means that either police command, or police supervisors, or police officers fucked up. Not the criminals. You. The issue is that in your ideal world, the criminals would be super afraid of cops at all times and never want to get into a shootout with cops for fun, but cops are alright to only do chases and shootouts, not any less desirable work. How is that alright? People will sign up for it, if there's enough repercussions for not doing so. The second someone uses /buzzer, until an officer enters the impound lot NCZ, there's a timer. If the timer reaches 10/15 minutes. All on-duty cops do not get paid for that hour. Because they are not doing their job. I guarantee you more cops will show up. 5. In an ideal world, heavily armed and heavily organized criminal groups would cower in fear as two officers, one african-american bald officer, and one red headed caucasian officers get out of their car, and start pointing guns at a group of twenty of those heavily armed individuals. They all should run away from the officers and avoid them? And don't tell me that never happened either. Half of the DM reports start with a single cruiser going head first into a pursuit of a contender with four people inside of it. How come if a cop aims a gun at a person, it's not a reason to kill the cop, but it's still a reason to FearRP? If the cop can not shoot, but only defend themselves, why are criminals expected to FearRP from the officer? Because it's still a gun, and it can still kill you, so then why is aiming that gun that can still kill me not an egregious threat against myself or my ally?
  15. If this is how you roleplay your character, I can very well claim that it's borderline powergaming/non-roleplay. I've regularly seen cops attend parties off-duty, drinking, and having fun. However, in your world view, those cops would be able to arrest someone for a crime, hop in a cruiser, and sentence them to prison and immense fines, while wearing shorts and vodka on their breath, because, "this is what the handbook says". Off-duty officer testimony does not carry the same weight as an on-duty one, because of that accountability that I described above. An on-duty officer's actions are very often easily accounted for through his tracking by dispatcher, and in certain jurisdictions by mandatory bodycameras. You trying to join off-duty and on-duty powers is like I said before borderline NonRP. Just because the script allows you to charge people doesn't mean it would realistically happen, and should something like what you described above ever occur on the server, I'd encourage the victim to make a player report, as the play to win mentality exhibited by the cop is outright silly. I know for a fact you can not speak for the Sheriffs Department, so maybe we can have some input from Wallace, Osborne or Fain, because if this is truly how you guys conduct your affairs, change may be required, on your side, not the script. Your snide comment at the end of "waste your own time, I'm not the one going to jail" is further evidence of your appalling attitude.
  16. Yes it does. If you don't have access to the mdc, you are relying on other officers to enforce the law. If you can arrest and charge a person, are you even off-duty anymore? Might as well allow officers to be on-duty and doing personal stuff. You want to charge people off-duty because your handbook tells you to charge people yourself when you witness things. Change the handbook, or leave the law enforcement to on-duty officers. I don't see how the server should have to change to fit your handbook.
  17. You should not be enforcing the law when you're off-duty. You definitively shouldn't be charging people when you're off-duty either.
