Shouting out of a vehicle at high speeds for someone to pull over already falls under NonRP. If someone is shouting at you to pull over. Feel free to ignore those demands. Those demands RPly would not reach your ears. They will not get rights to shoot either. This is why police have /megaphone Check some old punishment appeals about NonRP if you want a clearer picture.
