Or maybe make it so when you take a vehicle like one of those out you have to pay bail, and if you want that money back you have to deliver the vehicle back to the HQ it came from.

Your license gets suspended by an officer. 2. You wait till the date of when your suspension ends. 3. The suspension will be gone but you wont get your license back after. Conclusion: I think you should be able to pick back up your license at PD or get it back automaticly after a suspension.
