  1. Based on your numbers here and lets assume it's the average, as I know the numbers are much much higher, that's 90 criminals vs my 40 LEO average. That's a 1.6:1 ratio roughly. @alexalex303 you of all people should know these numbers is much lower. There is in no way that there are 120 legal individuals running around. I would say your numbers need to be a bit higher. The number for gang members is roughly spot on, but the 40 for un-officials or unaffiliated is much more on the lower side. On NA times, the number of gang members is rather low because NA, but the number of non faction gang is about the number you quoted as of late. The only numbers that might be seen going down are factioned gang numbers but we get tons of people doing crime all the time. However, I think the focus on the number is those committing violent crime. I'm talking criminals in general. I should have clarified that.
  2. Sorry, to weigh in on this, there is in no way a chance to "balance" out this ratio. The ratio of crim to LEO is already heavily in favor of crims. On Saturday mid-day to night time UTC, when we can see between 250 - 300 players online, of those being LEO, both SD and PD, are in the numbers of 40 on the highend. So that leaves about 210 - 260 non-LEO. I can do the math, but I'm pretty sure you can see it obvious here. Regarding responses to traffic stops, gang shoot-outs, house robberies, etc, the reaction and awareness for this should be approached from an in-game perspective. You can voice concerns in this forum, and try and raise awareness for this in this forum, but at the end of the day, anything here is OOC, and rarely reflects anything in-game. There are already IC protocols and procedures in place that anyone Supervisory and higher keeps an eye on, but that also depends how many of them are on duty in their respected faction. If you want to see changes, or propose changes, make them IC. There's the gov website for it, there's going to MRPD, or Paleto for this. If there's a dangerous situation at hand, you bet your ass we're going to want to have the numbers. Particularly when it's gang related, official or not. We don't know what mood people are in today, and what they want to do. We need to be reactive and vigilant. To those saying that LEO's have more to lose than crims, I say, learn to play the life smarter. Learn limitations. There are EXTREME rare instances where we are "10 LEO's on a traffic stop". You want to drive 200 km/h down San Andreas Ave, and are packing heat, don't. That's a good way to get pulled over and bring attention to yourself. You want to be a smart ass to LEO's and come up to them and call them "Pig" and shit talk them, that's a good way to bring attention to yourself. You want to play a hardened criminal, great, but even hardened criminals know when to be friendly for their own sake and safety.

  4. All bomb threats are treated as if they are real. However, there are IC protocols that need to be followed through and without the necessary individuals online to deal with it basically robs both sides of valid RP.
  5. Yes, they do and should absolutely be held accountable for, but you're speaking of one portion of JB, whereas it is composed of multiple areas. That was just the point of clarity I was bringing forward. The Police uphold the Law/Penal Code, JB/GOV work together to implement them after a Review Board in a sense discusses and imposes laws and ideas of.

  7. JB is not there to hold the Police accountable. That's what IA is for. JB is there to set the laws in place that the Police are expected to uphold. PD doesn't make the laws, JB/GOV does. Reasons why all occupants are charged with Evading is basically if there was a chance to exit a vehicle, and you didn't, then why are you less accountable for evading from Officers? You had a chance to prove innocence, or to receive a lighter sentence for possession charges, but staying in the vehicle is an IC decision. Now if there was zero change to leave the vehicle, then that's up to the Officers on scene to interpret that and it's again still IC. On the subject of time duration, yes the script is only in days. That would be the OOC part, the IC part is determining the duration. So the IC part needs to happen first before the OOC part can happen. I'm all down for halving or even taking 75% of the time away, but I feel that the removal entirely makes no sense to me. There ought to be some punishment for vehicle crimes, just as there are for gun charges. What's stopping you from driving another car, outside of it not being able to be released from impound?
  8. +1 to this. Should be relatively trivial to do. As well as give us a notification when you're about to hit the text limit. Nothing more annoying when you're texting a lot and then they start blending in because you maxed out one thread.
  9. Half of what you are saying is being upset about getting caught and IC protocols and actions and not relevant at all to your topic. As for the actual topic at hand: As mentioned above, DOC was not meant to be a place to just go and make money and then be out. It's a place to RP as well with DOC and other inmates. The ratio was decreased to assist with the other buffs to the prison sentence like 1 hour of sentence time every 12 hours removed compared to once every 24 hours. When litter and laundry was first introduced, for the first couple of weeks, we had people cop baiting just to go to DOC as you make more money there doing anything else at the time. While I'm not opposed to making money more accessible to crims, adjusting it via DOC is not the right direction with the other reductions already in place. I think the devs did well in this.

  11. I would absolutely +1 this, but only account for items on your body. You shouldn't be getting charged for this. If you're under NLR, this makes absolute sense to have the items on your body be wiped of any prints, but at the end of the day, a /report 1 "did X die in Y shootout?" should be done. I feel like it's unfair to someone NLR'd to get charged for what was on their deceased body.
  12. I think this is a really good idea. The only thing about this is that when a 911 call is made, it drops a little blue or yellow person icon on the map at your exact location for units to respond to. Of course, if you're being moved, or leave the scene where you called, that won't follow you, but it tells them the exact pin-pointed location. I could see this being used for civilians to assist other civilians when situations where MD is on the scene of a massive gang shoot out and treating 3-10+ suspects are have no available units, or there are not enough on shift to answer calls.
  13. Going to have to -1 this because using an oil filter as a suppressor allows for a single shot before it's no different from being unsuppressed. Not to mention a used oil filter would gunk up and cause damage to the barrel of the gun, the slide, and even potentially the firing mechanics due to back splash of oil and the contents inside the oil, like metal shavings. It's an interesting idea, but completely unrealistic in regards to firearms.

  15. What about a compromised middle ground, since we don't have any sort of way of coming to an agreement. A sort of "Semi-NCZ" where in, scripted triggers or actions are unable to be done, but RP can still happen. This way you're able to still enact your RP situations, hostages, bomb threats, spray painting, vandalism, etc, but things that do not allow RP with others, breaking CCTV, breaking into cars, etc would not be allowed. This way it's pseudo-enforced of RPly having LEO always around, BUT reduces the number of people disregarding the devoid physical players. Might be a stupid suggestion and something that would be way to difficult to integrate.

The issue with it, is that currently people disregard the NRP ruling, and it's just a few small bad eggs of people who will eventually learn it. I've seen people with 100k+ exp doing this on the almost the daily. People just see cars + empty area in an area thats got LEO/MD/GOV written all over it and disregard it all. 14. Player Theft, Prison Breakout, and Kidnapping Player Theft Robberies should be conducted in a realistic manner with a reasonable in-character motive. Location, time of day, and realistic population should all be considered prior to a robbery. Players should not conduct minor robberies in situations with high risk. Players should consider the risk vs reward of the robbery and utilize secluded areas where necessary to avoid witnesses. The other thing about heading to NCZ's to escape RP is also covered under Rule 13. No Crime Zones. 13. No Crime Zones (NCZ) No Crime Zones (NCZs) are indicated by the HUD (bottom left) or through the /NCZ chat command. These are areas that are considered populated, extremely public, and areas that would have ample security measures such as cameras, staff, and so forth. In these areas, players may not commit any crime, but are allowed to flee, lie, or scam In-Character. If a player uses the NCZ for protection the attacker must wait for that player to leave the area. However, players may not go to a NCZ within 15 minutes after engaging in criminal activity or a resulting chase, unless they are turning themselves in to law enforcement.

  18. I +1 this only because of the number of reports I've read through, and number of discussions that have happened recently. People consistently state that when LEO infiltrate an area or enter an area that's gang HQ, but devoid of physical players, it's considered NRP as the area would be "RPly" filled with gang members. Yet those same individuals or faction members will come to Pillbox or LEO and pick cars as the area is devoid of physical players when it's been stated that it's "RPly" filled with in and out going LEO's, or starting shoot outs when you have Doctors, and Patients entering/exiting the facility. I'm fine with organic RP, as long as the RP makes sense and isn't just a "fuck you" mentality or a "W" mentality, however I've rarely encountered a RP scenario where the RP made sense.

  22. Sadly, with the way things are integrated, and how they are rendered, any form of RP would be difficult to manage and communicate without massive amounts of stalling. This in turn can create a sort of unexpected additional individuals entering the scene, and as players are not to pause RP unless requested by an admin, the only other way is to find clothing that hides weapons as best as possible. Adding or allowing a quicker timer to opening bags is not something I think would be appropriate, but, the suggest underarm holster, if an asset can be found that will also work to desync the weapon on their person would be a very viable solution.
  23. I will say this, despite not having been involved with raids at all, but from the one that I was involved with wasn't even a planned raid. It was a goof who did something illegal, lead us back to their property with LEO behind them, and went into their house. That gave us all the IC reasons and following with High Command, and division Command discussions, we were able to enter the property. The amount of weapons we had found was, to me, outstanding and befuddling because why would you keep that much weaponry around at one place. I understand that you're grinding drugs, cars, banks, and stores to gather funds to place shipments, which can be comp'd by LEO OR other gangs, and thus losing out. I understand that these set backs throw a wrench in your plans. I understand that this can demotivate you a lot, however, what I don't understand is the need to endlessly grind hours upon hours upon hours to get assets, when there is alternative RP that can be done, that's been suggested here before. Working relations with other gangs, discovering new tactics, scouting, etc. Yes some of this does require some assets, but perhaps it can take away from needing to endlessly grind, which can result in getting reset due to a gang push, or LEO being informed of X happening and having enough strength to react. At the end of the day, getting raided sucks. You lost a lot of shit, and a lot of time that you put in. From the LEO side, no, we don't really lose assets. However, we do lose things at an OOC level. I've said it before, we're missing out on RP ops because we are NLR'd. We have to be creative and try to ICly explain why we cannot be involved with an on-going situation because of getting NLR'd. At times, if something is getting executed on, the NLR can go pretty far back, and someone else has to take over and pick up the pieces. This is why when shit like this happens, as others in a similar division or involved department, documentation, evidence, and communication has to be as transparent as possible. In the real world, raids like this where people are out of the city, town, even country are conducted all the time. That is specifically planned. In ECRP, this is not the actual case. Things don't happen because we know X won't be online, or that Y is on LOA or on vacation enjoying time with their loved ones. That wouldn't be right or fair to anyone involved, as well as a massive breach in OOC/IC mixing. There has not been one instance of IC/OCC mixing I've seen from any of these events. Everything, as I outlined above, was done with sufficient and carefully gathered and documented evidence. At the end of the day, it's up to LFM and FM to determine whether or not these being done are in fairness, but there's already a very strict set of guidelines that have to be documented ICly to be be approved. If you've got alternative suggestions, which I've seen some good examples of in the initial post, my response here is generally aimed at those who are complaining enough already about LEO's and their involvements with everything that is IC.
  24. Were you able to resolve this? Generally all that's needed is to just disconnect and reconnect to the server, or close the game and reopen it. Then ensure you select the Login and not Signup buttons on the left side of the screen when you have the input fields, and login to your account.
