Date and time (provide timezone): August 9th, 2020, 1AM EST Character name: Ashley_York Issue/bug you are reporting: During night hours when the flashlight is equipped in your inventory (on hip), it will always show as "on" to other players, and when you aim any weapon your flashlight will turn on. For example, flashlight is equipped in your inventory while placed on your hip, you aim a weapon and the flashlight then turns on. Expected behavior: Issue 1: Flashlight equipped on hip should remain "off" when aiming a weapon for player. Issue 2, sync: Flashlight equipped on hip should appear "off" to other players. Issue 3, sync: Flashlight equipped in hand should show as "off" to other players when flashlight has not been turned on by the player holding it. Evidence, notes worth mentioning, steps to replicate: This has been an issue for a long time as flashlight sync has always been an issue between characters, will always show as "on" when in hand to others, even if the player holding it didn't turn it on. However since this inventory update the flashlight shows as its "on" even when its on your hip and not in your hand. The bug before you could live with, but now it's just distracting and bothersome when trying to stay hidden for example. Aiming a weapon the flashlight turns on while it's on your hip: Flashlight equipped on hip is "on" and visible to others:

Still seems like an IC thing to me! I'm not really sure your issue here, we have pretty extensive protocol around Firearms Licensing for good reasons.

Either way I don't care how it is, but something needs to change. Ideally we lock ticket payment after 72 ooc hours, and automatically apply the charge. Paying tickets to officers isn't really a thing in North America anyway, so wherever they have to go to pay it is fine.

The point of an RP server is to RP, but I mean more commands with no rp is fine, if you are into that kind of thing.

Either remove the ability to /payticket to officers or have it that officers have to accept the payment. Driving by someone sitting in a cruiser, and just using /payticket to avoid having to go to into PD or any interaction with an officer is practically power gaming. If they have tickets that exceed 72 OOC hours, they pay it off avoiding further charges. There is no script that automatically makes tickets un-payable, or adds failure to pay a fine. I don't mind RPing a card reader or taking cash if that's what they want to do, but at least some kind of interaction is needed. I'd like to see this either amended or removed please!

Erm, you see, the thing is we can change protocol to fix some of these things. I'm currently in the process of re-writing the entire handbook... It's not fair for the majority of officers that follow our RP standards, to get lumped in with a few rotten apples. If you play at certain times of the day, I can agree that we are lacking supervisors, we're working hard to get as best coverage as possible. I've been in the LSPD for nearly two years, I've seen at least several people banned for various reasons. If someone breaks a server rule, the admins are bound by their punishment guideline, meaning if someone does something, they would be punished like any other player equally.

Yes, and not every one of those 387 people are committing crimes on a regular basis... It does take time to get to a scene, be that a minute or ten, or calls go unanswered because we simply do not have enough units to cover everything that goes on in the city. The police are already wiped out on a somewhat regular basis because criminals join up against the police. Nerf the police for what? I already stated we make things as fair as possible. We could just go back and give every officer a carbine and say, "only follow server rules" and let me know how much better that will be. You can't compare Eclipse to IRL when a large majority of the civilians play it as structured GTA:Online. We have to do what we can until everyone is up to the same standard. This has to stop being a Police VS. Community thing, we're all here to RP. I have already stressed it enough if someone is not living up to our standard, we can fix that by getting them reported to us through IA.

I'm not really sure what's going on now, I think there are several topics to this that have gotten jumbled up. In all honesty, it sounds like you have been the brunt of a few poorly handled and executed scenes, the PD makes things fair enough for everyone, I don't really support more rules against the PD when we already do everything we can to make a fair playing field. The PD preaches heavy RP, we're always one step above everyone else as we hold the standard for the rest of the community, if you feel someone is below our RP standard, report them to us.

If people keep coming on here and making discussions about things without knowing the full context of how it works, most people in the community will jump on the bandwagon as they themselves are also likely unaware. So to fix this, we ask people to report things in the manner we can handle them, this way we can get everyone on the right page. Yes, NPC's should be considered a person, current rules do not say they are, please post a suggestion in the right area if you would like to see that changed. But other than that, if you want a police chase, go on a police chase. In the mean time, instead of waiting in the store for them to show up, have someone keep an eye out or better yet, pretend to be just leaving as they get there.

You don't know our protocol. You don't know how seriously we take play-to-win attitudes. People are trying to help explain how you can change something, so please do so in the means we've already put in place. When it comes to the current rules and scripting, we work with them as best as we can to give players a fair playing field. Yes IRL it would not take 15 minutes to take $4000 from a cash register, because IRL a register isn't going to have more than $100. If police rolled up and blocked the front door, easily the same could be done at the back door. Yes I agree perhaps some rules should be amended, but as it is right now with the current scripting, we do everything we can to make it fair for everyone. Moving on. On the topic about police valuing their lives, they do. If someone is breaking that rule then report them. Because of scripting reasons, you still carry your personal pistol on you. So that means if I die on duty, I respawn at the hospital with no personal weapon anymore, I lose anything else that was in my inventory, be that my radio, a cheeseburger or clothes. About adding pistols and armour to the treasury, yeah you could, but the economy is already so out of balance it would be impossible to figure out. IRL officers don't die in the field on a regular basis, the budget normally spent on guns and armour would be at least 10x an IRL police force of an equivalent size. On this server a police force can be wiped out, there is no army, or national guard to respond as they would IRL in some of these cases. About police dropping weapons, that would create a huge incentive to start hunting officers for weapons. I don't agree with it mainly because eclipse does not have solid enough rules surrounding how heavy this server is supposed to be on roleplay. In all honesty, I don't see how adding that to the budget would change how officers value their own lives as they already do. The police are not meant to be a force that can be easily overthrown, or casually shot, or killed on a regular basis. We are not NPC police in GTA single player/online, we are here to RP. If you feel someone is below a standard, feel free to report them to us directly, this way we can be sure that the officer(s) in question do not repeat the same mistake over again.

https://gov.eclipse-rp.net/viewtopic.php?f=24&t=3259 The IA reports are IC and OOC. Make a forum account, nearly 10,000 have been made and counting, it only takes a moment. A name and badge number are not required but if you can provide one then do so. We do ask to provide a description of the officer. If you have recording software like most people do, you shouldn't have any issue uploading a copy of the video and submitting that with the report, as that is usually enough to identify the officer in question, with a description provided. You can always ask OOCly for the information such as name and badge number, just be sure to fill the form accordingly with (( OOC )) brackets where applicable. Many people have managed the IA report system with no issues, we have a great team of people who manage Internal Affairs. We cannot fix things unless notified properly. It is not uncommon that a newer officer may make a mistake or two in their early career, versus that of a seasoned officer who has been in the faction six months to over a year. If we don't see ourselves, or have incidents reported, then we cannot be sure that the officer in question will not make the same mistake again. These incidents should have been reported through our gov-forums long before it is a post on the eclipse forums, especially if a lot of people are unaware how seriously we take things and how in-depth our protocols are. If you feel something might be wrong such as protocol being broken, feel free to make that report, it'll be investigated fully and handled accordingly.

Well said enough. There is zero reason for everyone to go up against the police, they are not a force that are supposed to be overpowered. The only way for anything to improve is if criminals increase their level of RP. Either that or we go back to 10 hour jail times (my personal favourite). If I'm not mistaken, around December of 2017 I pushed to remove most heavy weaponry from PD. I did that to help criminals push for a better level of RP. If we didn't need heavy weaponry, why would they. The only reason we've had to go back to assigning MP5's to POIII and up is because of the poor level of RP displayed by criminals. Say an officer wants to pull someone over for a warning, perhaps they were driving too fast. 9/10 times now they will get surrounded by some gang or friends and most likely killed. Going to jail for a little bit, or receiving a speeding ticket shouldn't mean life and death. It's becoming increasingly frustrating that criminals feel that they should be able to 100% overthrow the police at any given time in any given location with any number of people. This isn't some 3rd world country with corrupt government and police, this is RP'd as America, where there are laws and regulations to protect citizens and officers alike. I am not saying the PD doesn't need to fix some situations, but that's all we push for is a high level of RP. If someone does something like this, you can be damn sure we handle it once we know about it. It's becoming more than weekly we put out posts about RP quality and how to uphold heavy-roleplay.
