Turn Important Job Sites into NCZ's

First off i have no benefit to this. i dont do civilian jobs but im noticing a huge issue thats harming the ingame economy as a whole. currently its against the rules to steal cars from an ncz or realistically populated area and thats what this is suppose to accomplish. its only to reduce car thefts in these areas because it can and is causing repercussions to the rest of the community. again, i dont do civilian jobs, i chop cars for income often so this is from someone who looses way more than can gain.

after the new update adding more chop shops and gang influence, car thefts have been off the charts. i have no issue with this and partially like it because you dont see cars sitting in the middle of the road anymore because they get stolen so fast. also its a great and easy way to make some quick cash at almost no risk if your on the stealing side. 

the problem this is causing however is less are people willing to work at important jobs because people are stealing the cars from the job sites. they work for 1 hour to get 4k and come back to see the car was stolen and is going to cost 4k to get it back basically erasing theyre work. this is why i assume less people are doing jobs vital to the server economy and everyones experience like truckers and armored car drivers. i know that it should be an ic issue and cops should be patrolling these areas more to prevent the problem but having people not do these jobs messes with the economy and gameplay for everyone and there is no way the cops can sit there at these places 24/7 like they could in real life. for the first time in weeks the other day i decided i would try trucking just to have something to do thats different. and less than a couple of moments from getting in the truck i saw someone steal a car from the parking lot. after seeing that i decided to quit the job and do something else where i could keep my car nearby and before i could make it to my car, another guy pulled in and started lockpicking it while seeing me walk to it. in clear view of another trucker.

the reason its not an ic law enforcement issue is that is getting unrealistic that so many car thefts are happening to this degree from what would realistically be heavily populated areas. also its not a ic issue because realisticly these places would be guarded if not by cops private security companies which we cant do ingame. the trucker job is at a wherehouse distribution center, armored car job is at the most secured and monitored building in all of ls besides for zancudo, & the mail job is at a heavily monitored postal service responsible for millions of dollars worth of packages a day for the entire state. others likely wouldnt be guarded as much and shouldnt be added as ncz's such as oil, mining, and farming. im sure you get the idea. places that would be heavily guarded by security or routinely have cops should be added, places that dont have security or parking lots shoudnt be added.

im suggesting 2 things, making certain jobs that realistically would be guarded by security or cops like the trucker and armored car job become official ncz's. also to prevent people from abusing parking in these areas for free and have no risk, these areas would either have parking meters just like the bank and the car could be towed if the cops find the parking pass expired. or make a fence surrounding the ncz and move the job locations at the entrance, upon starting the job you then have access to the /gate command for that specific gate to get into the parking lot

gas stations and stores can run out of fuel, food and drinks if truckers dont bring the supplies in which can cause players to starve to death in the server or not drive as often due to not being able to find gas. im sure im not the only one who lately has noticed stores are staying sold out of food, gas, or other itmes much longer than previously and believe this is whats causing less people to do these jobs causing shortages in gas, food and other items in the server. 

im not suggesting making huge zones around these areas ncz's. this would only be appropriately sized ncz's to stop people from using lockpicks in areas they arent suppose to be doing it anyway but do because they know the owner is far away. im sure most people can agree that the new robbery rules are suppose to prevent this but unless someone is caught in the act its almost impossible to track down someone ooc who stole the vehicle unless they saw the id of the person who did it and have proof. thats kinda hard to do when your car alarm is tripped and your across the map in a phantom. 

experienced players dont do these jobs often and the community relies on people who are new players to do them most of the time. these people dont have 2,3,4 or 5k to pay moors to get the car back and makes some players to just not do the job again because the cost of doing it isnt worth it. the only way to stop this is to add a security job that pays people to patrol in areas like this to protect cars, add a gate that can only be triggered by working at the job or make them ncz's. 

i know this would normally be an ic issue but i think this is getting to the point its having unrealistic impacts on the city as a whole which would turn it into a non ic issue as its unrealistic a state looses all access to gas, food, or water because of car thefts making people decide to not work there anymore. realisticly if this did happen people would hire truckers from out of state to bring the supplies in which is something we cant do ic to counter this problem. this is the only way the ig economy can keep moving and is being threatened by a non realistic issue. again  to sum this up, my main source of income ingame is boosting cars so this would really hurt me. i also dont do these jobs anyway so i have nothing to gain from these changes and they would actually me compared to improve my life.

 

ive included an example of an ncz suggestion that i think would be realistic, it only would cover the area that would realistically have heavy foot traffic, be guarded and also be a parking lot. if you dont agree on making it a ncz we should atleast do the gate suggestion so people could still do non ncz zone things here like drug deals, gang meetups or ect. we have ncz's to stop people from breaking laws in unrealistic places like banks or police stations, why shouldnt we do the same thing for a federal reserve or guarded wherehouse that controls all good and services to the entire state?

They’re already practically NCZs with the robbery rules. If someone wants to RP there they shouldn’t be limited by a script. I remember clearly during Ballas we set up a meeting by the truckers yard using boats with the Iron Pegasus MC. This wouldn’t have been possible if it was a NCZ. We don’t need more restrictions.

what about the parking gate suggestion then? like you and i agree upon they are already suppose to be recognized as ncz's. but people really are abusing them not being official ncz's meaning you can still lockpick unlike at the pd and bank. its against the server rules but still happens a ton.

I think the current NCZs we have are perfect

but its not an official ncz, it would be more of a unofficial ncz where lockpicking is disabled just like official ncz's. doesnt do anything to stop people from doing illegal activities or other things. its only suppose to act as a script to block people from stealing cars in the area that would realistically have 5-10 armed security guards that wouldnt let anyone in unless they showed proof they worked there or had another reason, and stop players from breaking server rules where nobody can really catch them doing it

There's no such thing as a partial NCZ, and it wouldn't really make sense. Would the guards just turn a blind eye to any crime but lockpicking?

no but other crimes like muggings, kidnapings or shootouts dont happen in these places often ig compared to car thefts. breaking laws in these areas are already against the server rules but because people know truckers are not there often to catch them breaking the rules, cops dont patrol there, and dont have to worry about a player report because they wont get caught so they steal the cars from there. the point is that other crimes happen rarely in these areas and dont cause problems for the entire community, car thefts are happening because of metagaming and not a rp reason. its because they know nobody is really there to catch them. i would argue the exact same thing if lockpicking wasnt blocked in ncz's like the pd if people kept doing it there so much that people started refusing being cops in the server because of the hassle

yea, but the reason banks are ncz's is because people kept parking cars there because they were ncz's. then while offline people would come and steal them from ncz's because they knew the owner was likely offline. thats why areas became official ncz's so the picklock was unable to be used anymore to prevent people from stealing cars from there.

i just dont understand why you guys dont agree with this. its already against the rules to commit crimes here so these areas are already ncz's. all im asking is to put the ncz script there so people stop breaking server rules to begin with.

It's not against the rules to commit crimes here, this is a complete misinterpretation of the robbery rules. Crimes committed in these areas are supposed to be well thought out and rp'd to a high standard, with a good IC motive, robbery rule does not equal ncz.

NCZ's are all too often abused and are in place to prevent abuse on an OOC and IC level.

With robbery and situational rules currently in place. Public places already have a 'soft protection' when it comes to witnesses. At this time, the rules seem to protect more, player vs. player robbery. While, yes, there would be dock workers in the area, there's no telling where they would be and what they would see when someone is lock picking a lone car, versus an individual, overtly aiming a gun at someone where everyone could see an active threat in public.

There is a benefit to owning your own truck in this case or having someone drop you off here.

Would love to see some kind of 'public protected area' automated reporting though...

  • Someone lockpicking a car around a job or dropoff, an NPC calls police.
  • Shots or weapon in hand rendered near an NPC view, calls police.

This could still allow suspects to, be successful, or get away and would allow even job sites to have a little bit of robbery RP, even if very short.
