As far as I know, if you are on duty no matter a trainee to CEO of a company, this goes for any job. Your first duty is to do your basic faction duties such as accepting taxis, taking news requests, etc. I was in MD for a bit over a year and some months, and I just had to do paperwork off shift if I was the only one and duty and I wanted to just sit down and do it otherwise obviously I would have to respond to calls and not ignore them letting people die. This is because while on duty as a medic, it stops PD/SD from doing /stabilizing and picking up the calls while an MD person is on duty. I view this the same as DCC with city bees, they are limiting a function of the server by not responding to calls. So I believe they (all factions) have to respond to the basic faction duties.
