  1. Jasmine and Astrox both make good points about very little information being available in the Public Government forum, all that exists is the Penal Codes and Business licensing. To find out a lot of IC information you need to ask somebody who knows or read an OOC thread on the forums. The only Press Release was posted in January. More active Government presence and public information would be beneficial. AFAIK I can't even see who the members of City Council are without checking their forum usergroup. Seems Randul is taking all of this into account though which is fantastic.

    4 man rule makes sense on that server due to 32 slots and the lower number of cops. Applying it here would only patch an issue and not fix the cause.

    Masks in NCZ.

    Masks aren't illegal but naturally make police suspicious. If you enter Mission Row they will ask you to remove the mask or deny service. Masks would include head coverings which is a very controversial subject IRL because of many countries pushing to ban burqa's and similar items of clothing. Regardless, these are topics that should be brought to the Government and discussed ICly.
  4. As clickclack stated NGG I'll point out we were only able to give people a 2 hour sentence there as well, but having a court provided many benefits to all parties involved. Judicial had the ability to put people into prison for longer than any of the LEO factions were able and can handle cases outside of an arrest. Having the Detectives Bureau build up a large casefile and bringing them to court for a heftier sentence than otherwise possible, making officers responsible for their actions and potentially having them or the department sued. Obviously sentences are low, which can be resolved by increasing the max sentence but counting that time down while the character is offline. Players can either go do something else or log into another character. When you bring in a suspect you could implement a system of bail which requires them to follow some rules until their court date; anybody with a history of breaking the terms of bail will lose their right to bail in the future. Only bring the courts into play if the suspect will be going to prison and not jail. They can waive their right to a trial and just serve the sentence or go through the courts and risk receiving a longer sentence and heavier fine. Have the necessary parties agree on a date, if the suspect does not show up or cannot show up within three days they automatically lose the trial and they get a warrant for arrest. Add lawyers to the server, maybe as a faction separate to the DOJ, allow them to come and represent a suspect during the arrest process regardless of the case going to court. They can try to lower the sentence or talk the officer into removing charges; they might also talk their client out of taking the case to court.

  6. I believe that disallowing staff at a certain rank from leading gangs may be important but being in a gang is fine so long as they remain unbiased. There just needs to be accountability for ones actions and in the event of larger issues or issues with the higher ranks then it their may need to be larger repercussions. A warning system for gangs that are consistently problematic would be a start. We also have the issue of some gangs being much too large for the health of the server. More official gangs with a reduced member count would be preferable IMO. I certainly agree at looking for ways to sort out how gang interactions are currently occurring. The two largest gangs are in an alliance and have ~100 members between them, then the smaller unofficial gangs are working together because it's the only way to counter them. Random people are constantly getting caught up in the gang wars too because a shootout could happen anywhere, whether it's at the gang HQ or one block away from Mission Row in the middle of the day. As I said previously we need to ensure personal accountability, but also accountability from gang leadership. If there are people in a gang constantly getting reported for breaking server rules we cannot just consider that the rules are the problem, but that there is a common factor in the people being reported. Some more clarification may also be necessary in the rules, but definitely not adding exceptions to rules for gangs. Server staff may need to get together with gang leaders and discuss the current level of roleplay and health of the server to determine the appropriate actions to take moving forwards. There is clearly OOC problems that are affecting the IC world here, and vice versa.
  7. I understand what you're saying, but I completely disagree with it. Your method for reducing the number of people breaking rules is to change the rules so what they are doing isn't against the rules. It SHOULD be against the rules to KOS people, even if you're having a gang war, because the whole point of the server is to roleplay. You need to interact with people before you just shoot them. Sure it happens IRL but in the environment available to us it happens far too often and characters don't actually die when they are killed so you just end up with a cycle of retaliation between gangs. Everyone on the server needs to be held to a higher standard of roleplay but unfortunately the current meta is repeatedly robbing people once they leave a NCZ, shooting up gangsters, and baiting new players into giving you a reason to try and rob them. With the influx of new players to the server, long time members of the community have been showing off the worst parts of the server in full force and teaching poor roleplay standards to them. People call out their demands then start shooting without allowing for a reasonable timeframe to respond. The complaint today against 14 members of the Zeta's has them give demands to raise hands in voice only and start shooting one second later and what you're suggesting is that we make that completely justifiable by the server rules. As a player who isn't interested in gang roleplay it has been very difficult to stay interested in playing on the server, so anything that reduces the standard of roleplay by any degree is completely unacceptable to me.
  8. People are already trigger-happy and don't initiate in proper roleplay before they start shooting, and you want to make that allowed by the server rules? We need stricter roleplay regulations, not rule changes that negate the number of player reports coming in because people (cough Zetas) only want to win.
  9. Except that people can, will, and have run over to pick up items you put on the ground or into an unlocked vehicle without any roleplay. I can't even take my gun off without unholstering it and dropping it on the ground if I want to put it into my car, which I cannot do at the parking garage. Allow for directly giving an item to a person.
  10. There is a LOT that can be created through C# and JS, but it's also possible to mod the game with dlcpacks.
  11. Info about causes and fixes would be appreciated on this error. There's no log file to check either. Whenever I crash I delete any javascript files in client_resources and delete my profile in My Documents/Rockstar Games/GTA V. Sometimes logging onto a different character then the intended character seems to work too. Happens very frequently at bank, pillbox, and mission row.
  12. That only applies to people without connections. If you want to be a criminal you need to have a crew. Getting a permit is super easy too so long as you’re clean.

  16. I crash half the time I’m at bank and lag out the rest of the time. It’s also impossible for mechanics to get rid of the bikes and motorbikes.

  18. Sure, add in a rule regarding all sorts of scenarios which fall under existing rules. People are prone to interpreting rules in a way that is beneficial for them, so it is important to ensure that they cannot claim they did not know. I doubt that you feel what you did was acceptable but you are trying to justify it. What I quoted as an example of exploiting is one that is written in the rules, but the overall rule is about exploiting thus looking at the various definitions of exploiting will provide you with the exact reason for your punishment. "A known way to compromise a program to get it to do something the author didn’t intend." "A program or system designed to take advantage of a particular error or security vulnerability in computers or networks." "To employ to the greatest possible advantage." Technically speaking, adding a rubber band to a controller could be defined as a modification as you are changing the functionality of the device. Regardless I believe most people would agree that walking in circles or into a wall or some other aimless action like that for the purpose of farming pay cheques is not fair play or roleplay. In the end I am of the belief that the admin team responded appropriately in this situation and to be frank they are well within their rights to interpret the rules to ensure nobody takes advantage of the server mechanics in a way that is dishonest and outside the intended use set by the developers. tldr; Add in examples and scenarios where a rule would apply, but just because somebodies interpretation of the rules makes their actions acceptable does not mean it is within the intended purposes the staff team envisioned. Staff have the right to punish as they see appropriate and in the off-chance they start punishing people unfairly then it will be dealt with by their superiors.
  19. A suggestion is something to BE debated, not just a poll. A system exists to ensure that players are not AFK, attempting to bypass that system is clearly an exploit which is frowned upon in any game and community. If you have some something setup to ensure you will walk around in a circle for hours you are exploiting which is a server offence. "Players must not have mods, trainers or any kind of software installed that gives any advantage." You could also classify the behaviour as non-rp. The advantage of abusing the AFK timer is gaining government cheques and increasing your experience which is often a requirement for applications such as joining a faction or applying for server staff.

    BBCodes upgrade.

    I haven't seen an option to change the editor mode between source and wysiwyg mode either, which would be nice. Though if there is a way perhaps somebody could point me in the right direction. Custom bbcodes is a +1.
  21. I don't think the menu really matters, but how many people would walk into a store to rob customers IRL? And how many of them can do so without any fear of the police getting involved? Personally I believe including many interiors as "NCZ" but changing what that entails. Any crimes committed in a NCZ would appear marked on the map and inform the police. If anybody steals a vehicle it would be reported as stolen and create a BOLO. Anytime a stolen vehicle enters a NCZ it could notify police. I not currently in place, setting up a car scanner that would flag license plates that have been added to the BOLO list. The numbers of car jackings and thefts that individual players have to endure is very high because the number of people in-game is limited. A majority of players that are not in a government faction are criminals, even some that are employed in civilian factions. Setting up systems that allow the police to better respond to crime in the city would be a good start to solving some of these issues. Rules are also in need of change to ensure healthier player interactions.
  22. When on foot you are forced into an animation to put away and withdraw your guns, adding some delay. If people are aiming a gun at you and see you reach for your own gun they have the option of opening fire and putting several bullets into you before you can react. If you are in a car and somebody aims a gun at you, you are able to swap to a weapon and shoot without any sort of delay or animation. There is no visual indication of them reaching when there realistically should be something. I had a friend aim a gun at some guys that rocked up; he ordered them to leave but they just pulled weapons and shot. He was within a metre of their vehicle and would have seen them bring up weapons and should have been able to shoot at least one of them down if not for the lack of animations when swapping to a weapon and also the fact that the animation going from seated to shooting is near instant.
