Helicopters are unable to see you on the ground if you cannot see them. Desync does not control this, streaming distance does. This is set server-side. If they can see you, you can see them. It's often the case that the angles make it hard to see them.

As long as it can run base-game GTA it can handle RAGE no problem. Check some benchmarks with similar specs online and you'll find what you're looking for. If it's advertised as a gaming laptop I promise you they'll have either GTA or some game similar to GTA listed as benchmarked.

Unfortunately with even the current opacity, a lot of peoples' horrible bitrate recording/rendering makes IDs unreadable. Lowering it even further would make this issue even worse.

When IDs were hidden we often could not track down offenders, which is why it was reversed. The logging regarding vehicle kills isn't perfect 100% of the time and led to 3 cases of VDM being fully excused due to us being unable to determine who did it. Big -1, just focus on aliases rather than IDs as mentioned in my suggestion.
