  1. There is. Under 14. Deathmatch (DM) Scamming in a no crime zone is allowed, and that is why it is not found in the server rules.
  2. In roleplay, actions have consequences. If you speed, you get ticket. If you get ticket, you need to pay it. If you can't afford to pay it, you should perhaps sell your car, or your house.
  3. I think this is a good compromise, that will allow civilians to wear body armor while preventing criminals from overusing it. (Assuming there are strict regulations in place to prevent gifting body armor)

  6. Yes, almost all the sections there are in-character. Any OOC should be limited and clearly marked by (( ooc )) brackets.
  7. There are two main forums. This forum that were on right now, which is the main Eclipse forum, mainly OOC with some IC sections. There is also the government forum (RPly a website) which is mainly IC. A gun license is an IC thing, so you will need to visit the government forums at https://gov.eclipse-rp.net/.

  11. There have also been issues with players misusing channels like this to metagame, and yes it's easy to trace, but it does require monitoring, so in the end it creates more work than it eliminates.
  12. This sounds like wanting to have your cake and eat it too. There are even hotkeys for switching frequencies right now. It would be too good to be able to listen to both but speak only into one.

    I believe illegal factions can import a scope attachment which can be used in first person as an actual scope.
  14. This can not happen as long as factions like DCC, LSC and Bayview are allowed to hire felons. They have actual criminals working for their companies and you wish to give them access to carry guns without a license. big -1 If they are upstanding citizens, they can get a license the normal way. If they are convicted felons, they should not get access to a pseudo-license.

    This is a roleplaying server, it should be about the realistic portrayal of characters. There were a lot of problems with the server. People could shoot cops, come out of prison and buy a gun from a store. People could kill others, cops would show up and there would be no bodies. People used to have a big chance pistol vs fully automatic firearm. These haven't been changes "for PD". These have been fixes to increase realism. If you don't enjoy a realistic server, then that's very unfortunate, but it's the way it should be.

    If you know people that are cheating it's your responsibility to report them. We should not shape the server around people cheating. -1
  18. If money from drug sales is considered money laundering, so should money from robbing stores. It's the same principle. While you could argue that no one would bother tracing money for a robbery, that's true, but people in this game rob six seven stores in a row, and they would most definitively trace money stolen by a robbing crew on a spree. +1 to all money from illicit activities being dirty.

  20. For a system like this, the prison times need to increase dramatically, like 24 hours or more. It would make very little sense for one to a few officers, plus one to a few suspects, plus their lawyers, judges, etc to spend hours to try a case, just for the person to get a 1 and half hour sentence (max with VIP). There are also a lot of game-related problems to this, that I addressed in @Kyle White Raven's thread. But all in all, the current climate doesn't support this. If you want more realism, start with prison times, robbing in the middle of busy streets, and other more basic changes before moving into a full fledged legal system.
  21. With these modifications, I think the idea can create a lot of interesting roleplay, and I support it.
  22. I think that some of the points raised in this topic are quite ironic. The issue raised by OP is that law enforcement has a "play to win" attitude, and does not want to lose, because they do not treat an NPC as a real person that might be injured. As far as I know, currently NPCs are not treated as real people by anyone, and if you want to do advanced RP with a cashier, you can request an admin to take it's place. The problem is that the flip side is never considered. What is your complaint really? The fact that you dislike that when you take hostage a defenseless NPC, that will never try to run, escape, or do anything, it does not mean that you automatically win the situation. That is a problem? I've been with the department for a good amount of time now, and I can tell you for a fact that when people have a real hostage (a player) it gets treated very seriously, and out of five or so hostage situations I was personally involved in, in four of them the hostage takes got away with the cash, and were never caught. The only one that I can recall in which the hostage takes were killed/captured was when they decided to take a hostage on top of a crane. However, you never considered the flipside. How many times has it happened that cops are arresting someone's very good friend/brother, and then you have the rest of his gang shoot up the scene with AKs, and ram cops with heavy vehicles. Why is that alright? How is starting a shootout, with the person that you're trying to save in the middle, not playing to win, and very unrealistic? If you really want the RP standard that you're preaching, it has to be two-ways.

    I believe you may be suffering from the effects of nostalgia. The GTA SA map is definitively smaller than the GTA V map.
