I think that if you have 4x4 or AWD car or a dirt bike, then you could drive on mountain, but other cars like sedans couldn't like IRL, it's impossible to drive on the same path with sedan where only off road vehicles can. With this said, police also should have some kind of off road vehicle like regular MESA.
