This is already known. It's not a bug, it's a missing feature.

Applications are handled by Support Staff and above. The majority of them are handled by Supports and Senior Supports, as it is labeled as one of their duties in the position they're in. I think a lot of the issues that occur are other people doing quizzes for players, when they should be doing it themselves. We are working on ways to become more strict in our application and to prevent others from doing applications for their friends. -Flucifial

I suggested the idea, to NobodyLTU to add a way for police officers to mark vehicles as stolen, should a civilian report them stolen ICly. This, would not only prevent tickets from going on the owner, but it would also ping owners and/or PD whenever a stolen vehicle is seen speeding through a camera.

Most of the available (and reasonable) vehicles will be added Soon™
