Laptop Functionality

Currently, as far as I'm aware, laptops are paper weights.  They have no use for criminals, and no use for civilians.  My suggestion is to add functionality to laptops that improves RP for both crims and civs.  Currently, my idea is that each laptop would be given an IP address, like how guns are given serials.

Civilian Features:  Implement websites ICly onto the laptop, such as LifeInvader, government websites for PD/SD/MD/DOC/DCC/MECH, banking website for checking balance/taxes/withdrawals/deposits/transfers, a catalog with pricing for vehicle dealerships and gun stores.  Also, allow business owners to make paid customized advertisements that would pop up occasionally for laptop users.  Another feature could be cryptocurrency investment or a stock system that fluctuates.  Also, allow civs the ability to purchase functioning CCTV cameras from the furniture store that they can hook up at their house or business that they can access via a laptop.  They could be linked by having a 'Synchronize with Laptop' option on the camera, where you enter the laptop's ip address.  When synched, a player would be able to view the live cctv footage from their linked laptop. 

Criminal Features:  Dark web implementation.  This would come with multiple features, such as being hidden behind an encrypted entry puzzle that would have to be solved by gathering information via bribes or intimidation from various turf NPC's throughout the city.  However if PD/IB catches whiff of the Dark Web, they would be able to access it themselves through the same encryption puzzle or through a laptop that has already accessed the Dark Web and shut it down temporarily.  After a while, the NPC's would start business up again and open a new site that would generate a new puzzle to solve to gain access.  Once a user has gained access to the Dark Web, they would have access to a website that acts as a form of anonymous messaging, meant to be primarily used as a means of selling illegal weapons and drugs from player to player.  There could also be a hacking system implemented, using the many hacking scripts that are already implemented in GTA and GTA:O, such as these:

 If successful, there could be a few possibilities.  The hacker could be either given a fluctuating sum of money deposited directly to their bank, or if the cryptocurrency/stock system above was implemented, they could be given a fluctuating amount of crypto/stocks in their name that they could hold onto or sell right away.  However, if the hacker fails then police would be informed of an attempted hacking attempt, and the hacker's location and laptop ip address would be given to the IB.

+1  With the huge influx of adding new cameras all over the city...at all the apartments and key points of interest on particular streets and bridges strategically being placed in the past few months and likely more to come. After over 2 years, I think this suggestion is definitely unique and more relevant than ever before.

For both civilians and criminals alike, I believe the RP possibilities to be endless. Law enforcement already having access to utilizing the laptops to gain CCTV footage mean that it would be highly possible to incorporate something similar for the rest of the population as laptops have been around for quite sometime.

Whether it be just a normal civilian looking after their own properties, plain old curiosity, an amateur with a computer hacking mindset that has been flying under the radar with more sinister plans in mind to cause interference with government entities or other citizens whom have gotten on their bad side or the obvious known criminals gathering intel on opposing gangs or Law Enforcement Officers or planning larger long planned out schemes and heists. Just as the original poster mentions encrypted puzzles, perhaps, to gain access to CCTV via the laptops or the ability to cause interference with the cctv system at a chosen camera location for a brief period of time or maybe the ability to cut power on certain locations or areas of the city for a brief period. 

I feel, as they are already operable to law enforcement, this to be something that should be able to be accessed for more than just placing orders or things of that nature or just be a piece of furniture for the average citizen.

Any input on this I believe to be a benefit to us all and creating a great deal of RP we are missing out on.  Thanks for your time!
