I appreciate the first hand experience and primary source you provide to the conversation. As having played all three in the server myself (LEO, MD, Crim.) my solution seems reasonable but I think the one you've provided is even better and adds more realism to things. -
Rather, MD calls should be automatically made a "both" call if there is no MD units online. I'm very open to discussion on this matter, but it feels that this openness is prone to abuse. I was just arrested on the pier after calling purely MD for my injured friend. PD rolled up moments after, note that there were no calls to PD or shots fired or anything of the sort. They simply responded due to the fact that my name from a previous BOLO was the caller for a MD call.

+1 But a lot of these suggestions have existed for a while and not gone far. Can be frustrating.

Tom "Eris" Mathers was rather lost for the longest time after he had left Salvation. Salvation provided him a few of the things he needed to thrive at first. Order, a sense of authority when it came to those below him and a cause. But overtime, Tom had fallen out of love with Salvation and what it stood for. It became a rather small player in the underworld who were widely described as a "cult" more than anything else. The word on the streets wasn't wrong. They called their leader Messiah. The second in command at one point was Yahweh. The straw that broke the camel's back was the Command. Max "Messiah" Myers especially. While Tom would attempt to act as the liaison between much bigger fish than themselves, Messiah would act as if they were the biggest fish in the pond and dismiss them at any hint of hesitation. Ironically, the day he left was the day he was going to become High Command. Tom attempted to seek purpose to no avail. Firstly, he attempted to go legal. A stable income and a safe purpose sounded like something that he most definitely needed. He worked at LSC for a bit, eventually having the goal of working at MD. "From fixing cars to fixing bodies." He would say. Weeks and weeks, months even of being clean and legal. He attributes the failure of this path to one man. John Styll. As far as he is aware, that's the man who threw a wrench in the gears of months of work and would eventually pay for what he'd done. But Tom had lost himself over time. His bank account drained more and more and he felt his mental state degrading bit by bit once again. Melody Rogers had made multiple offers to Tom to join The Underground over the time of its existence. Tom repeatedly denied said offers. And then one day Tom had decided it was time to make a change. Tom decided to go Underground. After a couple days of talks with Melody Rogers, the Vice Admiral, he managed to get his recruitment meeting going. Ironically, in quite a Rooks looking uniform Tom followed Koda and Melody to Underground HQ. There, Melody would speak on the pair’s behalf. Melody ensured that Tom understood what he was joining, what he was getting himself into. Tom was fully aware by this point of what they had done and what they might do. While he didn’t fully agree with all of it, especially certain alliances. He was well aware of the chess game that took place underneath Los Santos between every organization and he was well aware that he’d have to make some concessions. So he agreed to everything Melody had said, pledging himself to the organization. It was time for Tom to be Underground. He smiled to himself and drove to the clothing store to get himself into uniform, as he was instructed. After a few minutes of looking through and trying on different outfits, Tom had found himself an outfit he thought suitable and one he liked very much. He looked in the mirror of the clothing store, looking himself up and down before finally looking at himself right in the… snout. He could imagine his grin glaring through the bottom half of the tan rat mask he was instructed to wear. Tom reached up and adjusted his jacket, chuckling in satisfaction. He was a part of something again. A mask meant more than anything in the world to him again. He had a purpose again.

I also think splitting and such could be integrated into this change. Being able to do things like this would be pretty sweet.

My main issue with chops right now is the fact that someone can sit in your car while it's being "disassembled" purely to stop GPS pinging until the chop is over.

Evidence, notes worth mentioning, steps to replicate: I've had two incidents tonight where I used a bottle and I believe it's done much more damage than it should've. I obviously can't test this myself to an extensive degree and would not like to abuse this bug if it is one.

At the very least the MED version should be changed to not respond to LAW backups.

CTRL+R is used in PD to quicken response. CTRL+R should be changed for when you're on MD so that it responds to the latest 911 call for MED.

I'd hope PD could implement some sort of leniency system for good RP and such like SD has in their policy. I tried to be lenient on my charges when I was PD but would often get overruled by others and supervisors for this very reason. It's definitely something PD HICOM should look into.

Just for reference. PD's written policy is to charge for every crime you witness and failure to do so can result in OOC punishment.

-1 At least in its current condition. The base game has plenty of models along with the fact there's some extremely 'shitposty' examples here like the Joker, Rat and stormtroopers.

Improvements to DOC have been discussed many of time and the typical response is "you don't need scripts to roleplay" which can be true, but in this case, more than any I think DOC needs script support to thrive. Basic things in Prison feel like OOC punishments as well, like the sell price of ores drastically decreasing as you mine when there's already limited and timed spawns of ores as is. It's silly and needs to change.

There's already a Vagos faction that exists which utilizes the same colors? What's the point of this?

I also think you shouldn't be allowed to sit in a vehicle while it's being chopped, for obvious reasons. AFAIK this is currently possible and basically stops the already lengthy ping from working with the person sitting inside the vehicle.

I appreciate everything you attempted with this thread. It's sad to see "counterarguments" water down to nothing more than "deal with it, snowflake", "rated M for a reason duh" and "I say these things because I was raised like that." we should strive to be better than we are, not be ignorant to the feelings of groups that already catch enough flack as it is. I personally used slurs, vicious ones, for most of my teenage years, but it took me less than a year to phase them out of my vocab. completely, it's shocking how easy it is when you try. Thank you Bala. You're an inspiration.

Wrong. Try again. EDIT: No one is trying to ban every profanity under the sun. Trying to stop the use of very clearly derogatory slurs, which comes I can count on less than my ten fingers, isn't an issue.

With current DM rules, someone screaming slurs isn't enough to sock them in the mouth as far as I can tell.

This entire post is extremely confusing and flip floppy. Most of this forum discusses how screaming slurs at randoms in public places isn't realistic what so ever and is someone's "OOC behavior". I hate the "waah snowflakes" argument, just because we let everyone scream slurs at eachother in Xbox Live doesn't mean we have to here.

The main argument I see here against this is "it's 18+" (Which it isn't. It's 17+ per the ESRB.) That's a silly argument at best. The cases of slurs in GTA V are planned and written out by people who get paid to develop characters and write their dialogue, and honestly I find some of the GTA humour itself in poor taste. The community here has shown they're nowhere near the level of aptitude when it comes to actually using slurs in scenarios that make sense. Running up to a random person and calling them "trap" or "tr*nny" in a public place because you perceived a difference in identity is honestly likely to get your ass thrown to the ground. But people do it anyways, constantly, because they know that without "further escalation". Nothing can be done besides OOC.
