        Shadow Capitol started out small with the purchase of an office doing business as Maze Bank West in Del Perro in Los Santos in early 2019. Gradually growing it's treasury, and connections, working with business ideas and assets. With this growth and expansion beyond just finances and loans, the company was renamed to Shadow Enterprises for it's outlook on new business opportunities. Quickly gaining employees, interested parties and investors and furthering connections with local businesses. With all this growth, we now believe we've grown to a full corporation and have renamed for the last time to the Shadow Corporation.

        The name, started specifically as the original owner and leaders family name, but it is definitely is not only because of his work and efforts, but more now the work of everyone he works with and trusts. Shadow Corp. stands as a foundation to business, working in the shadows to make things happen, create and build better businesses for everyone.

Business Licensing & Registration Response

Registration & Licensing Concerns

Commissioners and Licensing,

I thank and commend you on the completion of a state licensing and registration program, I can only imagine the amount of work must have been put into it and it has the potential to really help make sure businesses are operating legitimately in our state. Unfortunately I don’t believe it is well implemented or presented at this time to benefit or encourage businesses. It is over complicated and overpriced with no thought on diversity, profit or unity among citizens and business owners. Were the business owners of the state consulted at all on this matter? Then offers really nothing in return except the right to run a business in what should be a free market of business. Why would a business pay the government more money? What commodity is the government offering? What are we paying for? The tools we have available are still limited and consistently take more out of our pockets.

The state needs an open market economy to allow lawful businesses to grow and thrive and encourage legal businesses against citizens turning to alternatives. Businesses should not have to count on or submit to oppressive and demoralizing government taxes that stifle growth and our economy as a whole, not only negatively impacting business owners, but the citizens they serve as well.

Registration:
Business registration should always cost more than the individual licenses. Business registration should be basic and fall under only the type of services they offer already categorized, Retail, Vehicle, Finance, Contract Services (Security), Entertainment, Realestate, Art/Designs, and Other. These registered businesses may hold licenses for the services they offer and a parent may hold a license for its subsidiaries, however, why would you have more than one subsidiary thus competing with yourself internally?

Licensing:
Business licenses should be designed to keep businesses in check and allow them to offer specific services to its clients and customers and ensure activity and compliance. However, this is where I have the biggest issues and concerns.  As they are now, they are complicated, overpriced and without thought of the businesses, their operations, routine, opinions and monthly profit margins. Licenses should simply have a monthly or yearly cost as the business should already be registered to run as a business and shouldn’t require additional costs of registration per license type.

Not all businesses are equal, this contributes to no business diversity and unlike the government, businesses still compete with each other so they face challenges every day and now have to worry about being able to afford their basic licensing costs in addition to making a profit. Not only do business owners already pay high taxes already, they work in several areas of their business. Making connections, advertising, sponsoring and even giveaway’s. It only seems now the government is trying to shut down businesses.

In my attempt to improve business and affordability for our citizens, with these new charges, businesses will again be forced to raise prices just to cover costs of licensing alone. Every item purchased should have value and at these costs at this time, licenses have no value or benefit. They literally offer nothing to a company except the right to simply run a business. The prices of these licenses offer no encouragement to entrepreneurs trying to start a business and detract from the free market on the account of licensing costs alone. Does the government doesn’t offer any kind of protection through these licenses or will only cater to more wealthy business owners allowing them to continue to be able to afford more than the average small or starting business owner and freely control then inflate prices with little regard to economical impact.

Examples: 

  1. A contractor enjoys doing a bit of construction and design on a regular basis, but may only get one or two jobs a month, often taking a month to complete and doesn’t pay a lot or pays very little or freelanced. The monthly costs of doing something this contractor enjoys doing for a fair price are as follows despite the size of the job. $15,000+$15,000+($100,000/2) = $80,000 If not actively working they would have to ‘pause’ their license for any month they’re not working and when they are working they would have to charge $80k+Some kind of profit margin just to cover costs and make a bit of money which should be about 6k per hour at a minimum.
  2. A subsidiary loan company loans $250k (most common amount) of their own money x3 to citizens and even ensures assets are owned. Despite them having one month to pay, for one reason or another, 2 of the 3 citizens never pay or even disappear. All three are vetted and have been in the city for a bit and have decent backgrounds. (Done quickly, numbers may not be exactly accurate.)
    • The company charges 30% interest and has already paid $35,000+$15,000+$40,000.00, but an additional $40,000.00 for the next month. Total: -$130,000.
    • Person 1 - The company made $75,000 ($52,500 after tax) from the one individual who paid after one month. Total: $52,500
    • Person 2 - The company made $37,500 ($26,250 after tax) from the individual who paid only half then disappeared. The company receives a government return of 100k. Total: $1,250
    • Person 3 - Didn’t pay anything. The company receives a government return of 200k. Total: -$50,000
    • GRAND TOTAL: -$126,250 loss. Loan companies right now help out citizens more than they help themselves and already make very little. Why would they even continue their business at this rate with so little support or assurance of making any kind of profit?
  3. I am the CEO of the Shadow Corporation and I look out for all of our businesses and partners interests including licensing, registration, legal and finances. Here are the estimated costs of registration and licensing of the company and all subsidiaries.
    • Shadow Corporation: $50,000
    • General Store: $35,000 + $15,000 + ($50,000 month)
    • Finance: $35,000 + $15,000 + ($40,000 month)
    • Gun Store: $35,000 + $15,000 + ($55,000 month)
    • Security: $35,000 + $15,000 + ($10,000 month)
    • Real Estate: $35,000 + $15,000 + ($10,000 month)
    • Contractors: $35,000 + $15,000 + ($50,000 month)
    • Vehicles: $35,000 + $15,000 + ($80,000 month)
    • GRAND TOTAL: $295,000 + 105,000 + ($295,000 month) = $695,000

Apology if any of this information is incorrect, but the point is indicated.

Solution:
Decrease parent registration to the 40k and subsidiaries to 20k to encourage companies to work together. Half all license costs and speak to each individual owner to figure out what they’re successes are and what they need to be successful. Actively offer new tools, supplies and benefits to businesses.

Closing:
As of today, and due to this release, I would like to organize the first San Andreas chamber of commerce to assist in helping businesses grow, ensure better business and guide ethical business practices, in addition to allowing the government a direct line to the many business owners of the state. If you own a licensed business, you can join the chamber and have your voice heard together as one.

Despite my being a man of business, I am also a law enforcement officer, while I may disagree with what has been released, I will enforce these laws and charges and will follow them myself, but I heavily encourage you to reconsider the details of the system.

((Unless there is a lot more planned I don’t believe this whole thing will improve or encourage business RP, it makes it far more complicated, expensive, and time consuming than even real life business which could push us again to ‘cops and robbers’, we’re here to play a game and enjoy it.))

Yesterday while ordering and reviewing our daily shipments at Atomic, we noticed an order on the books for Motorsports, for an exorbitant amount. Clearly a mistaken calculation and despite being a competitor, the Shadow Corporation wants to look out for any business. We visited Motorsports to inform the owner, Jonas Eriksen, and make sure everything was okay.

The place was empty, but soon returned with a truck driver Asbjorn Schmidt, who caught the mistake as well as he took the order. Showing unparallel integrity, 'Asbo' reported the error to PDM and they worked things out.

Asbjorn, even though it didn't affect us directly, your actions are recognizable. If you're ever in need of anything, the Shadow Corporation has got your back.

This one was complicated, but we got it done. Three involved, some money and 2 trades. One of the individuals wanted buy a car from someone, then that individual wanted to trade another car plus extra cash for a different car. All in all, honestly don't remember the exact details, but in the end, we had two individuals, with the two cars they were looking for. That's how middleman services are done by the Shadow Corporation.

For the last year and more, the Shadow Corporation has continued to make a long lasting impact in the city with the citizens and businesses it works with and connects to, but it's not been without its difficulty.

With the many demands, it is always been a challenge to solve them, but that's what we do. The Shadow Corporation faces everyday challenges, provides solutions, works with businesses and other entities to better various levels, not only for themselves, but for its customers as well. Despite any challenges we face, Shadow Corp will always be ready to help out.

Though we are capable of much more, lately we have been consistent in mediation services, providing affordable and regular auto deals and providing feedback to help out around the city.

Shadow - Arrival

It’s hard to get him to say much about himself. He’s reserved, cautious and hard to permit trust, but tries to help, be a friend and someone you can count on when in need.

Xoza Shadow arrived in Los Santos from Carcer City almost after his military career. He started trucking and supply transportation spending a lot of time on the road, allowing him to get to know the state and its laws. Almost immediately, he began to see the many issues in the city. Not only of chaotic, criminal nature, but in business as well. Stores poorly maintained, banks underfunded, prices high, constant thefts, unregulated firearms and demands for services that hardly existed for its own people.  Even a lack of trust in individuals to carry out new ideas and tasks, properly and legally.

Missing and wanting to get back into a service to his community, with previous experience and wanting to take a step to help improve what's going on, he applied to join and ride along with Los Santos Emergency Services until he found a place with the Police Department.

Shadow - Patron

Through his police training, an officer, only in the department a bit longer, and a growing friend came to him asking him if he could help out if he were to die in the line of duty and to carry out his will, Xoza agreed and asked the same of him. They would partner together regularly to watch each other’s back, and all too often, save each other from that fateful day. But it eventually and all too soon came. While preparing for duty, his partner was already on the field. Calls of shots fired, and a panic alarm rang out, but it was too late.

On scene, his partner’s body was found, the Investigations Bureau already at work trying to figure out who and why. This is when he decided what he wanted to do for the department.

Days after and still a Cadet, he stood in front of the entire department as an executor, to give a speech, and to carry out his partner's last will and testament. He knew now what he wanted to do for his community and friends.

Shadow - Planning

After some time in the city, growing with the department, creating a business plan and studying, Xoza purchased a loan bank on the west side called “Del Porro”. Poorly, and incorrectly named, he started by commissioning the city to rename his new business and he continued to perfect and plan his future in business.

As the only investor and owner at first, he simply named his parent company, Shadow Capital. With a subsidiary and doing business as Maze Bank - West, he opened his doors to a select few customers and offered many other services through the bank, including legal work, will and testaments, adoption papers, sales and more.

Working with others and making connections, he began to grow his business associates and network with the businesses and the people that run them. Acquiring investors and helping build their own businesses in ways that would fit for them.

Shadow - Architect

Despite its challenges, Xoza continued to work and find solutions to business, beyond its limitations. Looking to not only grow business as the new and leading foundation of the city, but in a way that everyone would benefit where businesses and business owners could network and pool each of their capabilities benefiting and supporting everyone.

He began to build bridges to every entity he could, every individual in an attempt to learn every aspect of business the city has to offer, assisting in business planning, trade and organizing, including offering his own proprietary work to the newly opened Maze Bank Tower. In an agreement to partner, he renamed the company to Shadow Enterprises.

With some business owners leaving the city, Xoza was passed to and trusted with the continuation and respectable reputation of the Atomic dealership. Soon after, businesses became a growing importance and accomplishment to the city. As they grew, so did their connections to each other and also in competition. He reached out to as many as he could in order to negotiate deals, help balance pricing and offer services and cross trade to them with his other partners.

Now with several businesses in a respectable connection to each other, looking out for each and working together, the company ascended to the Shadow Corporation. Not only of himself, but a conglomerate of several businesses, all trying to work together to better the community and bring light that any business is possible.

Shadow - Nexus

Though it was started and named after Xoza, today the Shadow Corporation has grown to be much more with many involved. Now with stores, dealership, banks and contractors, working together, the Shadow Corporation still continues and is always looking for ways to help out the businesses and citizens of the community. While people may come and go, the Shadow Corporation will be here to help build your business connect and grow. A business for better business.

Baker - Beginning

 

Marlon Baker, coming from a standardized income family, arrived in Los Santos, coming from the second-best college in the country for Criminal Justice Degree, the University at Albany. He studied for four years at New York University, getting his bachelor in Psychology then earning his masters in Criminal Justice. Once reaching that, Marlon began looking for an excellent Law Enforcement job coming across the LSPD in Mission Row of Los Santos. Once coming across that, he thought his best bet was to leave New York and move to Los Santos, getting the job he dreamed. Once arriving in Los Santos, the first thing he did was that he went to Mission Row and went to speak to a Detective, wondering if the recruitment for the Los Santos Police Department was open. The Detective told Marlon that recruitment had just closed and would not be accepting any new applicants for a few months. Upon this telling, Marlon was distraught, and he didn’t know what to do. Marlon gave himself two weeks to figure out what path he was going to choose. There were many options because of his knowledge and degrees; some of these options included the Los Santos Customs mechanic shop and the Los Santos Emergency Medical Services. He didn’t know if he wanted to go back to New York or just wanted to stay in Los Santos. In the two weeks, he chose to stay in Los Santos and try to pursue another career.

The first thing he thought about was Los Santos Customs. Something that Marlon never thought to pursue was becoming a mechanic. He knew becoming a mechanic because his dad was a great mechanic for the Metropolitan Transportation Authority. Marlon’s dad worked on many things such as friends and family cars, and just in house maintenance. He loved it! So, he applied online, and his application got accepted the same day. He already knew this was a good sign for the profession as they were very attentive to the applications. The next day he scheduled an interview at 11 A.M. he dressed up formally in a suit and tie went to Los Santos Customs very nervously. He met with the Co-Owner, and the Owner, told them his name and said that he was there for an interview. They then guided him towards the office to begin. Once entering the office, he took a deep breath creating a more proper introduction with the two of them. Marlon started to calm down as they were very kind and social. He conducted his interview about ten to fifteen questions, and he ended up passing. They said that Marlon was a terrific candidate for the job, and they gave him his badge and started working the same day. He became fully trained by Technician Ranked mechanic, who soon Marlon and him became close friends. Marlon reached the rank of a specialist in about two years. He had the best time but, then he knew it was time for him to move onto better things, such as the Los Santos Emergency Medical Services or the Los Santos Police Department, his dream job. This is the time where he had to choose his dream job or maybe take a different path.

Cowell - Taking back what's ours

 

Unfortunately not all clients are loyal people, not all of them are going to pay back. That is something that you have to prepare for so that if and when you face a dishonest and a disloyal client, you have the measures needed to secure your own capita from the loan. 

 

This situation reminded Cowell again of how important it is to take collaterals from clients. He had a few months prior to this signed a contract, lending $400,000 to what seemed like an upstanding citizen. Everything had gone well so far. No warning signs were to be detected. It was not until two months after the deadline that he finally decided to take action. Opening up the database, he saw that an apartment had been used as a collateral for the loan. Knowing the client was not going to pay, he had no other choices but to exchange the locks at the apartment and try to put it back for sale.

Using some simple tools, he was able to get the locks changed, he was in possession of the keys to the apartment so no force-entry was needed. After changing the locks and making sure the door, including the locks were functioning again, it was time to inspect what the previous owner had left behind. As Cowell has learned from his time in the LSPD, operating in someone else's apartment or house is always a bigger threat The resident has a better understanding of where everything is located, which could lead to acts of violence and escalation. A quick look into the apartment and no-one was seen. The door was then locked behind as Cowell started looking trough the different rooms of the apartment.

He quickly noticed five safes, but they all were locked. Lucky for him the safes were not the best ones and after reading up on some manuals, he was able to reset the code as he had the administration codes for the electrical locks. One by one, he checked the contents of the safes and found nothing more than some old clothing, a few radios and some furniture. He took the items out and left the doors to the safes open. 

 

The apartment was then listed for sale, in hopes of Cowell getting his money back.

Cowell - Liquidating assets

As a part of running a loan agency, you sometimes get left with clients vehicles that need to be sold. As Cowell at this point knows, time is money and it wouldn't be beneficial if he dedicated all his time to selling and liquidating assets when there is a lot of other work to do.

Today two people were inquiring about a loan. As he usually does, Cowell showed up to the office ready to interview the people. It soon became apparent that their ambitions and plans were overambitious and that the risk would exceed the reward and the loan would be too risky. The men seemed to understand why a loan could not be provided to them and instead, Cowell had another idea. After giving them some advice on how to start their careers in business, with Shadow Corp, always looking for people to work with, benefit and get things done. Cowell offered them a deal. If they would manage to sell a few vehicles, they would get paid a share. Essentially how it worked was; Cowell took a certain amount of money of the sale and the rest, they could keep.

Cowell did not expect much success but within 10 minutes the first potential buyers were in contact. After giving one of them a test drive in the vehicle, they eventually decided to purchase it. Using Paleto high-end the transaction was safely completed and Cowell contacted the men in attempts to pay them their reward.

Shadow - Connecting with Others

Is business complicated? It sure can be, especially when you're always having to move things around and pass the right information on to the right individuals. It looks simple, but this is just the first step, to helping out our clients. We have available many sources of communication. We reside on Life Invader and have a government email address, but we enjoy most working with people, in person and via text.
