  1. That's not entirely true. All of the recent updates seem to revolve around enticing the community to come together more and increase engagement, Burgershot is a prime example. But to roughly answer your question, you run into Mission Row with your mask, an Officer tells you to take it off - you already have a roleplay scenario, but the Officer walks out with you and sees you illegally parked your vehicle, they now have more reason to interact with you on both accounts, as an Officer, and as someone potentially seeking to expand their roleplay. The suggestion is fine, but the way you look at paying fines at Mission Row seems like a pitstop for the impound when to some players it's really not. I think players could have both options available.
  2. Felony evading is not a small crime as given in your comparison. Running on foot from the police is very serious, let along in a car in which you might kill someone, kill another Officer, and yourself. People often evade for a reason, they might have drugs, they might have a gun, or they are already wanted, in which occasion, you present yourself as a significant threat from the very beginning which in turn will call for a more serious, and intimidating response. In real life, no Officer in LA, or anywhere really will approach you with tazer, let alone barehanded after you just ran from them. Depending on how long your pursuit goes on, and if it endangers other people or participants in traffic your tires might get taken in areas where the public is not put in acute danger by doing so. If you get hit and killed during this, you guessed it, it's an IC issue. Running from the police should not be taken lightly by either side. How will you estimate whether a crime involves a weapon or not? I can evade, which obviously does not involve a gun by itself, and after the pursuit I pull one out, what happens? Cops have their tazers out and now I can put them under FRP, does that make sense?

To clarify, the Moderator in this case is not at fault and was not limiting your roleplay, he was following the precedent set by senior server staff and the owners, a precedent that has a reason behind it. There are a number of issues that resulted in the removal of the driver being able to wield weapons and this dates back to, and I might be lying, I am not sure, the near beginning of the server in 2017/18. For argument sake, if a cop stops you and you decide to pull a gun out scripty and take him hostage, what kind of chance are you giving him to roleplay. In real life, especially in America, cops are well aware that they are under constant duress and often tell you to keep your hands on the steering wheel, not reach and so on. If we were to try to roleplay taking me hostage from the driver seat of the car, what would that look like? /me pulls a gun out and sticks it up to Kris. How do I counter act that? /do Would I see you reaching for your weapon? What's next, dicing whether I see the gun on time or not? I can roleplay moving away and get a FRP or get stuck in a hostage situation because you don't like getting pulled over? This in particular clashes with a lot of current rules set in a climate of the server where roleplay is not a priority to all players, and this is a fact. You can roleplay anything you want, you can roleplay breathing, walking, slouching over, chopping a car, but we keep coming back to mechanics that allow players to escalate situations into something unpleasant and very taboo around the community. Hostage-taking and kidnapping is still a work in progress in my opinion, and will be until we actually, like actually turn to roleplay, and not use roleplay as an excuse to further our senseless agendas. I can already see a flood of NRP complaints coming in if they enable it scriptly and drivers start shooting from cars while going 200km/h, and cops get stuck up every traffic stop, and there is no denying that.
  4. This seems like a silver lining. These things I can imagine are reviewed on a case-by-case basis as it would make no sense, per se, a Chinese gang like Shenzen Dragons, or a high-end criminal enterprise like The Rooks to expand into south Los Santos where the population is predominantly african-american and is controlled by street gangs. I find it near impossible that your group is unable to take any turfs, do you hold any right now? I can see FM trying to keep a balance and keep it fair despite some gangs being more wittier, wealthier, and stronger compared to others. Taking turfs is not only about selling drugs and chopping cars there, showing actual, physical presence is important as well - and one gang can not be present over the entire city which in turn pushes you to be strategic and form alliances with gangs that hold parts close to you to avoid conflict, and keep power in yours.
