Maybe things should change like rule of 6 (or 10, seeing the amount of players we have). Maybe at peak times law enforcement factions should have a limit of on-duty members based off of online players with X players for each branch (branches being General Operations, SWAT, Detective Bureau). Maybe both solutions. Kevlar is trash against weapons. 150 AP gives literally no advantage because you will die while still having like 60-70ap left. It gives you a big advantage if you fall or get rammed, which also dumb. I'd say fix how kevlar works instead of nerfing it when it doesn't work how it's supposed to. Import prices should be lowered, sure, but let's see what the weapons update will bring. The job board bonuses are negligible and we can all agree. Money trucking, GoPostal and others will always be bad money. Does anyone really "grind" for a car? You don't know what grinding is then. With the initial 7k as a new player you will work for like 2h before you can buy an ok car so lowering prices for cars at are already dirt chip ain't really needed. If you make it easy at the beginning they will have everything as soon as they start. With no clear objective in mind, they will stop playing after a couple of days. That's not what the owners want. I'd rather see more 1Gs on the server and have their prices drop exponentially so new players can have a house at some point. Owning a house as a new player is a grind. You are right here and there but overall I have to disagree with most of your points because they have no basis or they're extremely tunnel viewed which is something I would expect from a new member of our community. Fuel consumption is In-Character and so should be the stats. Go to the machanic shop with a car, do /modview and you should see the fuel consumption stats under the specifications tab. Same thing when a car is listed for sale at high-end or low-end. You could compile a sheet for all the vehicles and share it in-character if you have the time.

-1 Just lower the prices of the helicopters in game by 1 mil for the two most expensive and maybe 1.2 mil for the trash 1 seater cause right now prices are nuts. They've got the same armor and weapons as most cops so swat or not, same thing would've happened with someone with a carbine. If you play on the server you may also know that with the weapons update armor piercing bullets will be added. I don't know when that will be but will certainly happen before anyone takes your "Rules Suggestion" into consideration.

Man what buildings do you "hug" to evade helis? We fly at 1000ft. Let's say for the sake of it we go to 800. We're still down to 4 buildings. You can't "hug" IAA and FIB cause the only road that goes directly next to them is Power Street. You ain't gonna evade shit going around maze bank while it is debatable for the construction site south of it. Believe it or not, no obstacles were added around that construction site except for some lane dividers. It's actually gonna be harder for a cop and the helicopter to see a motorycle or a small car if there's a whole forest around an intersection so your argument is 6 feet under at this point. Not only that but cops can hit obstacles too, you know? Just be better and use them to your advantage. I really don't want to say it but I have to because it actually is a pertinent answer: skill issue.
