I can also say that on few cars I personally fueled up I either had to use car keys to unlock the fuel cap, or the vehicle has to be unlocked for me to be able to unscrew the cap. Having vehicle locked while refueling would help with people walking in and stealing cars/items, but that is already against the rules and can just be enforced

High speed vehicles are locked behind supervisor rank anyway, they do exactly what you said in the 1st and they can't be used to patrol with. This is for PD and not for SD, I don't know their policies. The time to deploy is long enough that someone in a high speed vehicle can evade the initiating unit before the high speed arrives.

PD/SD doesn't do anything regarding penal code, we can make recommendations, but its commissioners who change it in the end. So technically you can take it IC, would be stupid but thats another story.

I wouldn't say they are afraid, they just know the capabilities of PD and the consequences. And contrary to what people believe, PD is trying to move away from pursuits and action RP and instead focus more on quality, non rushed RP. Having less consequences for someone's actions wont lead to betterment of RP to anyone involved. I would be willing to bet it will just lead to more action without any RP to it ( I don't count arresting RP as quality RP )

Or you know, maybe they don't try to always win and surrender and they only get the gun charge? We see someone with a gun, we approach them as we have too, at that point its THEIR decision if they will take a loss and surrender for lesser charge, or if they will try and win and risk getting more time, but at that point that's on them and not on PD. I seen multiple people who have started to understand that, they will rather comply with us and surrender for lesser time.

When someone throws something from a car, its pretty easy to see that IRL. Due to the way that gta v works, you cant toss an item out of the vehicle and render the object being tossed. This would make it very hard to make it fair to all parties involved.

It is avoidable though, don't drive through NCZ's. This has been suggested multiple times and was always denied as the speeding cameras are OOC measures to prevent people from speeding and with that crash into people at NCZ's

Go to RageMP client resources and delete all folders in it. It seems that rage corrupted one of the files in there
