If this can be combined with the animation of actually grabbing your phone, sure! Currently, grabbing your phone also puts your weapon away (wich I like). 
In LSPD I also see people doing /b [number]  in chat as they need a number of their MDC, but there is no way to have the MDC open while putting in the number and you can not paste numbers in the current system.

Because opening up the phone UI makes your character store away weapons, change other animations, etc. With commands you could text while aiming a gun, which is unrealistic.

What about like below?

  • /phone > *animation phone out and phone pops up*
  • /call <number> > *animation phone to ear* (only operational when the /phone is out)
  • /sms <number> > sends message (only operational when /phone is out)
  • /note <text> > Creates new note. (only operational when /phone is out)
  • /pwr or /power > turns phone on/off

Yes, this way it could even be a requirement to toggle /phone prior to being able to use any of the other text commands (except for turning the phone on/off), no longer relying on the UI phone.
