Going around the states 2-3 times before having to refill is kinda stupid. By all means that should be done, but with the small catch. Catch being, that any Leo cannot despawn their vehicle for at least 3 ooc hours, only way to despawn by trashing vehicle. That would force for leo to finally play fair, just like non Leo players do (up keeping their cars, refueling etc) .
