Instead of fearing for your car being stolen 24/7 unless parked in an NCZ (which I feel is Non RP) it could balance the car thefts with an easier and more efficient way for PD to RP car chases, helping the citizens.

Obviously this would not leave a marker, but if a police officer sees someone speeding IRL and runs the plates, they'll know it's stolen too. This would work as long as cops don't MDC every car that goes past, only those speeding or breaking other rules.
