There is never anyone at City Hall when @CrowCargogoes there, which you probably missed in this conversation. So where is the recourse if you can never find anyone at City Hall? -
I've learned to carry no money and no items on me. Plus to waste as much time as possible of the criminals while staying compliant and within the rules. It's all about the rp so a 15 minute robbery for nothing should be good. This is a cops and robbers server, it isn't even hidden under the surface.

Criminal RP actually hinders civ rp currently to the point that civs basically have to hide and have no opportunity to have meaningful scenes that they enjoy. As stated, it should be a deterrent as civ rp is basically a black hole currently. Anytime you try to do something, some scumlord decides to interrupt your rp with their low caliber, no quality rp because they need/want money. Why punish civ rp to the punt that they don't even want to log in only to be faced with sitting in a ncz or getting robbed and possibly killed. Try playing a civ in this city instead of scumlord and you'd understand the absurdity of robbing people in broad daylight on busy roads. There should be something in place to regulate criminals to the same rp standard that civs are supposed to. Fear RP and valuing your freedom is largely ignored for the criminals. It would make them be more creative in committing their crimes, which is what should be the case.

So you agree that it isn't entirely based on real life, so the argument that "it's part of life" is a fallacious argument at best? For the record, I've never done any of those things in game either. I'm a Civ RP'er. -

The threat was resisting arrest. We weren't under arrest. Only having a civil discussion on police refusing to arrest someone for a crime that was committed with evidence. Agreed on cops vs criminals -

It wasn't at DOC, it was at mission row. I was there when happened and got threatened by an officer myself. Simply airing opinions it's not permitted if they don't like what you're saying, which is what this is all about, getting clearly defined rights of citizen's of LS. As for civ RP, it's frowned upon here. Criminals have all of the rights and no matter how fast from reality, being robbed is a part of life. My question is, how many of you have ever been robbed in real life? How many of you have been robbed multiple times in a day? Robbed in a public place during daylight? The argument is always, it happens in RL all the time, but I doubt many of you have ever experienced it in RL. So that argument is flawed from the start. The only solution is to make it so the criminals get nothing but rp from these situations and I'm telling every new player IC how to do that to avoid a claim of mg. When criminals try to rob hundreds of people and get nothing but rp from it, that's what they signed up for right? -
I think giving police the ability to adjust sentences would be a huge addition and allow for plea bargaining at Mission Row, which they should have legal representation for, but as stated previously not every offense should go to trial and plea bargaining can be some amusing and fulfilling RP itself. Trials should only be allowed on cases of the serious felony variety. That would limit the large scale RP scenes and coordination needed for those.

If you really want to make it hurt to commit crime, add the /afkmath to prisoners so they have to actually be in prison instead of sitting and forgetting while you watch a movie. Prison isn't supposed to be fun. You screw over other players with crimes and they have to suffer, the criminals should have to suffer as well. It should make you reconsider your life choices and whether you want the possibility of having a miserable extended period of time in "hell" or if you'll be smarter about how you choose to commit crime in the future, being more subtle and smart with it. This proposal makes a lot of sense and I hope they implement something like this to curb the nonsensical nature of crime as it stands now. -
You don't look for reviews when you buy a car? I agree that unless strictly added for test drive, then it could be abused. Shouldn't be on a live map and able to go commit crimes or something with it. (You could test drive them in single player mode after all.) However, it does make sense to stimulate more RP that you befriend people and talk to them about cars. It makes more sense from a RP perspective. Need more RP, not less.

Criminal activities that would take their attention off of civs could include bank robberies, ATM robberies, jewelry store, gun stores, robbing the actual foundry instead of players (since they have all kinds of money there to pay the drivers/miners. Robbing stores and having it come out of the owners pocket, since most store owners are not very active, it could create more RP opportunities for those that want action and create jobs for security companies. Robbing the bank or ATMs, they'd have cameras that the police could look at to identify the assailants. Silent alarms at the bank that would instantly notify police and they could mobilize to intercept. Which could create plenty of quality rp scenes (if those involved take the time to invest in them). Another point, wearing masks at all times is absolutely ridiculous and should be made into a crime or something. Make people show their faces more as I've never seen people wear masks in person like almost everyone in this city does, myself included. Maybe that's an IC issue and a city ordinance needs to be passed. -
The focus is on grinding for cash instead of roleplay. How is that so grossly overlooked? You don't get RP when you're forced to grind 8-10 hors a day to make any kind of money. Then you get robbed on your way to the bank and hours worth of work is destroyed because some pissant wants to non rp rob people. You join a RP server to RP, not grind away endlessly to afford the basic necessities in life. The robberies are out of control and killing any desire for Civ RP'ers to even log in. There is no end in sight due to apathy or disagreement in what RP should be. This is a good idea about the water for home owners or renters. Even if you stay in a hotel or motel you should have access to the water to sustain your well being, so this shouldn't even be an issue in the first place.

I made a lot of money playing poker, but having scenes interrupted by "Put your hands up, you've got 5 seconds" kind of screws any chance of roleplay. The focus here is on money and not RP. That's the biggest shame of this whole thing.

Who cares about Civ RP, right? Everyone's got to be in a gang here. Violence is the only answer, RP be damned.

+1 I think the Attorney General, Deputy AG, and Solicitor Geneneral seems extraneous. A District Attorney and assistant DA's should suffice. To ensure that there isn't too much red tape to hinder RP. The DA, asst DA's and Public Defenders would be paid by the government similar to PD, MD's. Private lawyers would be paid through legal fees to clients. I think the way the judges are laid out well, just change the name to Chief Judge and judges. The RP opportunities from this would be many and vary wildly to offer something for everyone. I think the appeal system would work as its laid out. Low level crimes would be far too many to deal with. Serious and general felonies only is the right way to go about it. Perhaps adding stone lesser offenses to allow for plea bargaining on serious crimes to get them down to general felonies. That allows DA's arms defense attorneys more chances at RP scenes that are worthwhile. (Ex. Adding a manslaughter statue and can resolve the case swiftly. I'd be very interested in making a lawyer character and doing this.
