Sounds like a great idea although the people who own dealerships are very active and I'm not sure wether they would be up for this but great idea!

Massive +1 Although 24 hour jail times would totally get abused by salty officers

-1, I believe DCC have plans to greatly expand their driver fleet and this would obliterate the DCC customer base.

First of all you made this thread saying you don't know if this server has a similar taxi system to others so you clearly not going off your own experience. Secondly there are drivers who can be on duty for 1.5 hours and not receive a single call.
