The fact that you can be in a stolen car and still get a fine from a speed camera is just plain stupid. It doesn't make any sense and should therefore be fixed in the script. Prior to the additions of speed cameras people drove through NCZs such as bank at 200+ kmh, this caused a ridiculous amount of issues such as manslaughter, desync deaths, explosions and the list goes on. The speed cameras were added to reduce the amount of fast traffic in NCZs which would make sense as these areas would be heavily populated with traffic. Read the suggestion fully. It is absolutely impossible for them to fine you for speeding in a stolen car via a traffic camera. It's NOT linked to you. I guess it's understandable from an OOC standpoint but this can simply (and I mean VERY simply) be fixed by player reports and admin intervention. Employing a script which presents and IC fix for an OOC issue is mixing and frankly decreases the RP quality. From my perspective (Past GTA roleplay staff), admins should begin giving harsher punishments for this behavior on an OOC basis. Before they existed, all too often were there an excessive amount of injuries due to vehicles at NCZ's. You can see similar issues at the pier currently.
