the invoice by mechanics get send to the owner of the car.
but this can maybe be changed by adding 

-- same principle as the houses --
/addvehicle permission (access), unlocks doors, starts engine, legally drive
/addvehicle permission (repair), allows repair bills to be received and handeled.
/add vehicle permission (2nd owner), allows the 2nd owner to drive the vehicle while the official 1st owner is offline.

- this could make it interesting for people who want to do a bussiness with renting out cars.
- it alows to share second ownership of a vehicle, glueing people together more.

yeah I think he is referring to that the "second owner" also can make the vehicle spawn in when they spawn in

correct, as a second owner, so when you share a car, especialy when your a newer player and you share a car with a friend, 
the car spawns in when the 1 and/or the second owner logs in, 
and they can park/unpark the car and get it fixed by a mechanic, but one of the 2 wil be the officialy holder
this should help a fair amount of people in the game

Big +1 People have super cars now they can use to rent out to other players but the vehicles cannot be repaired and de-spawn when the owner is not online, 2nd owner is awesome as well, and i know LEOs might be stumped on the running the LP however it shouldn't be an issue as the script could be kept simple to let the LP come up as belonging to the R/O or title holder The second owner is merely given the same perms as the R/O but obviously cannot sell the vehicle,as OP said gluing people together more

For police, the LP being scanned might not be an issue, but you must realize that if people are allowed these kinds of permissions to have "2nd owners" on cars, it will very likely result in the person shown as the registered owner start to get charged with crimes a lot more often as a result of the other "owner" using the car. Example: Owner A (the true registered owner) leave his car with Owner B and Owner B uses it to rob a store. Cops get video evidence that the car was used and was not stolen at the time, then Owner A might get some charges for being an accessory to robbing the store. 

Long story short, if someone is willing to give their car out to others and make them essentially part owner of the car, they need to be willing to accept the consequences of doing that and could be held responsible for the crimes committed with the car since they willingly gave that car to someone else to commit crimes with.

This would just give Investigators more rp to actually investigate the scene further then just a LP caught it could give in-depth investigation RP,realistically you borrow someone your car then car get it repaired or do crime in it even and police have to go in depth to investigate,like right now you could swap LPs and who catches those charges

i think that is a reasonable thing to do, be responsible towards who you lend the car to, and not any criminal.
in every sence of the way that sounds logic, in real life you also dont just give your car away to any goofball.

- one other thing, isn thist already an issue ? you can give keys to someone who then does rival in a crime.
i was arrested last year for 2 guns being found in my drag in a shootout, i havent had a shooting in +2 years maybe even 3, and i was arested for that and did time. so the consecuences are already there pretty much

so when someone steals my car and uses it in a crime i am suddenly a criminal ? sheesh hope not to many crims read this ? they be stealing officials their cars a lot suddenly and get their legal badge taken away hehehe XDXDXD
