Have you tried this fix? If so, does it work?

Go into C:\Program Files\Rockstar Games\Launcher and delete all the .dll files except mlt_libovr.dll, steam_api64.dll and ucrtbase.dll then open the launcher and let it re-download the files. Tell me if that works.

Check that your firewall/windows settings aren't disabling the rockstar launcher from accessing the internet.

Try deleting your Social Club folder under this file path: C:\Users\*pcnamehere*\Documents\Rockstar Games\Social Club
