Over ethernet or wifi? Monitor your HDD and CPU usage as well during a play session and attach the results here.

What's your internet speed, where are you located, what's your ping in-game and do you use any VPNs? Besides that try reinstalling Rage MP and if that doesn't help try verifying GTA files/reinstalling GTA.

Tyres popping randomly or remaining popped after taking out from mors is currently a bug, make a report in-game and wait for an admin to fix it.
