I imagine part of this is wanting people to be able to be encouraged to engage with the server. There are some systems in place that discourage people from being able to just stay within in one place or their own home and not engage with the dynamics of risk and interaction in the server. While realistically you may have access to these resources OOCly and be able to do this, this is a RP server and relies on being able to interact with each other to keep the server healthy and active. This is not a factful statement, but my assumption based off feedback from other suggestions that could have similar results if implemented. I do understand that the response may be that there are things in place such as private drug making and chop shops.
