Its happened multiple times, sometime ago around a year ago. There was a player who had a character named "Carlito" and he got away with doing this exact same thing multiple times, I've seen him on reports get away with doing it as its his character and hes a kleptomaniac.

Remove some Vegetation/ trees from the city, frame issues
Jordan replied to Jay_Valentino's topic in Game Suggestions
Not sure how I feel about this TBH on one hand removing vegetation (depending on the degree its removed at) would kind of make things look ugly, but also I see your point. But if your game cant run at a consistent frame rate at low settings maybe you shouldn't be playing gta? The game came out in 2015 on PC I know people with hardware thats MAD outdated and they can run the game fine -
Too many times has some random came up to my car at Legion, My own parking lot, or just on the side of the road and has opened my trunk, and reached inside with little to no RP beyond "Whats in here?" Not only is this insanely unrealistic but its also not roleplay. Ive heard of people randomly going by and snatching purses while on foot before, but Ive never heard of someone watching as someone sits in their vehicle, walks up to the trunk opens it and grabs shit out of the back. There should be proper RP and reasoning beyond "Im a criminal, criminals steal."

Yeah that would work, For prison stuff you could just as easily have the DOC, or PD/SD run their prints on the database if they're previously charged with anything they'll come up on their database so they can still imprison them

Can't thing of a single reason for this not to exist lol +1 -
If that were true there wouldn't be an extensive government website used to deal with civ things that dont have anything to do with cops or crims lol

100% maybe an update can be sorted out (hopefully after clothes ) where a lot of urban crimes can be committed high risk high reward type of gameplay to encourage the risk of being in city maybe? Idk im no game dev so I dont know the ideal fix but small petty crimes can also be added aswell. I know some people have been asking for more banks, that could be something to add. Other than that there could be more civ jobs that make people work together more, kind of like how roadworkers has a team of players, another job like that could be cool what that would be I have no idea. Rn labs is the best way to make money or at the very least is the way most crims make money. Its that or its their excuse to get into shootouts.

Texting to tell what you can see its a little too vague and/or left to interpretation what are you supposed to say "Hey uh, theres trees, a mountain" ? Unless youre in an urban area telling someone where you are based off what you can see is basically useless. I agree free guns aint it lmao, especially with how many people rely on gun sales to make money. There is absolutely no way there are "Too Many" Civilians. In an RP server there should be multiple avenues to go down for your character, most of the player base is crims that much is 100% certain. Civs should be around more often to introduce more RP between the legal and illegal life style. If you go to Bayview theres going to be a gang there, same with LSC and Benny's. City parking is 9/10 people being crims, tons of crims own casino, and Eclipse apartments. For one to say "Too Many Civilians" is wild imo.

I think the idea of a wipe is a little drastic, however I do agree its quite common that criminals have an overflow of weaponry, hunting has been broken for a LONG time, and location sending could be helpful. There's already a system in place to be able to put in an address on your gps, perhaps there could be a way to click a button in your texts, or run a command that sends a player some sort of "Ping" that once accepted automatically sets their GPS to the nearest address? Additionally, the server being mostly crims is just due to the lack of RP the server has in general. Its tough to get an RP with a lot of people comfortable with roleplay over gunplay when the limit to join the server is nearly minimal. Its a simple survey thats easily passed and boom you're in. Lots of people in gangs recruit in bulk newer people into "clapper gangs" just to have more numbers against other groups its been a problem for a long time. It would probably be best to have a plan rather than to give up and just do a full wipe, as that would only temporarily fix the problem.
