Pilot/Airline Faction

Potential uses for an airline faction:

1. The Airline faction would be a service faction that could provide airfare just like a normal airliner would take people airport to airport.

2. The airline faction could also be used as a city touring service. 

3. The airline faction could provide skydiving trips for paying customers.

4. The airline faction would deliver cargo/deliveries.

 

How to implement it?

Personally I have a few thoughts on how the server could introduce this faction.

First way:

Maybe just make it a subsection of the taxi service. It could be one of the "premium" fares that customers could pay for on the taxi app. 

It would be more for special occasions rather than a normal use.

 

Second way: 

Make a new way to order a service from this faction. Though this is definitely going to require much more developing in order to create this, there could be a whole new app on the phones, or maybe just a command that would allow you to sign up or order a plane ride (depending on what service the faction will offer).

 

What are we missing?

The elephant in the room....... PLANES!

For some reason this city doesn't have airplanes? Or at least none that can be bought?

Planes are one of the most beloved vehicles in all of GTA, if we wont make a faction related to airplanes, we should at least make them a purchasable vehicle!

 

Piloting licenses.

I heard that a piloting license used to be in the system, obviously the pilots would need to go through training and obtain a license (just like truckers).

Problems we need to look at.

Problem: If this were to become a real faction,  it will obviously become the most sought after faction in the city, who wouldn't want to be a pilot?

Solution: There would need to be extensive background checks to ensure only reliable and reputable citizens are allowed to join. Maybe have a high experience requirement (25k+?) and some prior work faction experience.

Problem: How do we integrate a faction like this and make it actually a commonly used service?

Solution: Keep a common schedule of flights that can be easily accessed (possibly a departure and arrival schedule that can be accessed by command or the phone).

Keep prices fair. If flights start costing more than "the average joe" can afford, then only the super rich will use it.

 

If you think this is a good idea, share your opinion on how this could become a useful faction within the city!

i just dont feel like it will be used enough to be viable. Also a major problem with flying is code 0ing. So peoples game crashing leading to people inside dying and other possible damages to stuff on the ground and people who are not aware of the falling plane. 

 

Other than that solid suggestion.

You can only be in two factions at one time and with several various factions existing and many wanting to be involved in more than two now, it would be difficult to choose.

I do believe however, aircraft could be implemented as a very strict licensing process and training, governed by an existing government faction.

    • Individual companies and/or individuals with licensed pilot(s) providing aviation services.
    • Licensed with the Business License and Inspection Office
    • Regulated by the SAAA

 

 

San Andreas Aviation Administration (SAAA)

  • Office of the Administrator
    • Consists of the Administrator, Deputy Administrator, Assistant Administrator, and Vice Presidents
    • Manages Policies and Regulations both internal and externally throughout aviation.
  • Aviation Evaluative Division (AED)
    • The Certification Office is responsible for managing and providing certifications for positions involved in the aviation field. This office provides training and reserves the right to revoke a license and/or certification from an individual.
      • License/Certifications: Pilot, Air Traffic Controller, Certified Flight Instructor
  • General Flight Operations
    • Air Traffic Division (ATD) - 
      • Consists of Air Traffic Controllers ensuring monitoring over the skies during any operational flights.
    • Aircraft Logistics Division (ALD)  - 
      • Consists of Engineering Staff to ensure that all Aircrafts and Aviation Facilities are properly tended to. Such as, refilling aircrafts before and after each flight, ensuring an order of aircraft fuel is delivered safely to the facility, inspects and repairs any aircrafts pre-flight and post-flight.
      • Maintains Schedule of Pre-planned flights, and passengers if applicable.
  • Support Services Bureau
    • Flight Standard Services (FSS) -
      • Investigates all matters of aviation incidents related to accidents, negligence, misconduct, etc. Preserves the integrity and safety of aviation.
    • Human Resource Management (HR) -
      • Handles all matters of internal recruitment and staff within the SAAA.
  • SAAA Chain of Command
    • Administrator
      • Responsible for the entire management of the Aviation Administration
    • Deputy Administrator
      • Responsible for the entire management of the Aviation Administration, and may Act as the Administrator in its absence.

Flight Positions

  • Captain
    • Holds the highest seniority on the aircraft and assumes full authority and responsibility over the aircraft and those within it.
  • First Officer
    • Assists the Captain in Flight and other tasks such as; check list, communication, take-off and landing, planning, etc.
  • Air Traffic Controller
    • At least ONE ATC must be on duty at a tower for there to be an operational flight.
    • Provides clearance and information from ground to the pilot(s).
  • Flight Engineer
    • Maintains the Aircraft and the Airport Facilities.
    • Inspect and Repair Aircraft Damages Pre-Flight and Post-Flight
    • Ensures proper fuel present in the aviation facilities and proper fueling of aircrafts
    • Loads and Unloads Cargo from Aircraft.

LICENSE SYSTEM:

  • Pilots will NOT be required to actively be within the San Andreas Aviation Administration.
    • Pilots will be issued a Pilot License by the SAAA's Flight Evaluative Division (Office of the Administrator (ADM, (D)ADM, or (A)ADM) upon successful completion of their Flight School.
    • Pilots will be taught the proper procedures in planning, submitting the flight to the SAAA's Air Traffic Division (ATD) for approval.
    • Pilots MUST hold a successful pilot license to be able to fly.
      • Operating an Aircraft without a Valid Pilot License will be a FELONY punishable by prison.
    • Anyone can attend Flight School to potentially become a Pilot as long as they meet the qualifications.
  • Certified Flight Instructors MUST actively be within the SAAA.
  • Air Traffic Controllers MUST actively be within the SAAA.
  • Flight Engineers MUST actively be within the SAAA.
  • Logistics Staff MUST actively be within the SAAA.

- Start small, with like 2-3 planes, and less than 5 members then grow over time.

1. Payment System and Cost

  1. Add a payment system at the kiosks at LS Airport Terminals.
  2. It will show, if there are any pilots on duty, available flights, cost of flight per plane.

2. Class of Aircraft + Locations

  • Stability to prevent Chaos and unapproved use of aircrafts
    • A person can only purchase an aircraft if they hold a Valid Pilot License
    • The person will be required under IC regulations to secure their aircraft in a hangar at an authorized airport; LS International Airport, Sandy Shores Airport, Grapeseed Airport.

3. Scheduling System

  • Either post on forums or be able to announce in-game or have the schedule available to check via kiosk.
  • Allow players to see the plane flying and at what direction when they check at a kiosk.

4. Policy and Regulations

  • This will be decided by the Board Members in accordance to the laws and regulations made by San Andreas Aviation Administration.

5. Security

  • 2-4 Police Officer/Deputies can be dispatched to the airport/aircraft to search the passengers prior to entering the airport, and plane.
    • Security checkpoints can be made by the officers/deputies.
  • Do not make this a no-crime zone, so that it gives immersion of potential criminal activity or danger in riding airplanes.

 

 

I decided to leave this suggestion open to detailed ideas and suggestions, as it will ultimately be decided by the Management.

 

San Andreas Aviation Administration

 

- Division of Government, responsible for enforcing, and regulating aviation laws.

 

- Open to ideas and the decisions by leadership in Government.

 

- Conduct background checks, prior to issuing pilot license.

 

  • Player will have to apply for a pilot license, like they do for a firearms permit.
  • Member of SAAA will review it, conduct a separate background check than what was done for their employment into SAA.
    • Player must receive a certificate of successful pilot training from the Captain, and provide proof of it on application.
    • Player must pass a background check by SAAA.
    • Player must pass a drug test by SAAA
      • A certification by MD needs to be provided in application.
    • Player must have not have been charged with a serious misdemeanor or felony within the last 3 months (( 6 months IC ))

 

 

Side-affects!!!

 

- Management orders more jet fuel, which will give truckers another option.

 

- Management orders aircraft parts, which will give truckers another option.

 

- Taxi drivers will be able to park and wait for passengers or drive to the airport.

 

- Will give LSPD, SD, Government, DCC, and Truckers more to do!!!!
