Scenario Persons A, B, C, D have keys to an Elegy The Elegy is sold and rply the locks are changed, now the only person with keys is the new owner. Lets say you sell the car or no , but you want new locks so you go to a mechanic shop pay a fee and install new locks . Changing vehicle locks should be able to be done to vehicles you cannot sell such as credit cars. I think paying 5k for it would be reasonable.
