Make hit-reg client sided instead of server sided

It isn't. Different servers within RAGE use different types. Some are client sided and other server sided.

Since people play on different pings and the server is kind of inconsistent it leads to the desync causing a horrible experience for everyone, not to mention this being brought up in literally every report made. If the hit registration was client sided on the other hand then the person wouldn't be just sponging bullets but instead actually getting hurt, which is also rewarding for the person who is actually good at hitting their shots rather than having to luckily miss and kill them. +1

How do you catch? Do you ban everyone playing from Australia? West US? Some people will naturally have high ping, and some people will inflate it artificially.

People will just inflate their ping cause it will give them advantages in fights. Not a good idea despite the fact of it would fix desync issues. Not worth it in the long run once people find ways of abusing it.

You can see it as a disadvantage on the way you're looking at it, but on the other hand when people are lagging it doesnt help when the hit reg is server sided, but if its client sided you'd damage them eventhough they're lagging so it depends how you look at it i guess.
