New Prison Job: License Plate Factory

With the development sneak peek posted by @Paulius in the Discord today, I suggested that if license plates became an inventory item, we could eventually add a license plate factory to the prison. This could be a process broken into stages, with prisoners working collaboratively (or solo when no one else is in), helping everyone get through their sentences.

If we wanted, a quick-time event could also be added to somehow get some sharpened metal for a shank/shiv. Maybe if there were a "cutting" stage it could be attempted there, with some consequences if caught by a guard.

a very common thing for movies and would fit in so well. Could be integrated with the mining job. get ore and then make that in to a plate

this would actually make mining a thing people do again since its generally ignored at this point
