Lets both be honest here, as someone that experiences both sides, and as someone that is really close friends OOCly with people that are dedicated crims on the server. Intricate planning does NOT happen. Lets take YOUR gang Dojin-Kai for example. You guys hit banks all the time, whenever possible. Always the same thing. If its pink cage bank? You stack people on roofs, get people inside and then pray to god that cops drop fast enough. Every single time I have been to a bank robbery on my PD character the past week or so, its been with Dojin-Kai alone or with Dokin-Kai being backed up by MurdaBlock. You guys literally MAKE IT TOO EASY to stop the bank. All it turns out to be is a shootout where PD will win due to numbers AND ACTUAL tactics. NOBODY is above the rules, Whenever I have interacted with Dojin en-masse, they follow the pursuit line in an attempt to help their friends, which end up making the police have to act more aggressive by pitting and ramming the suspect vehicle. There was also an instance where Dojin tried to do the classic Zeta technique of blocking the sewer entrance with a contender instead of a bigger car which ended with our kamacho being able to ram through the contender and get both the blocker and the evader. You guys literally set yourselves up for failure when it comes to evading the police and then question WHY you cannot win. Theres been plenty of times where cops have been absolutely massacred by gangs due to ACTUAL tactics being used by them. Factions already suffer a hit to their budget, Cruisers being destroyed, stolen etc. That isnt free. Even taking the GPS out of your faction vehicle will hit the vault budget. I can assure you as a member of staff that NOBODY is above the rules. So your point there is invalid in general. Also before you make uneducated assumptions about the ramming capabilities of a "shitty queen vic cruiser". Police issue crown victorias have been used to take down vehicles almost twice their size. They're made to get beat up, TWIN TURBOCHARGED V8 under the hood as well as massive durability. Even newer police vehicles such as the Taurus and Charge (police3 and police2) have insane engines and insane damage resistance. A stock crown victoria weights almost as much as a stock ford f150 pickup truck. The taurus interceptor (police3) caps at 190 and will hit 220 if you're lucky on bumps. Will FLIP if you hit the TINIEST rock. CANNOT OFFROAD WITHOUT LOSING 60% of its speed. The crown victoria (police) has the highest TOP SPEED of the 3 at 220-230 on a highway with 0 bumps but accelerates like a snail and turns like a bus. The dodge charger/buffalo (police2) has the fastest ACCELERATION of the 3 but caps out at 170 it might hit 180 if you're LUCKY. It is also heavier than a Schafter V12 so maneuverability is out of the question. Now lets look at the other side and take a quick peek at the current meta for criminal vehicles. Meanwhile a Sultan Classic can hit 240 in the city due to bumps, accelerates faster than an elegy retro and is more maneuverable than the three cop cars. An elegy retro (200k car). Can abuse quick turns, accelerates insanely quick, and is light, small and nimble enough to make it through the sewers with ease. A novak can hit 240, can hold 4 armed goons and can go offroad without losing much speed. A kamacho can go off-road with 0 speed loss, can ram cruiser to infinity and beyond, can literally step on cruisers. Comet Retro can skyrocket to 240 on a straight in seconds. Rapid GT can skyrocket to 240 on a straight in seconds. 811 can skyrocket to 240 in seconds. Hakuchou drags can offroad, turn into tiny alleys, escape in tiny cracks and are barely visible from helicopters. As someone that has been constantly been scrutinized for ANY bit of corruption in PD by command and internal affairs, I can assure you that corruption and malpractice are investigated with the highest possible level of prejudice. We have ALL of our admin logs checked randomly. Whether its dropping a gun somewhere, storing a pistol somewhere, giving a criminal special treatment. EVERYTHING is looked at by administration, text logs, storage logs, phone logs, etc. I can assure you that the tiny things you complain about when it comes to 'corruption' is just a criminal being uneducated. The 'robbing people for wearing a color' has severely died down the past couple months. I wear blue all the time, Green and Blue are my two favorite colors. Both of them being gang colors actively right now. I get robbed like once a month. It doesnt happen that often anymore. Especially now with the public robbery rules. Plus the high risk vs low reward robbery rules as well. I think its over-exaggerated when people say "You wear blue you get killed/robbed". Most of the time its not even Zetas that rob you for wearing blue, its a rival gang thinking YOU are a Zeta. I wear blue and green knowing I might get robbed by someone that hates Zetas. When a Zeta or WCA member sees me wearing blue they'll prolly scoff or just say something but 99% of the time they wont do anything.

Make the system automated so cops dont have to respond, you can just get your cars out if you have no tickets. If the person is wanted then instead of releasing their vehicle, it notifies PD that a wanted person tried and failed at getting their car out.

Law Enforcement testimony is considered valuable evidence. HOWEVER, It can be argued against and it can be doubted at times. Its not necessarily a full on death sentence if a cop witness says you're guilty BUT remember, a court of law is both parties trying to prove the other is at fault. I already consider all PD vehicles to have RP dashcams as do MOST people. A simple /do question would prevent parties from lying and even then most of the time one of the parties have it on recording. ESPECIALLY if one of them feels they are being wronged in the arrest, that would most likely trigger a recording response which can be use as "ic dashcam" footage since ALL cruisers should have dash. Even if its recorded by the suspect, if they are in front of the vehicle the recording can be used by both parties as RPly the cruiser would have captured it on cam.

If there are no judges available, they would be processed normally but once they are in prison they have the right to request a trial at any moment until a judge is available. This isnt a hard process to do, most court cases would take 10-15 minutes tops. Its mostly to make sure everyone gets FAIR charges and not put in prison for a ridiculous amount of time when they're not supposed to. On the alt account character issue, Currently people have alternate accounts in factions AND gangs. It works fine I know tons of people in PD with gang characters and theres no conflict what-so-ever. Metagaming would still apply if a bias is made? Server rules prevent bias already and would continue to prevent bias in a court scenario!

You can't just charge someone for attempted murder 7 times if they shoot 7 cops in the same shootout, The courts would only try them for ONE charge. With the removal of max sentences, the server more than ever now needs an ACTUAL ACTIVE GOVERNMENT BRANCH. What also needs to happen is the Government faction expanded into a JUDICIAL BRANCH as well. Judicial and the government is needed to keep the police in check, the police is needed to keep the people in check and the people are needed to keep the government in check. Its a system of checks and balances. When someone gets detained and BEFORE they are processed into jail, they would be read their rights. Once their rights are read to them they may request a trial, the officer then needs to radio to judicial and request a judge to set up a court room for trial. Once this happens, the officer would drive the suspect to the court case, they would present the case and the suspect can either get a private lawyer or a government appointed lawyer. The judge would then preside the case and rule without bias as they have sworn an oath. This would prevent the police and the sheriffs from being judge, jury and executioners as they currently are. This would help DOC with more RP as the courthouse can hold inmates for transports and this would prevent corruption even more. How the government expansion would work is: There is a PEOPLE ELECTED head AKA, the mayor, the president, the governor (whatever you want to call it in game) The head of state THEN ELECTS a head of judicial The head of judicial hires his judges AND government appointed lawyers (for people that cannot afford one as the miranda rights say) In order to become a judge, or a lawyer you must get a BAR LICENSE and get approved to be one by passing a test (like a weapons license on gov forums) that is managed by the head of state This can help bring equality and fairness due to the people electing their head of state. The government/judicial keeping police in check and the people keeping the government in check because they can always vote to impeach. What police in the server dont seem to realize. "multiple counts" of a crime doesnt mean you stack charges, that would actually be illegal and considered double jeopardy. Multiple counts of a crime are for the COURTS. They're considered crime theory and what is used to prove you guilty IN COURT. For example, if I am a police officer I have to prove someone guilty in court of their murder charge? How do I do this? By making multiple 'theories' to prove him guilty. COUNTS of a crime are literally just different ways the police can TRY and prove you guilty. Nobody can actually BE charged multiple times thats actually a criminal offense for law enforcement called double jeopardy. Stacking charges is already illegal under united states law and should be illegal in Los Santos as well.
