From the combined suggestions I've seen, it would be a good start to have a system in place where a gang gets informed about the raid. A gang HQ/Property is a place which realistically would have gang members present and defending it and is suppose to be a bigger challenge to Law Enforcement then raids to individual players. The specifics are hard to figure out as it will probably need to be tested or further discussed to fine tune it. It could be through a mass gang message for RP ops on a certain day between a period of two hours at peak times. They wouldn't be informed what the RP Ops are, it could be some Cartel related RP, raid or any other type of RP Ops like a server event such as the plane crash event. For individual raids, I understand where people are coming from, but I don't see it being viable to have to search for and communicate OOC'ly with a player to alert them of the raid. Limiting raids to peak hours could be an improvement, but I wouldn't personally go as far as to suggest individual players be contacted OOC'ly for this. These are solutions directly related to raids, but in my view, the biggest changes which will trickle down to how players view raids is the criminal economy and how they earn and spend money. It shouldn't take multiple hours for a criminal player to grind for a gun and some body-armor. You can't make it to easy either, but I think encouraging more conflict RP (increased shoot outs and less ''gear fear'') would be a good step in changing the prevalent mentality at the moment. Just give it a try, there is so much opportunity to try stuff out with relative ease, I just don't understand why we never try new stuff without it taking months or years to get done. Change the import prices for guns. Change the sell prices for drugs. Change the payout from banks. Hell, even change some rules like the DM one to allow for more flexible scenarios. Change something. Do it next week for a total of one week, see how this affects the server, keep the positive, revert the negative. More importantly, communicate with players who've been dedicated towards criminal RP about these things. -

Realty is, this is a game, of course some people will want to have well stocked warehouses, houses, stash vehicles etc... but that's usually with a goal in mind, further RP through shoot-outs, conflict RP, etc... and not just to mindlessly horde as seems to be implied by some. In essence, the grinding for assets is a necessity, a means to achieve other types of RP that will only have slight chances of success given the current state of the server. A quick example, there is little incentive to RP as a gangbanger crew deep in the Southside of the city if that area of the map isn't realistically treated as a dangerous no-go zone. How do you achieve this feeling and environment as the criminal side? Well you populate that area with lots of gang members, those of which are armed and will actively seek to defend their turf. How do they achieve this? With guns. How do they get these? With money. How do they get money? By manufacturing drugs, working normal static jobs, etc... Or in other words grinding. The point I'm making is, I don't doubt there are players here just to get a gun and shoot people or grab a car and evade police, but there's a good amount who want that higher level gang RP with a decent to high amount of conflict, including shoot outs and that's ok to want to have. It's not my style of RP, but ignoring this side of the server is ignoring a substantial part of the player base. Even I miss the days where I would drive down Senora and see 3-4 stacked Zeta contenders dismount and shoot at a rival gang, they did it because they had strength in numbers, the assets to do it and the ability by the server rules. With this, I turn to the criminal players, I'm curious to know if the recent weapon changes made it easier for you to obtain weapons (both in terms of money spent on imports and ease of access to them) and if this has led to an increase in shoot outs and a decrease in the grind to obtain these key assets (weapons, armour, etc...). If the answer is yes, it has made it easier, then the loss from a raid shouldn't be the factor that leads to someone leaving the server. Rebuild, learn from the mistakes that got you caught and try again. However, if it hasn't improved the situation then I can understand the frustration a lot of you are expressing. We can justify it with IC reasons and realism all we want, matter of fact is that there's a significant disparity (or at least perceived disparity) between time spent grinding versus time players actually spend engaging in the RP they want. I suspect this is why everything feels so empty when there's 200+ people around (either that or I'm horrible at finding groups of people RPing ) To try and keep this suggestion somewhat on track, raids are justified ICly and there are multiple layers of checks before a warrant for a raid gets signed off. Not to say that they are 100% always correct, but those decisions are IC'ly made and if a player catches charges from a faulty warrant they can appeal it (although that's an entirely different headache with how long cases take to get heard). What needs to change is other aspects of the server imo and not raids in specific. -
+1 I don't see an IC reason for having the MDC only display wanted players that are online. It gives those with charges a chance to go about their day potentially undetected. Although, I do agree that players who are inactive for more than X days should be filtered to avoid having LEOs sift through 1000s of inactive names.

Based and true, the counter-argument (i think) would be: - Players don't feel like they can properly RP a retaliation without first having to check a dozen boxes regarding OOC DM/KOS rules, which they feel retracts from the IC experience. (e.g A gang gets raided by two known gang detectives, that gang can't just pull up and do a drive-by on these Detectives without a word) - The very nature of players being able to respawn, even with NLR, effectively means that someone can't just be dealt with via an IC death, which makes criminal players feel like the best recourse is to try and get that person fired via an IA report -

Absent further context from other involved parties, +1 All my characters have perma conditions, in my view if one of these conditions is met as someone is trying to provide medical RP, the general rule of ''you can not force your death during Medical RP'' should be thrown out the window. To my knowledge, this rule was put in place because some players abused it as a way to avoid spending time in prison and receiving criminal charges. This motivation generally does not exist during perma situations since your character will cease to exist IC'ly.

Original Open Letter HERE. My patience is running out on this subject, this will be the final time I address allegations with no evidence attached. The letter by John Wallace echoes the vitriol him and his department have felt for myself and the Judicial Branch since I launched a criminal investigation against him. An open letter which seeks to blend facts with fiction to fit a narrative after a joint investigation by the State's largest Law Enforcement agencies failed to yield any charges in relation to the murder of a Government Director seven months ago, despite my open cooperation on the matter. There is no direct evidence of any involvement of mine with any criminal organization. Anyone claiming otherwise is basing themselves on rumours, circumstantial evidence and the delusional conspiracies concocted by individuals who dislike me. John can certainly seek assistance from his Legal Affairs Division on the difference between direct and circumstantial evidence. John mentioned I was ''financially tied to Vince Williams and the Cartel''. Allow me to clarify. I was a Public Defence Attorney for the Judicial Branch before becoming the Attorney General, during my time as a Defence Attorney I was occasionally compensated for my performance in court cases, this was neither required nor requested from my end, as I've always made clear. None the less, some of my clients, Mr. Williams included, rewarded the time and effort I put into their cases, this is perfectly legitimate and in line with the Code of Ethics. This is why I voluntarily provided my bank records. While running for the Law Review Committee (LRC), I received campaign donations, these never came with a promise for any favours or influence over my decisions, instead the donation was made by Mr. Williams and another individual who wished to see business owners represented in the LRC. I ran for the LRC partially because of my pro-business positions, this is a matter of Public Record. I reported this campaign donation to Chief of Staff Emily Whitehorse. The claim that I manage businesses for the cartel is laughable. I am listed as a manager for a 24/7, who is a subsidiary of a parent company the Los Santos Sheriff's Department believes is connected to a criminal organization. I do not manage any business, neither day to day operations nor finances. I do not receive any income from any businesses. I do not deal with any licensing for any businesses. What the manager position allows me to do is to place the occasional blip with Weazel News in case the owner, a friend of mine, is out of town, I have done so one single time. When you dig deeper, the claim that I am ''financially tied to Vince Williams and the Cartel'' is meaningless. A sentence made to convey some impropriety, unethical or even criminal behaviour from my part. The reality is much more boring and simpler, Mr. Williams was a client and a campaign donor, that's it. Any allegations regarding a criminal organization named ''the Cartel'' is beyond my knowledge. Lastly, it's sad I am forced to say this, but in response to ''being financially dependent on them is a clear violation of any and all ethics they claim to uphold and an immense conflict of interest.'' I am wealthy. I don't need money nor do I depend on anyone, including my previous employer, to make a living. In fact, I created a charitable foundation exactly because I have too much of it doing nothing and I thought I might as well try and help people. Yes, you have. High-Ranking members of both the Los Santos Police Department and the Los Santos Sheriff's Department met with Governor Langley directly after Sheriff Kirk was informed that deliberately concealing information from a Government Official conducting a lawful investigation into John is a crime. Less than 48 hours later I was unilaterally placed on Administrative Leave by the same Governor, this is AFTER two independent Judges lawfully denied search warrants for my phone and bank records. This is the definition of obstruction of justice, bringing bogus allegations based on rumours and completely legal, ethical and fully justified financial transactions. John is lying. Supreme court Justices do not investigate criminal matters, that is why you have Law Enforcement and the Prosecution Division. What Judges do is take an objective look at evidence provided and make rulings based on the evidence and the evidence alone. John is mistakenly under the impression that a denied search warrant is a ''refusal to investigate'', showing a clear lack of basic understanding of our legal system and the roles within. It is their duty to uphold the constitution and our legal system. However, when Law Enforcement are denied Search Warrants for legitimate legal reasons, we get a glimpse at their true nature, instantly appealing to the Governor on matters the Judicial has a final say on. This is ironic considering the previous point of the meetings between SD, PD and GOV. After I was placed on leave, a Bar Ethics Review Board investigation was conducted, part of this process was meeting with the Associate Justice about the reason for my leave, which I was owed an explanation for. I was not informed of any search warrants, I guessed it. I was asked if I would voluntarily provide Law Enforcement my bank logs and phone records, to which I immediately told Associate Justice Daniels that I would, but that I felt uneasy about the entire situation and suspected this request was only being asked of me as a way to circumvent a denied search warrant. This was later confirmed in a meeting where Governor Langley was present. Once more, John makes accusations which hold no water. Please take some medication, this sounds straight out of an InfoWars episode, although given John's history with sexist comments I would not be surprised if he frequents such alternative media. I invite John to post any evidence he has of any of the accusations being made. If John doesn't you know he's lying. Once more, a blatant lie. John wanted to proactively breach the Attorney-Client privilege by asking for phone records containing legally protected exchanges between a Lawyer and an Attorney. Obviously, these were denied. I guess to John it doesn't really matter, laws? rights?, who needs those am I right? No and no, once more, no evidence, please post any and all evidence you have, if John doesn't, he's lying. John and Sheriff Kirk are both mistaken. Our Law Enforcement Agencies are government entities, specifically tasked with upholding the law. You are not a private entity, you are not a citizen, you are a government Law Enforcement organization of which the Attorney General is the highest ranking official. Any and all requests for evidence pertaining to a criminal investigation which are in possession of the Los Santos Sheriff's Department must be handed over upon request. I once again remind you of our penal code entry for GM14 - Obstruction of Justice. ''If any person interferes, delays, obstructs, lies or deliberately conceals information from law enforcement officers or any other government official that is conducting a lawful investigation and/or questioning then they are to be regarded as obstructing justice.'' Unlike the 5th Amendment, which gives the Citizens of Los Santos the right against self-incrimination and the 4th Amendment which shields them from unlawful searches and seizures, no such exception exists for entities, especially not government entities, including Internal Affairs files or other files which the Los Santos Sheriff's Department might consider confidential. If there is a good legal basis (probable cause) to believe evidence of a crime is contained in such documents, they can be requested under threat of criminal charges. None the less, while the threat was made, a search warrant was also submitted. Sadly I was not able to follow up on it considering I was placed on Administrative Leave a few hours after. This signals the start of what will be yet another witch hunt, this time against Chief Justice Judith Mason and Associate Justice Colt Daniels. I am no longer a public official and despite my prior position, please consider this response my own and not representative of the views of the Judicial Branch, Chief Mason or Associate Justice Daniels. It is with this that I conclude my response with the following: I consent to any and all releases of information from any government agency. Either charge me or shut the fuck up.

At least we agree on this. I don't think we disagree, my broader point is that actions taken should be based on IRL counterparts, there is always a balance to reach between IRL and a game, while I would personally prefer a focus on slightly more serious/hardcore RP, I understand that's something only a handful of people want versus the other hundreds who are ok with a more medium-light RP environment. None the less, there is room even in a light-medium RP server to achieve this balance. If you're a Detective, it's probably a good idea to read some basic interrogation tactics used by IRL Detectives as many do. If you're an Attorney it's probably a good idea to know the difference between reasonable suspicion and probable cause. If you're an EMT it's cool to be able to show Medical RP that reflects basic known treatments IRL. (small simple stuff you can google in 20 seconds like knowing how to secure a bone fracture). -

I won't say the warrant system is perfect, but trust me when I say that raids would be worse if there was no oversight from JB. However, this also means that if you're getting raided from an approved search warrant, there is more than plenty IC probable cause to justify the raid. I don't understand what some of you mean when you say Detectives are OOC'ly targetting you, the more simple answer is that they've interacted with you IC'ly, put work into evidence gathering, built a case and executed a warrant based on all of that RP they've likely spent hours on. How hard or easy their job is solely depends on how smart of a criminal player you are. There are ways to get around it. -

Increase fishing payout to match hourly pay in Road Worker, ideally this would be achieved by leaving the price of fish the same. However, the pier and immediate surroundings would yield x2 more fish (or however much is needed to compete with the hourly income the Road Worker job yields) Purpose of this suggestion would be to bring back a community spot people can hang out in while also getting paid.

Imo, Civ RP isn't about the ''normie'' things as you put it, it's about engaging in Roleplay that is outside of the normal Cops vs Robbers dichotomy. I don't think Civ RPers need to first show a commitment to buying groceries RP'ly or RP'ing going to sleep before being able to ask for script support for a basic business bank accounts, the same way I wouldn't feel it's reasonable to expect criminals to RP cooking drugs, chopping cars, getting imports before justifying implementing these as script features. Being a Civ RPer does not mean being an NPC concerned with the most boring and mundane tasks, there's a balance to be had imo, probably not the best use of resources to focus on stuff like item generation until the events/restaurant/retail RP scene picks up more steam instead of being a flavour of the week type of deal, but there should be broader support for suggestions that will impact everyone (e.g. business bank accounts, business F4 menu) which will hopefully pave the way for that type of RP.

-1 Reviewing footage is investigation, besides if the crime is of a complex nature then reviewing body-cam doesn't necessarily mean an open and shut case, if you find yourself being caught several times because someone has reviewed footage, chances are that you're not committing crimes in the most intelligent way possible, which is fine, but understandably comes with an easier to prove case, that's just the way the cookie crumbles. I can not imagine the unbearable work load LEOs would have if they had to collect statements for something easily proven by rewinding some footage, whether it be actually checking the footage or through /do /ldo investigative RP. I would like to see a body-cam item that gives others some sort of warning that a player has a body-cam equipped. Although this can already be done through /do RP, I feel like a visible item or some other method of announcing to others around you that you have one on would be a cool feature.
