It is only saying that it needs an activation key because you didn't download all the files and it thinks it's the hosts game still. If this does not work, Verify GTA 5 files to get back to your save so you can play and get rid of the activation code error. Likely for users, there is a possibility to turn off updates and play at old version, sitting offline. But there are games, where the main game process is going on servers, which need time to adapt to new version, like GTA, GarysMode. So, it can be sad, when you have some free hours, which you want to spend, playing game, but it doesn't work, because you have forgotten to turn off automatically updates. People, who buy games on sites, like https://www.cdkeysforgames.com/ , meets with this problem more often, than people, who buy games on Steam, because there is no notification about updates, during instalation of the game. This at least allowed with the Casino Heist update for anyone who might have unintentionally update to roll back. Just another good reason to be in the Eclipse RP discord. Then I found out that pretty much every game version of Steam is still stored and downloadable using the Steam console.
