What is Wheeling?

I saw it in a post and I have 0 idea what it is. A rule? A move? I want to learn this so I don't fall victim to it.

I guess they mean the wheeling with a bike to gain a speed boost thing, which is not allowed if you are in a chase.

because its a gta mechanic or bug that makes your bike go faster, Its classed as non rp or bug abuse to do it in chases to gain a advantage.
