/ib doesn't work properly

Issue/bug you are reporting: /ib works in a uniform, but it does not when you are in plain clothes (ctrl + U)

Expected behavior:  Being able to use /ib while out of uniform to display your badges.

Evidence, notes worth mentioning, steps to replicate: Get on duty as a detective. Ctrl + u to go in plain clothes and type /ib. It doesn't work.
